Background

UN Women has been supporting Gender Responsive Budgeting(GRB) initiatives globally through programming, global advocacy and building strategic partnerships with national governments, civil society, UN agencies and other multi-lateral development organizations.

As part of the Iraqi Public Sector Modernization Programme(IPSM), UN Women in Iraq is committed to develop the capacity of the Iraqi governmental institutions, Iraqi parliament, the  ones of the Regional Government of Kurdistan to enable them to include the Gender Responsive Budgeting in the National Budget of Iraq. The workplan set for 2014 includes introducing GRB to the Ministries of Planning and Finance as well as other key line ministries such as the ones for Health, Education, High Education and Scientific Research, Housing and Construction, and Municipalities and Public works. In this sense, UNWomen is working closely with the State Ministry of Women Affairs (SMWA) to help implementing this strand of the IPSM project. As part of these efforts, it has already planned to set a series of training sessions on GRB for the concerned ministries to facilitate and support the advocacy and application of this type of budgeting.

In order to ensure proper implementation, UNWomen is seeking to provide international technical support on GRB as it is new to the Iraqi Officials and Academics who are concerned with budgeting and planning. For this purpose, UNWomen is looking to hire international consultant(s) who will conduct a series of GRB training workshops based on the knowledge and experiences of other counties, in particular countries in the Arab region that have already made progress on the introduction of GRB into the national budgeting systems.  Hence, this ToR is made to hire international consultant(s) with the knowledge and experience to deliver these awareness raising and training sessions.

Duties and Responsibilities

Scope of the Assignment:

Under the direct supervision of the UN Women Iraq/ Program Management Analyst, the Consultant will be responsible for training, managing, and facilitating a number of workshops on GRB and for providing oversight to the application of such training to budget reform. 

Duties and Responsibilities:

The Training &facilitating Consultant will have the duties that include and are not limited to: 

  • Conducting assessment(s) of the current situation(s) to determine technical needs and to develop a methodology for working with the concerned staff;
  • Setting the workshop program, outlining the topics to be dealt with, putting down the workshop agenda, and identifying the training material;
  • Working closely with the participants and nurturing a strong relationship with and among them to ensure future coordination and proper implementation;
  • Providing technical support & the best approaches on the introduction and application of GRB;
  • Sharing best practices and lessons learned with the concerned staff of the involved ministries in relation to the introduction and application of GRB;
  • Assisting in developing GRB pilot application programs and putting down the drafts in coordination with the Drafting Team; and
  • Developing overall work plan(s) with a potential timetable for a series of follow up training and technical support for the represented staff at the ministries concerned and other concerned key officials. 

Deliverables:
  • Finalized workshops' program and their agendas as well as the training materials.: A week before the start of each workshop;
  • Completion of the workshop and finalization of its program: End of last day of the workshop;
  • A final report at the end of each workshop that gives a description of the event important details and summarizes the outcomes, challenges, lesson learned, and future issues to be addressed: A week after the completion of each workshop.

Monitoring and Reporting Requirements:

Overall, the Consultant’s performance will be evaluated based on the following key criteria:

  • Provision of a comprehensive, appropriate, and sufficient workshop program;
  • Successful coordination with and among the participants;
  • Fruitful implementation of the workshop program, including finalized ToR;
  • Excellent communication skill and high quality of advice and perspectives; and
  • Finalization of a final workshop report.

The Consultant shall report directly to the Program Management Analyst at UNWomen/Baghdad Office/Iraq.

Required Skills and Experience

Education:
  • Advanced degree (Master degree or PHD) in public or business administration, economics, international development, public sector reform or a related discipline.

Experience:
  • At least 7 years of progressively responsible experience at national and/or international levels,dealing with budget analysis, gender equality, local development, public administration and social policies with some specific expertise on gender responsive budgeting (GRB) and public finance;
  • Proven experience providing capacity building on budget analysis and GRB; and
  • Sophisticated understanding of the political context in Iraq is an advantage and previous experience working in Iraq is an asset.

Language Requirements:

  • Fluency in Arabic language is essential and in English is an asset.
