Background

The UNDP Youth Economic Empowerment Project (YEEP) aims to socially and economically empower disadvantaged youth and women in market oriented technical, entrepreneurial and managerial skills, confidence building and empowering skills necessary to improve their access to productive resources and sustainable earning potential.  Training is systematically linked and integrated with other complementary interventions such as access to markets, microfinance, entrepreneurship development and follow up technical assistance and advisory services.  The project adopts a comprehensive, market driven, gender responsive and community-based strategy. It involves strategic partnerships with local authorities, Local Councils, religious leaders, NGOs, private sector, and relevant institutions, and contributes to strengthening their capacity as responsible service providers, facilitators and advocacy actors.

YEEP is expanding its covering nine governorates: Sana’a, Aden, Taiz, Hadhramout, Hodeida, Ibb, Sa’adah, Hajjah and Abyan. Throughout the implementation, the project will address the drivers of instability and support the community resilience of the targeted communities by providing short and long term employment opportunities

The Monitoring and Evaluation component of the project will bring elements of response to this question. The M&E position will support successful expansion to the project in line with the set goals of the project.

Duties and Responsibilities

The National Monitoring and Evaluation Associate will work under the direct supervision of the YEEP Chief Technical Advisor (CTA). He/she will assume for the following key functions:

Ensure the compliance of the YEEP project and UNDP M&E requirements and ensure the effective communication between the project and CO regarding M&E and management of development results:
  • Ensure that the YEEP project conducts M&E activities in line with UNDP corporate policies, procedures and requirements, and those of donor requirements, by providing relevant information in a timely and effective manner;
  • Coordinate with the YEEP CTA, Poverty Team leadership and M&E specialist to ensure the YEEP M&E and reporting is well integrated at all levels;
  • Provide relevant technical support to the YEEP project staff on M&E to enhance their capacities;
  • Being the focal point for any M&E-related activities.
Manage monitoring and reporting activities at the project level
  • In collaboration with the YEEP CTA and Poverty Team, manage the preparation and timely submission of relevant project reporting to the UNDP Poverty Team leadership, by providing technical guidance and coordination support;
  • In collaboration with the YEEP CTA and the Poverty Unit, manage the quarterly results monitoring of the YEEP project and its outcomes by using Atlas Project Management;
  • In collaboration with the YEEP CTA and the poverty unit, organize a quarter, and annual review meeting of YEEP Project Board with partners;
  • Ensure the YEEP project organizes quarterly review meetings with partners in order to systematically review the progress on their expected results/outputs at the component and project level;
  • Conduct /Manage regular field visits in coordination with the national partners in order to assess the level of implementation of activities and the achievement of results;
  • Collect and monitor the M&E related indicators for YEEP;
  • Flag successes to the communication specialist of the project.
Manage evaluation activities at the YEEP project level
  • Ensure that the project is compliant with UNDP policies regarding evaluation at the project level;
  • Draft ToR for external consultant related to evaluation;
  • Support the implementation of evaluation at the project level;
  • Ensure the quality of evaluation and evaluation report at the project level.
Enhance the information management of M&E-related documents and data through the use of an M&E database
  • Support the finalization of a YEEP M&E database and ensure the usage of the database for the quarterly results monitoring of the project;
  • Ensure that all relevant M&E document are properly organized and stored;
  • Enhance information sharing on M&E issues.
Manage the Reporting requirements of the YEEP project
  • Draft regular project M&E reports, and presentations;
  • Regularly document lessons learnt on various interventions by the project, CO and government sectors, implementing partners building on the lessons learned compiled during the pilot phase of the project;
  • Develop and regularly update and review the tools for monitoring and evaluation and makes adjustments to facilitate objective measurement of indicators included in the YEEP project document.
Any other tasks related to this ToR as assigned by the YEEP CTA.

  • Demonstrate integrity by modeling the UN’s values and ethical standard;
  • Display cultural, gender, religion sensitivity and adaptability;
  • Demonstrated technical capacity to initiate and provide guidance in monitoring and evaluation work to staff and other partners;
  • Substantive knowledge and understanding of evaluation and Results Based Management;
  • Adequate knowledge on the UN system and UNDP policies and procedures would be an advantage;
  • Strong communication skills and training capacity is also required;
  • Ability to articulate suggestions and advice for improving country programmes and supporting change management;
  • Knowledgeable in statistics.

Required Skills and Experience

Education:   
  • Bachelor’s Degree in social sciences, social development and management.
Experience:   
  • Three years of operational M & E experience, designing and/or supporting a monitoring and evaluation system / project /programme management experience at the national or international level;
  • Specialization in planning, design, monitoring and evaluation methodologies and project cycle management would be an advantage;
  • At least 2 years of operational experience in development issues, focusing on social development aspects;
  • Fluency in written and spoken Arabic and English, including ability to write and synthesize;
  • Professional experience with UN agencies or other international organizations would be an asset;
  • Good experience in IT and information system;
  • Good level of computer program (MS. Word & Excel).
Language Requirements:   
  • Fluency in Arabic and in English languages.
