Background

After October 2012 parliamentary elections, the government of Georgia takes enacting measures to ensure better policies and procedures are in place. Reforms are seen as the ongoing progressive process and continue inter alia in the framework of further integration with the European Union (EU). The Government of Georgia takes steps towards revitalization of its public administration system to make it more proactive and efficient. In the context of the constitutional reform which transferred authority from the President to the Prime Minister and the Government, the State Chancellery is undergoing a reform process being oriented towards introducing changes in its organizational structure, practices and capacities based on the series of recommendations produced by a joint European Commission and OECD initiative “Support for Improvement in Governance and Management”. To accomplish the process of transformational changes, the Chancellery of the Government expresses its highest interest and commitment to undertake a series of institutional development interventions for strengthening its internal management systems and procedures.

Chancellery of the Government of Georgia established a Donor Coordination Unit (DCU) as an integral part of its new organizational structure. The DCU is assigned a responsibility for coordination of external assistance, notably to develop and strengthen aid coordination and aid management processes with a view to ensuring transparency and accountability of resource use and achieving a stronger impact of aid on national development outcomes.

To support the DCU in setting up appropriate structures and procedures for the effective and efficient donor coordination mechanism, the State Chancellery is seeking an external support to assist the DCU through international expertise in development of GoG systems for effective donor coordination. 

Duties and Responsibilities

The overall objective of the consultancy is to support DCU in development of capacities and mechanism to efficiently lead and coordinate external assistance in line with national priorities.  Mainly, the consultant will assist DCU in concluding a policy framework and provide subsequent recommendations on setting-up, functioning, operations and authorities of Donor Coordination systems and procedures. This will be also a valuable learning process that will make further steps more efficient. 
  • Assess/analyze current donor coordination practices as they have evolved in Georgia and provide an overview of the findings to DCU;
  • Review the existing draft of DCU donor communication and stakeholder engagement strategy and provide feedback, based on the assessment and the best practices;
  • Provide recommendations on the most applicable model/systems for effective donor communication mechanisms, based on the best international practice; 
  • Assist DCU in development of the standard operating procedures (SOP) for effective donor coordination;
  • After SOP is agreed, develop and propose an action plan;
  • Facilitate development of M&E framework for aid effectiveness;
  • Provide recommendations on the principles of the Donor Coordination software and database for   operationalizing and measuring the impact of the new coordination framework;
  • Present results of all the above-mentioned tasks and recommend immediate actions.
Deliverables
  • Assessment report on current donor coordination practices in Georgia, the good practices on setting up a system enabling effective donor coordination mechanisms together with the respective recommendations;
  • Provide hands on assistance to DCU for finalizing of the donor communication and stakeholder engagement strategy;
  • Document on the standard operating procedures (SOP) along with an action plan;
  • M&E framework for Aid effectiveness;
  • Mission report containing information on the accomplishments and scope of work as well as respective recommendations;
  • Provide assistance in organizing donor conference under the new coordination framework.

IC Management

  •  The consultant will work under the direct supervision of the UNDP/Project Coordination Unit (PCU) and in close consultation with DCU of the State Chancellery;
  • GRF Project team will provide support when and as needed;
  • The consultant shall provide draft inputs for the initial in-house review and upon the feedback from UNDP, finalize those for final submission.
 The consultancy should be undertaken during May-September 2014. Total level of effort for the consultancy is maximum 30 days, including 2 missions to Georgia and work from home.

Evaluation

Individual consultants will be evaluated based on cumulative analysis method:

Applicants will be evaluated against combination of technical and financial criteria. Maximum obtainable score is 100, out of which the total score for technical criteria equals to 70 and for financial criteria – to 30.

Offerors not meeting any of minimum qualification requirements will be automatically disqualified. Only offerors passing 70% threshold of maximum obtainable scores as a result of the desk review (i.e. minimum 35 points) will be considered as qualified offerors and invited for the interview. Those offerors passing 70% threshold of maximum obtainable scores as a result of the technical evaluation (desk review and interview) will be shortlisted and requested to provide financial proposal.

Financial Proposal 

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount.

Required Skills and Experience

Education:

  • Master’s degree in international development, public administration, management or equivalent (minimum qualification requirement).

Experience:

  • Mminimum  of ten (10) years of respective experience in government, non-government and/or private sector; particularly in development of capacities and mechanism to efficiently lead and coordinate external assistance; (minimum qualification requirement);
  • Proven experience in setting up /facilitating donor coordination systems and procedures at European and/or international levels; (minimum qualification requirement);
  • Experience of work in CEE and New Independent States is an asset;
  • Good knowledge of development/political context in Georgia is an asset.

Language requirement:

  • Fluency in English.
