Background

The United Nations Resident Coordinator’s Office seeks to recruit suitably qualified Fiji nationals for the position of UNDAF Monitoring & Evaluation (M&E) Manager (SB-4) to be based in Suva, Fiji.

Under the guidance of the Resident Coordinator and the direct supervision of the UNDAF Monitoring and Evaluation Chair, the M&E Manager will assist the UNCTs in the development, coordination and implementation of a comprehensive mechanism for the monitoring and evaluation of the UN’s Development Assistance Framework in the Pacific. This would entail the development and coordination of existing agency specific M&E capacities and resources, and working closely with the UNDAF M&E Technical Working Group and the 4 UNDAF Outcome Groups to support and facilitate the M&E related aspects of the TWG’s work. The M&E Manager would also work with the PacificINFO team to coordinate development of PacificINFO for monitoring the UNDAF M&E and the MDGs, specifically being undertaken at the UNDP Pacific Centre.

The M&E Manager will also need to work with the members of the UNDAF M&E TWG to establish an external network with National Counterparts including the Governments, Regional Bodies such as SPC and PIFS, Civil Societies, Academia and other institutions that are involved with Development related M&E. The primary purpose of this interaction is for learning and dissemination of information. Considerable interaction with development partners will also be required so as to mobilize resources for activities such as M&E meetings, surveys etc.

Duties and Responsibilities

Summary of key functions:

  • Facilitates the UNCTs in the development and implementation of the UNDAF M&E Framework and the establishment of a corresponding coordinated management process for M&E system. Contributes to the mid-term and end of cycle reviews of UNDAF 2013-17 as well as the annual national and sub-regional monitoring processes for the UNDAF;
  • Supervises the analysis of the M&E Framework’s data requirements and designs appropriate tools and activities for data collection, integration and dissemination in the appropriate form (PacificInfo). Provides management oversight to the collection, analysis, presentation and utilization of data for key indicators in the Monitoring and Evaluation Framework for UNDAF for the Pacific through enhancement of PacificINFO platform;
  • Assists the UNCTs in coordinating the M&E of UN Joint Programmes through participating in the evaluation of joint UN projects and the regular monitoring and reporting on the progress of UNDAF as well as working with the relevant OGs and the M&E TWG;
  • Actively promotes the strengthening of regional statistical capacity through the establishment of an M&E network with regional and national partners. Contributes to capacity building for a) utilizing development data for the development and monitoring of relevant programmes at the national level and b) PacificINFO as a tool for monitoring MDGs nationally and regionally in the Pacific. Promotes partnerships and reciprocal ownership of the processes and outcomes of the monitoring and evaluation of the UN Programme for the Pacific with all the strategic stakeholders and countries;
  • Supports UN Agencies, specifically the UNDAF M&E Technical Working Group, in the construction of regional UNDAF and agency specific evaluation and monitoring plans for programmes and projects implemented in the 14 Pacific Island Countries. 

Function 1 / Expected Results:
  • Finalisation of an overall M&E Framework which will form an integral part of the UNDAF Monitoring and Evaluation Process; 
  • Finalisation of technically sound and clearly defined SMART indicators for each UNDAF Outcome;
  • Compilation of an Annual Reports and other reports on the periodic progress and annual reviews of the UNDAF Results Matrix through the Outcome Groups, National Planning Units and United Nations Focal Points in the countries;
  • Designing and undertaking periodic evaluations of progress vis-à-vis the stated UNDAF Outcomes and corresponding indicators.

Function 2 / Expected Results:

  • Analysis of the specific data requirements of individual UNDAF Indicators;
  • Analysis of the quality and reliability of available data sources;
  • Tools developed for the collection of socioeconomic and other data to be used by the M&E Framework (i.e. surveys, formats, etc);
  • DevInfo based database functional incorporating all UN related socioeconomic and other data including the MDGs, UNDAF indicators and HDR indicators;
  • Surveys designed and undertaken for the collection of required data if not available from existing sources.

Function 3 / Expected Results:
  • Common systems and procedures developed for M&E of UN Joint Programmes;
  • A centralized hub for M&E of UN Joint Programmes developed with a corresponding decrease in workload for the individual UN agencies.

Function 4 / Expected Results:

  • Network of M&E specialists/institutions formed with clear TORs and membership;
  • Regular dialogue established with key national partners involved in socioeconomic surveys; data collection and utilization of PacificINFO for monitoring MDGs in the Pacific;
  • Weaknesses and limitations of existing national capacities assessed and available for discussion with UN Country teams Fiji and Samoa;
  • Plan for the UN role in strengthening of National Capacity, especially Governments capacity, developed and advocated.

Function 5 / Expected Results:

  • Support to Internal UN Inter-agency forum through the UNDAF M&E technical working group mechanism for coordinating M&E and other research activities provided;
  • Advisory assistance provided in the design and implementation of regular M&E activities of various agencies.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Economics, Social Sciences, or related field.

Experience:

  • At least two years of professional development related work experience at the national or international level;
  • Experience related to senior levels of programme management or the management of complex national level M&E frameworks and/or strategic plans is preferable;
  • Working knowledge of UN systems is preferable. Working knowledge of DevINFO is preferable.
Language Requirements:
  • Fluency in English is essential.
