UNDP is implementing USAID project “Local Entrepreneurship and Economic Development (LEED)”. The overall goal of Project is to strengthen the role of the private sector in the economies of Brest and Grodno regions and in the thriving tourism sector of the Republic of Belarus.

  • To create favorable environment for the ecotourism private sector development, and to introduce public-private partnership mechanisms into the sustainable local development strategies;
  • To strengthen capacity of private ecotourism stakeholders and business support organizations;
  • To establish sustainable public dialogue, and conduct information and education campaigns, promoting the region as an ecotourism destination.
 

Duties and Responsibilities

Overall project management:

  • Supervise and coordinate the project to ensure its results are in accordance with the Project Document and the UNDP programming procedures;
  • Assume primary responsibility for the daily project management   both organizational and substantive matters, budgeting, planning, controlling the project expenditures and monitoring of the project performance;

Project administrative and financial management:

  • Prepare annual work plans in consultation with the Ministry of Sports and Tourism, ensure adherence thereto, revise work plans if required;
  • Prepare terms of reference for national consultants and subcontractors in line with relevant UNDP procedures;
  • Prepare annual project reports (APR), progress reports to UNDP, USAID, Ministry of Economy or other reports requested by the UNDP, USAID, Ministry of Sports and Tourism;
  • Ensure adequate management of the project resources in accordance with the project budget, agreed work plans and the Project Document;
  • Assume overall responsibility for meeting financial delivery targets set out in the agreed annual work plans, reporting on project funds and related record keeping;
  • Ensure proper operational and financial completion of the project in line with the relevant UNDP procedures;
  • Organize and supervise workshops and trainings needed during the project;
  • Monitor risks and project impact indicators as per the project logical framework;

Staff supervision:

Guide and coordinate the work of national and international consultants and subcontractors and oversee its compliance with the agreed work plan;

Partnership building:

  • Liaise with relevant ministries, national institutes and other relevant national and sub-national institutions in order to involve their staff in project activities as necessary, and gather and disseminate information relevant to the project;
  • Ensure adequate information flow, discussions and feedback among the various stakeholders of the project;
  • Coordinate project activities with other related technical assistance programs in Belarus;
  • Maintain regular contact with UNDP Country Office and the Project National Coordinator on project implementation issues of their respective competence;
  • Keep regular contact with the Ministry of Sports and Tourism on the issues relevant to their competency;
  • Assist in organizing negotiations on cooperation with national government bodies and potential donors in order to identify and mobilize resources;

Undertake any other actions related to the project as requested by UNDP or the Project National Coordinator.

  • Proven networking, team-building, organizational and communication skills and ability to effectively work with international organizations, donors, NGOs and private sector;
  • Proven ability to manage financial, human and material resources in project contexts;
  • Ability for team work, social competence.

Required Skills and Experience

  • University degree in economics, environmental management, public administration, law, management, sustainable development, or other related field; advanced degree or academic training in these areas would be considered an asset;
  • Extensive project management experience, with skills in facilitation and coordination, and demonstrated ability to work in an independent manner;
  • Previous experience in the area of eco-tourism, entrepreneurship, and SME development;
  • Working experience in the field of sustainable development and environmental protection is highly desirable;
  • Working knowledge of UNDP rules and regulations is an asset;
  • At least 3 years of relevant professional work experience in international project management;
  • Computer literacy;
  • Excellent written and spoken English and Russian are required.
