Under the overall guidance of the Deputy Country Director (Operations) and the day-to-day supervision of the Field Operations Specialist in Oversight and Support Division, the Operations Analyst will be responsible for the effective and efficient management of the UN Common premises in Abyei, which comprise both office and residential quarters and related facilities and achieve full self-sustaining UN Common premises compound that provides quality offices and accommodation space. The Operations Analyst will be responsible for the preparation of the Compound Development Plan and the Annual Work Plan for the common premises in close coordination with participating agencies and projects of the United Nations, i.e. UNDP, UNICEF, WFP, and WHO, FAO, DDR, etc. The Operations Analyst will establish a cost-recovery mechanism to ensure that day-to-day operating costs of the Common Premises will be properly shared among UN agencies. This should be under the form of an inter-agency MOU.

In addition, the Operations Analyst will work with UN agencies concerned to ensure that all pending issues related to the office and residential issues with UNMIS are resolved. The Operations Analyst is expected to establish and enforce mutually agreeable compound management principles/guidelines. The Operations Analyst will also design and establish a proper control system in the administration of the common premises section of the compound with proper rules, priorities, tariffs and accountability system.

Duties and Responsibilities

Summary of key functions:
  • Actively participate in negotiations related to Abyei UN Common Premises management and dialogues with participating agencies;
  • Ensure strategic direction of the Abyei UN Common Premises;
  • Effective compound management with internal controls, efficiency and transparency Establishment of effective cost-recovery mechanism for the residential compounds to ensure that the residential compounds are self-sustaining;
  • Regular liaison with UNDP Country Office on all issues related to management and running of the Abyei UN Common Premises.
Duties and Responsibilities:
  • Drafts status reports, briefing papers, updates and ad-hoc reports on the status of the various stages of the planning, environment, safety-related projects and common-service aspects of the programme as required, communicating findings, recommendations, analysis and concepts to the DCD (O) for further attention of the OMT;
  • Reviews proposals for rental/lease or construction of new facilities to ensure conformity with approved space standards;
  • Assists in the implementation of work plan of the UN Common Premises and in managing the resources, and participates in the preparation of the annual budget and spending plan of the UN Common Premises project
  • Supervises general service staff of the UN Common Premises;
  • Coordinates specialized needs for special events or special construction and operational issues as required.
As a member of the Common Premises Compound Committee, actively participates in the negotiation and dialogues with the UN agencies, focusing on achievement of the following results:
  • Once and for all clarification of the legal tenure of land and properties as well as consensus on the way forward, leveraging the findings of the local legal services hired by UNDP;
  • Consensus reached among UN agencies on the major parameters and elements for the cost-sharing and cost-recovery MOUs;
  • Compilation of medium to long-term needs of UN agencies, which constitute the vision for compound development.
  • Consensus reached among UN agencies in terms of prioritization of all the needs and concrete actions to be taken on the annual basis.
As a senior member of the compound management team, ensures the strategic direction of the Common Premises management, focusing on achievement of the following results:
  • Preparation of the Compound Development Plan in close coordination with UNDP, UNICEF, WFP, and WHO, FAO, etc. This Plan should reflect the medium to long-term office and accommodation plans of the above mentioned participating entities;
  • Development of the Annual work plan on the basis of compound development priorities;
  • Development of compound management standards to be agreed upon among UN agencies;
  • Constant analysis of the investment components of the compound’s Development Plan to ensure that the Common Premises is self-sustaining and risks minimized.
Ensure effective compound management system and criteria established and enforced with the aim of strengthening internal controls, efficiency, and transparency. Specifically to achieve the following results:
  • A well-defined compound management system developed that addresses various aspects of compound management in a structured and coherent manner.
This includes but is not restricted to:
  • (i) Usage of UN Common Premises for the sole purpose of ‘office and residential accommodation;
  • (ii) Consistent architecture design for new prefabs and/or construction and/or renovation;
  • (iii) Standardized cabling, wiring, plumbing to ensure consistent compliance of the industrial safety standard requirements and to minimize risks of ‘business’ disruption;
  • (iv) Consistent security control;
  • (v) Transparency in compound management decision-making process; (vi) Central services shared by all agencies (guards, water, power, sanitation, recreation facilities etc.);
  • Strategic oversight of planning, budgeting, monitoring of the compound management, tracking use of financial resources in accordance with UNDP rules and regulations;
  • Office and Accommodation distribution criteria finalized and implemented to ensure full transparency.
Establishment of effective cost-recovery mechanism for the residential compounds to ensure that the residential compounds are self-sustaining:
  • Development of a comprehensive cost-sharing and cost-recovery MOU summarizing the contribution portions expected from UN agencies residing within the residential compounds;
  • Operationalization of the inter-agency MOUs;
  • Performs other duties as required.
Impact of Results
The key result of the post is management and administration of the UN Common Premises in Abyei in the most efficient and cost effective manner and to the satisfaction the participating agencies, for both office and accommodation quarters.

Required Skills and Experience

Education:

  • Bachelor’s Degree or equivalent in Business Administration, public administration, Management or other related fields.

Experience:

  • 4 years of relevant experience at the national and/or international level in common premises and common services, residential compound management, strategic planning, and  management advisory services;
  • Hands-on experience in compound management and cost sharing of projects and financial/risk analysis a strong plus.
Language Requirements:
  • Fluency in English is required and knowledge of Arabic language is an asset.
