Background

The UNDP Country Programme Document (CPD) Results Framework is the essential guide in carrying out UNDP’s assistance to the Government of the Philippines (GPH). It provides the information to inform organizational planning, learning, decision making, and Executive Board performance and results reporting.

Given the new Strategic Plan 2014-2017.and the updated Philippine Development Plan (PDP) 2011-2106, the alignment of CPD Results Framework would contribute towards greater relevance on UNDP’s programme in supporting the development priorities of the Government of the Philippines and contributing to corporate results.

This alignment should also be reflected in the corporate tools of UNDP – the Integrated Results and Resources Framework System, Integrated Work Plan, the Atlas Project Management Module, UN Joint Work Plans and corresponding project annual workplans. Consistency of results statements, performance indicators and corresponding baseline and target values for the period 2014-2017 across these tools is therefore critical.  

The updated CPD Results Framework will be used to plan, coordinate and implement programs, projects and policies in support to the development goals of the country and to UNDP’s global results. It will also serve as the basis to monitor & evaluate performance, results and lessons learned and to enable UNDP to be accountable for the funds entrusted as well as in subsequent performance reporting to stakeholders. 

Duties and Responsibilities

Under the guidance of the Head of the Management Support Unit (MSU), the Consultant is expected to undertake the following activities:

On the Alignment of the Country Programme Results Framework (2014-2016) with Strategic Plan (2014-17) Integrated Results and Resources Framework (IRRF) and PDP 2011-2016

Using the new Strategic Plan 2014-2017 Integrated Results and Resources Framework (IRRF) as the primary document, the Consultant shall review and prepare a draft report on the proposed alignment of the CPD Results Framework. The proposed alignment shall consider the priorities of the GPH with reference to the updated Philippine Development Plan (PDP) 2011-2016.

The alignment shall take into account the Strategic Plan Outcomes 1, 2, 5, 6, 7 and corresponding outputs as the priorities indicated in the new Strategic Plan 2014-2017 Integrated Results and Resources Framework. The proposed draft results framework shall indicate the outcome and output indicators with the corresponding available baseline and target values, based on existing documents and additional information provided by Programme Teams.

The Consultant shall review and prepare the draft report on the alignment of the Results Framework taking into account the results achieved and reported in the 2013 Result Oriented Annual Report (ROAR), the list of sector outcome indicators in the revised results matrix (RM) of the PDP 2011-2016, the performance indicators of the Organizational Performance Indicator Framework (OPIF) as specified in the performance-informed budget in the 2014 General Appropriations Act (GAA), and Strategic Plan 2014-2017 IRRF guidance notes.

As necessary, the Consultant shall engage in discussions with Management and Programme Teams to validate and/or secure additional information. Comments and suggestions received should also be considered prior to finalization of the draft aligned results framework.

The proposed results framework will then serve as the basis for the Programme Teams to update and revise the logframes of projects in their respective portfolios. The updating of the project logframes will take into account the alignment of performance indicators.

On the Updating of Reporting formats for Quarterly Results-based Reporting

Using the updated results framework and existing reporting formats as reference documents, the Consultant shall review and prepare a Report on possible enhancements of the formats for the quarterly results-based reporting, ensuring these capture the existing corporate templates and the new results reporting system.

As necessary, the Consultant shall engage in discussions with Programme Teams to validate and/or secure additional information. Comments and suggestions received should also be considered prior to finalization of the recommendations on the reporting format.

On the Review of Results-oriented Quarterly Portfolio/Cluster Reports

With the transition towards results-oriented quarterly reporting on portfolio/cluster programmes, follow-up measures would be needed towards ensuring the alignment of reports to the updated CPRF and P/CRF. The Consultant shall prepare a Report based on the review of draft portfolio/cluster results-oriented reports, as prepared by the Programme Teams

The results-oriented quarterly report should contain the following: accomplishment of the portfolio/clusters based on performance indicators, emerging results on key projects that highlight human stories, scaling-up efforts, innovation, among others; a matrix on portfolio/cluster programme resources, including donor resources; and directions for the next quarter.

As necessary, the Consultant shall engage in discussions with Programme Teams to validate and/or secure additional information. Comments and suggestions received should also be considered prior to finalization of draft comments and recommendations in the review of quarterly reports.

The review of the results-oriented quarterly reports on will cover two quarterly reporting periods – 2nd quarter and 3rd quarter and the annual (2014) results-oriented report.

Required Skills and Experience

Education:
  • Master’s Degree or equivalent in Economics, Social Sciences, International Relations, Political Sciences or related field.
Experience:
  • At least five years progressive experience at the national or international level in development issues; progressively responsible experience in development planning, monitoring, reporting and evaluation with background and interest in the analysis of socio-economic issues and related policy matters;
  • At least five years experience in and solid command of Results-Based Management (RBM)/ Management for Development Results;
  • Experience in office software packages and handling of web-based management systems;
  • Work experience with and knowledge about the UN/UNDP and UN reform would be an advantage.
Language Requirements:
  • Fluency in oral and written English and the working language of the duty station.
