Background

The project aims to socially and economically empower disadvantaged youth and women in market oriented technical, entrepreneurial and managerial skills, confidence building and empowering skills necessary to improve their access to productive resources and sustainable earning potential.  Training will be systematically linked and integrated with other complementary interventions such as access to markets, appropriate technology, microfinance, entrepreneurship development and follow up technical assistance and advisory services.  The project adopts a comprehensive, market driven, gender responsive and community-based strategy. It involves strategic partnerships with local authorities, Local Councils, religious leaders, Non Governmental Organizations (NGOs), private sector, and relevant institutions, and contributes to strengthening their capacity as responsible service providers, facilitators and advocacy actors. The project will operate in 9 governorates namely, Sana’a, Aden, Taiz, Abyan, Al-Hodeidah, Ibb, Hadhramout, Hajjah, Sa’ada.

The "3x6 employment generation approach" has been successfully implemented in post-conflict Burundi over the past years with the support from the Japanese Government. The UNDP “Youth Economic Empowerment Project” (YEEP) is implementing this new approach in Yemen. In Yemen, the approach has been tailored to contribute to conflict prevention by addressing demands by youth for immediate and sustainable employment through implementation of three main components: stabilization, ownership and sustainability. Income generation and building of capital by youth through rapid employment activities constitute Phase 1. During this first phase (2-6 month), participants receive business development training twice a week in complement to their income-generating activity (e.g. public works). Two thirds of the income will be saved and deposited into an account at Al-Amal Bank or Al-Kuraimi (micro-finance institution) with whom YEEP is partnering.

Throughout the period of temporary employment, individuals are encouraged to initiate a business plan, or to form a group with others in joint ventures for the implementation of an economic activity. The individual’s/group’s capital is tripled through a grant. UNDP thus provides micro-SME’s with investment support and facilitates market expansion. A feasibility study, conducted in cooperation with business advisors, will confirm that any proposed project ideas are economically viable and access to a local market is ensured. UNDP is providing implementation support and mentorship to newly created businesses.

Duties and Responsibilities

The Project Coordinator will work under the guidance and supervision of the CTA and in collaboration with project team members, and implementation partners.

Specific responsibilities include the following:
  • Support the implementation of the project, “Youth Economic Empowerment Project in Yemen” focusing on the achievement of the outputs;
  • Oversight and management of all field activities with focus on activities in Sana’a Governorate;
  • Manage, coordinate and oversee workshops, trainings, TNAs and ToTs;
  • Act as focal point for private sector partners and all partner NGOs, as well as other relevant stakeholders;
  • Coordinate donor and government field visits;
  • Manage and coordinate all public events;
  • Act as focal point to all vendors related to public events;
  • Coordinate and manage all gatherings with youth beneficiaries;
  • Any request or responsibility falling under Sana’a Head Office related to other targeted governorates to be handled by the Project Coordinator;
  • Cooperate with central/local institutions to manage/implement the project;
  • Build a strong relationship with local partners and youth target groups;
  • Prepare meetings for the project with all involved parties (government, UN system, technical partners, civil society, private sector, youth organizations, etc);
  • Monitor the implementation and progress in the field;
  • Coordination of youth activities at central and decentralized levels;
  • Represent the project before the partners when required;
  • Document and disseminate information on best practices, lesson learned and success stories;
  • Analyzes data and prepare minutes of meetings and progress reports as requested;
  • Coordinate all monitoring visit related to the implementation of the project's M&E strategy;
  • Support the project's resource mobilization with budgeting;
  • Prepare power point presentations;
  • Networking and partnership building in youth-employment related conferences (MENA –YES, MFIs, etc);
  • Perform any other tasks as required.

Competencies

Required Skills and Experience

Education:   
  • Bachelor degree in business management or any development related field.
Experience:   
  • 3 years of proven and solid experience of administration and project implementation;
  • Professional experience with UN agencies or other international organizations would be an asset;
  • Good experience in IT is an asset.
Language Requirements:   
  • Usage of English and Arabic is required.
