Background

The United Nations and the Government of Haiti signed in November 2012 the Integrated Strategic Framework (ISF) for the period 2013-16. This ISF is the strategic framework for the United Nations Country Team (UNCT) and the United Nations Mission for the Stabilization of Haiti (MINUSTAH)’s work in Haiti.

The ISF focuses on four main priority areas focusing – institutional, territorial, economic and social rebuilding – modeled after the Strategic Plan for the Development of Haiti (PSDH). For each priority area, the ISF describes strategic objectives, results and indicators of achievement. A detailed matrix provides indication on timelines and responsibility for implementation. Responsibility for the coordination of each of the ISF pillar has been assigned to two UN entities as lead and co-lead.

However, following the adoption of the ISF, the Government of Haiti adopted the Plan Triennald’investissements 2013-15, three-year plan identifying priority public investmentsin the PSDH document for the period. Furthermore, MINUSTAH embarked on a consolidation process with a view of reducing its footprint by 2016. As part of this process, the Mission is expected to gradually reduce its human resources and handover responsibility for various substantive functions to the Government of Haiti and/or the UN country team.

Given this context, there is a need to ensure the alignment of the ISF with this changing context in order to maintain its relevance and ensure that the UN system will be able to achieve the objectives agreed upon with the Government of Haiti.

Duties and Responsibilities

Purpose

Grounding the analysis on a Result-Based Management (RBM) and Human Rights Based Approach (HRBA) principles and securing that a gender-sensitive perspective is solidly integrated, the consultant will accompany the process of revising the 2013-2016 ISF. 

Key Tasks


In consultation with the office of the Resident Coordinator, the consultant will be requested to :
  • Draft an analytical report of the 2014 UNCT retreat
  • Provide technical support during all stages of the ISF revision to define HRBA-based outputs, paying special attention to the alignment with government policies;
  • Facilitate regular coordination meetings among lead and co-lead agencies and government focal points to develop the content of the revised pillars and  share information on progress made;
  • Coordinate the drafting of a revised ISF narrative, providing rationale for changes and highlighting new strategic directions;
  • Coordinate the development a revised ISF matrix clearly identifying expected results, indicators of achievements, corresponding national priorities, agencies responsible for results and national counterparts;
  • Present recommendations to the RC identifying the best fit coordination mechanisms to support the implementation of the proposed revised ISF;

Date Requirements and deliverables
  • Deliver a revised version of the ISF 2013-2016 in Haiti by the end of September 2014 elaborated in full consultation with the Government, the agencies, MINUSTAH and headquarters (50 days of in country mission and 20 days of remote work).

Methodology

In the completion of her/his tasks, the consultant will closely work with the office of the Resident Coordinator and the agency lead/co-lead for the ISF pillars. More specifically, the consultancy will be carried out through:

  • Desk review of all relevant documentation including the one mentioned below;
  • Participation and/or facilitation of the UNCT retreat that will enable Heads of UN agencies to forge a consensus on strategic directions for the ISF revision;
  • Working sessions with relevant ISF pillar leads and co-leads, UNCT members, MINUSTAH planning unit and relevant government officials to gather information on strategic objectives and priorities.

Competencies

  • Capacity to work in a small team effectively and in a collaborative manner;
  • Strong communications skills including the capacity to conduct interviews effectively to gain desired information;
  • Capacity to organize and analyse complex information;
  • Capacity to work under time pressure;
  • Strong drafting and reporting skills in French;
  • Ability to work independently and as part of a small team, manage competing priorities and perform well under pressure.

Required Skills and Experience

Education:
  • Completion of Master’s Degree or equivalent in Economics, Social Sciences, Public Administration, International Relations, Political Sciences or related field.
Experience:
  • Minimum 7 years of relevant experience at the national or international level in substantive coordination work;
  • Previous experience with UNDAF, ISF preparation is required;
  • Knowledge and demonstrated experience with Result-Based Management (RBM) and familiar with the UNDG RBM Handbook;
  • In-depth understanding of Haiti’s development environment, post-earthquake recovery issues and its challenges and opportunities.
Language:
  • Fluency in spoken and written English and French is required;
  • Knowledge of Spanish or Haitian Creole would be considered an asset.

Documents to be included when submitting te proposals

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  • Proposal:
  • Explaining why they are the most suitable for the work;
  • Provide a brief methodology on how they will approach and conduct the work;
  • Financial proposal;
  • Personal P11 at least 3 references;
  • Financial proposal should specify a total lump sum amount.

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Two stage evaluation procedures will be applied:

  • Technical evaluation – 70/10;
  • Financial evaluation – 30/100.

Only candidates obtaining a minimum of 70 points would be considered for the Financial.
