Background

The United Nations Volunteers (UNV) programme is the UN organization that contributes to peace and development through volunteerism worldwide. Volunteerism is a powerful means of engaging people in tackling development challenges, and it can transform the pace and nature of development. Volunteerism benefits both society at large and the individual volunteer by strengthening trust, solidarity and reciprocity among citizens, and by purposefully creating opportunities for participation. UNV contributes to peace and development by advocating for recognition of volunteers, working with partners to integrate volunteerism into development programming, and mobilizing an increasing number and diversity of volunteers, including experienced UN Volunteers, throughout the world. UNV embraces volunteerism as universal and inclusive, and recognizes volunteerism in its diversity, as well as the values that sustain it: free will, commitment, engagement and solidarity.
 
UNV is headquartered in Bonn, Germany and has approximately 150 staff positions – with the majority in Bonn and some positions with different UN peacekeeping and political missions, and in other Headquarters locations (e.g. New York and Tokyo).
 
The UNV Office in New York (ONY) is part of the Partnerships and Communications Division (PCD) of UNV and is the focal point for strengthening UNV’s relationship with UNDP/HQ and for partnership building with New York-based UN Agencies and the Permanent Missions to the UN. Further, ONY represents UNV in key New York-based forums, discussions and inter-agency taskforces and identifies opportunities for partnerships with member states, global civil society organizations – including volunteer-involving organizations- as well as with private sector, philanthropic foundations and academia in North America.

Duties and Responsibilities

Within the context of the UNV Strategic Framework 2014-17, the UNV Partnerships Strategy and respective Implementation Plan and under the overall supervision of the Chief of the UNV Office in New York, the Partnerships Consultant will deliver the products outlined below.
 
The emphasis will be placed on the development of partnerships with Universities, Philanthropic Foundations and private sector (corporate volunteering) based in North America.
 
The focus of the Partnerships Consultant will be to use and expand existing internal research undertaken by UNV on North American Universities, Philanthropic Foundations and Corporate Volunteering actors, and define concrete strategic partnerships to advance the full integration of volunteerism in the peace and development international agendas.
In support of such partnerships, the consultant will be responsible for the drafting of concept notes and strategies tailored at targeted potential partners.
 
Scope of work and deliverables:
  • By 31st July 2014: Using existing body of UNV research, produce one (1) strategic document identifying common interests and goals of prospective partners and clearly mapping out the way forward for UNV in the development of partnerships with North American Philanthropic Foundations, Universities and private sector actors (corporate volunteering);
  • By 30 September 2014: Draft at least four (4) substantive concept notes highlighting the potential of innovative partnerships with UNV;
  • By 30 October 2014: Draft at least four (4) programmatic proposals targeted at different potential partners;
  • By 31 December 2014: Deliver collaboration agreements between UNV and at least one (1) North American University, one (1) Philanthropic Foundation and one (1) Private sector actor involved in corporate volunteering.
Additionally, the Partnerships consultant is expected to provide:
  • On-going support in the development of targeted communications to attract specific partners and to promote the UNV products/services including all UNV modalities;
  • On-going support the Chief of ONY in delivering quality advice to UNV Bonn on the development of UNV’s partnership strategy with North American Universities, Philanthropic Foundations and private sector actors involved in corporate volunteering.

Competencies

  • Demonstrated success in developing partnerships with Philanthropic Foundations, the private sector (preference for focus on corporate volunteering) and Universities;
  • Demonstrates strong writing skills in English. In particular, has the ability to present persuasive, coherent and well-founded arguments and make messages accessible to a broad audience;
  • Strong partnering skills and ability to mobilize support for UNV;
  • Strong analytical, negotiation and communication skills, including ability to produce high quality written products and multimedia presentations;
  • Strong expertise in volunteerism, civil society, civic engagement and its relation to development and peace processes;
    High degree of organization and initiative;
  • Displays cultural, gender, religion, race, nationality, and age sensitivity and adaptability;
  • Demonstrates drive to achieve results in timely manner and to seek and find solutions to any problems encountered; makes efficient use of available resources; demonstrates ability to multitask; remains composed under stress and to work independently;
  • Has ability to communicate clearly and persuasively; demonstrates ability to build consensus and expresses own ideas openly and frankly without jeopardizing rapport with colleagues.

Required Skills and Experience

Education:
  • Advanced university degree in economics, international development, non-profit management & fundraising or related topic.
Experience:
  • A minimum of 8 years of demonstrated experience in development-oriented innovative partnership building with Philanthropic Foundations and Private sector;
  • Experience working with Universities and civil society desirable.
Language requirement: 
  • Fluency in English language required;
  • Other UN languages an advantage.
Additional Skills/requirements:
  • The ideal candidate will be an excellent communicator and creative thinker with solid experience and understanding of how the philanthropic sector in North America operates and relates to the United Nations;
  • Research ability; strategic, analytical and drafting abilities;
  • Strong interpersonal, communication/presentation and negotiation skills;
  • Good understanding of and commitment to volunteerism and volunteer action and familiarity with civil society organizations at both international and national levels;
  • Knowledge of the UN work environment an advantage.

  • The financial proposal shall consist of an all-inclusive lump sum for the whole duration of the contract period. The financial proposal shall contain a breakdown of costs and indicate the number of off-days the consultant wants to take during the contract period (if any);
    The lump sum/contract price is fixed regardless of subsequent changes in the cost components.
Criteria for Selection of the Best offer:
 
The selection of the best offer will be based on the combined scoring method – where the experience and qualifications will be weighted – 70%, and combined with the price offer which will be weighted 30%.

Technical:
  • Demonstrated success in developing partnerships with Philanthropic Foundations, the private sector and Universities (25 points);
  • Demonstrated experience in writing/formulating fundraising proposals (20 points);
  • Relevant substantive experience with UN-private philanthropy relations (15 points);
  • Relevant substantive experience with volunteerism in development and/or peace (10 points);
