Background

In Zimbabwe, the United Nations is working to enhance system-wide coherence at national level through the United Nations Development Assistance Framework, the ZUNDAF 2012-2015. In 2014 the development of the next ZUNDAF will be initiated with an evaluation of the impact of the current ZUNDAF, and with a UN country assessment. These two processes will take place simultaneously, and will result in two important documents which will both inform the next ZUNDAF.

The UN Gender Theme Group (GTG) is the main coordinating mechanism for gender mainstreaming within the UN at country level. The GTG has observed that gender mainstreaming in the current ZUNDAF is not adequately supported by sector and thematic specific data, which has impacted on the level of actual mainstreaming as well as the reporting on gender on an annual basis in different thematic groups of the ZUNDAF. Consequently, the GTG has decided to support the UNCT in the development of the next ZUNDAF to ensure that this issue is rectified in the new ZUNDAF.

A consultant will be engaged to research national gender equality data for a number of sector and thematic specific indicators. The data can be used to feed into the ZUNDAF evaluation to provide an understanding of which indicators have been missing in the current ZUNDAF. More specifically the data will form the baseline for gender equality indicators in each of the thematic areas of the next ZUNDAF. 

UN Women co-chairs the GTG with the Ministry of Women’s Affairs, Gender and Community Development. In this regards the Data Collection Consultant will be engaged by UN Women, and report to the UN Women Deputy Country Representative and the GTG Focal Point assigned by UN Women. The Consultant will also work closely with the GTG and other thematic groups, as well as national stakeholders such as relevant Government ministries and institutions, in particular with ZIMSTAT, and relevant civil society organisations, for collection of recent data.

Duties and Responsibilities

The consultancy will include the following tasks:

  • Conduct a desk review of relevant documents to identify entry points for gender mainstreaming in each ZUNDAF Outcome, including but not limited to the ZUNDAF Document, the Joint Implementation Matrix, UNCT and PMT 2014 retreat reports, draft gender mainstreaming review of the ZUNDAF, and other recent researches and reports relevant to the drafting of the next ZUNDAF, as identified by the consultant, the Gender Theme Group and relevant stakeholders;
  • Conduct meetings with relevant stakeholders for the purpose of  identifying entry points and data sources for mainstreaming gender into the next ZUNDAF including ZUNDAF thematic group focal points, Gender Theme Group members, the Resident Coordinator’s Office, Ministry of Women Affairs, Gender and Community Development, ZIMSTAT, relevant UN agencies and line ministries, amongst others;
  • Identify which data would be of relevance as indicators and baselines for the identified entry points;
  • Identify where this data is available and work closely with the relevant stakeholders to collect the data;
  • Identify where there are data gaps and give recommendations on how this data can best be collected;
  • Produce a report outlining the information and recommendations.

Expected outputs and deliverables

The following deliverables are expected by the consultant:

  • Work plan with timelines within one day of signing the contract;
  • Inception report;
  • A draft report;
  • Power Point Presentations to be delivered to the Gender Theme Group, the ZUNDAF Programme Management Team, and the UN Country Team.

Required Skills and Experience

Education

  • Master’s Degree or equivalent in development studies, social science, economics, international relations or other related field.

Experience

  • At least 7 years of relevant specialised experience, methodological knowledge and proven expertise with gender analysis, gender mainstreaming processes into programming, quantitative and qualitative data collection and analysis, evaluations and reviews;
  • Substantive experience in the area of development and gender equality and women's empowerment issues in Zimbabwe;
  • Experience in Results Based and Human Rights Based Programming principles and logical framework analysis 
  • Knowledge and experience in working with UNDAFs or other UN common programming tools is an asset;  
  • Good knowledge and experience with the national context and national development frameworks, including key legislation, sector policies and interventions, and gender mainstreaming;
  • Experience in working closely with government ministries, national statistical agencies, and line ministries and other relevant stakeholders including research institutes and civil society organisations for identifying, locating and accessing national data sources.
