Background

As we approach 2015 – the MDG target date – discussions are well underway on what could come after. Any future shared development agenda would have to be responsive to currently anticipated needs, while also drawing from the experience with the MDGs. Such an agenda will be informed by evidence from a diversity of countries, as well as global multilateral processes that will determine mutually agreed upon parameters for collective action.

As we assess progress made in the MDGs as well as the unfinished business, it becomes useful to deepen our analysis of the data being provided by countries by looking at country level trends, their determinants, and (given the time lag with which they become available), projections to 2015.

In view to this, the Poverty Group, at the Bureau of Development Policy, is seeking to recruit a consultant with expertise in statistics and econometrics to analyze country level data on MDG progress.

Duties and Responsibilities

Objective:

  • The primary objective is to analyze MDG (and related) data generated through national MDG reports and other, complementary sources.

Specific Deliverables:

  • Assess the availability and timeliness of MDG (and related) data at the country level through an examination of five representative countries;
  • Devise and compare alternative models for projecting forward MDG achievement at the country level;
  • Propose a robust methodology (or methodologies) for projecting MDG progress that can be applied across countries and MDG indicators to estimate where they will be at the end of 2015.

Reporting:

  • The consultant shall report to MDG Support Team Leader.

  • Demonstrated competence with using STATA and other statistical software packages, as also with standard office software packages (MS Word, Excel, Power Point, etc.);
  • Demonstrated communication and data visualization skills for outreach to diverse audiences.
  • Ability to meet deadlines;
  • Ability to communicate clearly, explain work and work collaboratively;
  • Ability to work in a multicultural setting.

Required Skills and Experience

Education:

  • Master’s degree in statistics/economics/applied economics (with focus on advanced quantitative analysis). PhD preferred.

Experience:

  • Five (05) years minimum of relevant work experience;
  • Experience in analyzing country level data from different sources, e.g. household surveys, administrative records;
  • Experience in innovative and clear graphical presentation of statistical results;
  • Prior work experience in international organizations, think-tanks, or academic institutions, is an asset. 

Language:

  • Fluency in English.

Evaluation Method:

Cumulative analysis - The financial proposal will account 30% (30 points) and technical proposal will account for 70% (70 points) of the total evaluation score.

Payment:

The payment shall be made on the basis of agreed upon deliverables, pending approval of Team Leader and supervisor.
