Background

The Youth Economic Empowerment project aims to support the Government and the people of Yemen during the unprecedented transition, addressing youth unemployment as one of the root causes of conflict. The project will build on capacities and lessons learnt from the pilot phase. Strategic partnerships will be further strengthened to support institutionalization of the 3x6 approach, and prepare for scaling up of the piloted innovative tools to achieve catalytic impact while at the same time actively engaging the Government, the private sector, micro-finance institutions and donors to work together with a common goal, building the resilience of Yemeni youth for economic revitalization and paving the path for inclusive and sustainable development.

The “3x6 Approach” was first introduced and successfully implemented in post-conflict context in Burundi. The Japanese Government was the key partner that supported its implementation. It was developed to provide an innovative response to the challenge of the social and economic reintegration of ex-combatants and other populations affected by conflict. In the approach, community reconstruction service was seen as a means to an end rather than an end by itself. The approach built on traditional elements of socio-economic reintegration interventions – putting people to work, injecting money into local economy, and providing alternative employment opportunities for ex-combatants – while introducing innovative dimensions: promotion of individual savings, enhancement of social cohesion through encouraging community members to get organized and realize economic activities collectively (horizontal cohesion) and engage other actors (vertical cohesion) in joint economic ventures based on collective savings, outside investment, and risk sharing. The approach  has been designed and framed into three building blocks and organising principles – inclusiveness, ownership and sustainability – and six (6) discrete steps – enrolment, rapid income generation, saving, joint venturing, investing and expanding markets.

Duties and Responsibilities

The Technical Coordinator will work under the guidance and supervision of the CTA and in collaboration with project team members, and implementation partners. Specific responsibilities include the following:

3*6 Approach Grants Scheme:
  • Support partner's grant management cycle;
  • Ensure transparent and efficient implementation of the grant disbursement mechanism;
  • Facilitate and support implementation of the business development;
  • Assist in training partner NGO's, and in monitoring their work flow in disbursing UNDP grants;
  • Ensure quality delivery of the 3*6 grant scheme.
Partners NGO’s and MFI’s Agreements:
  • Support to overseeing NGO implementing partners;
  • Review MFI’s agreements for the compulsory saving scheme;
  • Liaising between SFD, UNDP and implementation partners regarding the cash for work activities;
  • Build relationship between ILO (curriculum) and national institutes as part of the 3x6 business training;
  • Support to 3x6 Phase 1 business training, and ensuring that all 3*6 beneficiaries come out with initial business plans.

Required Skills and Experience

Education:   
  • Bachelor degree in Business Management or any related field.
Experience:
  • At least 2 years experiences in Business Management or related field, especially one year in grants management.
  • Previous experience in small grant programs;
  • Professional experience with UN agencies or other international organizations would be an asset;
  • Previous experience in feasibility studies of Micro-Business (Preparation and evaluation);
  • Good knowledge of Microsoft Office applications (Word & Excel).
Language Requirements:   
  • Fluency in Arabic and English is required.
