Background

The 3-year UNDP project “Capacity Development for Managing Disaster Risks from Natural Hazards and Climate Change in the Philippines” (herein referred to as DRRM/CCA Policies Standardization Project) is in search of a qualified candidate for the post of Project Coordinator.

The Project aims to contribute to building national resiliency by supporting capacity development, strengthening linkages and harmonization of policy and implementation frameworks, and promoting timely knowledge-based decision and actions. The Project will address urgent preparedness and crisis management issues as well as long term and strategic integration of disaster risk reduction, climate change adaptation and development management within the transformative framework of resiliency. The expected outputs of DRRM/CCA Policies Standardization Project are as follows: (1) development of the institutional capacities of key national government agencies to harmonize policy, strategy, and planning frameworks with gender equality perspective for managing disaster risks from natural hazards and climate change; (2) to put in place an organized and comprehensive disaster preparedness at national and local levels to reduce the disaster risks from natural hazards and climate change; and, (3) to enhance the capacity of local government units to develop and apply locally-responsive and gender-sensitive measures to manage their disaster risks from natural hazards and climate change, as reflected in their planning, programming, and implementation processes.

Under the DRRM/CCA Policies Standardization Project, a Project Coordinator with a strong background in DRR/CCA management will be hired to help manage and coordinate project implementation.

Duties and Responsibilities

Under the overall direction and supervision of the National Program Director (NPD) and the Project Manager, the Project Coordinator will perform the following functions:

Project Management
  • Provide appropriate support to the Implementing Agency in the implementation of the Project;
  • In the context of National Implementation (NIM) guidelines, provide assistance in developing operational policies for Project implementation and endorsing the same to the Project Manager for review and to the Project Board for deliberation and approval;
  • Prepare the Annual Work and Financial Plan (AWP); ensuring consistency of work plans with intended Project Outcomes and endorsing the same to the Project Manager for review/integration purposes;
  • Monitor the implementation of the AWP and other plans and ensure the coordinated, efficient and effective delivery of Project services and interventions;
  • Ensure the preparation of regular project technical/physical accomplishment and financial reports to aid in decision making; recommending appropriate measures for enhancement of project efficiency and effectiveness and endorsing the same to the NPD for review/ integration and eventual presentation to the project board and other stakeholders;
  • Oversee the administrative and financial resource requirements of the Project;
  • Provide advice to the project partners to resolve implementing issues/concerns; and
  • Perform other functions related to the Project as may be assigned by the Project Manager and NPD from time to time.
Coordination and Liaison
  • Coordinate with resource persons and the training officer in developing training modules;
  • Provide assistance to the Implementing Agency in the conduct of consultations with relevant government agencies and other institutions in identifying priority capacity building needs on DRRM; and
  • Work closely with all the stakeholders in the development and establishment of an integrated river-basin wide DRRM network.
DRRM Advocacy
  • Ensure generation and dissemination of knowledge products on DRRM; and
  • Ensure the documentation of lessons learned from the implementation of the project.

Competencies

  • Possess a comprehensive set of competencies on DRRM from managing programs and personnel to convening consultations, negotiations and conducting trainings for various stakeholders;
  • Proven skills in negotiations and leadership;
  • Demonstrates a high tolerance for change, complexity and unpredictability;
  • Results-oriented and demonstrates teamwork;
  • Good interpersonal skills and well developed communication skills.

Required Skills and Experience

Education:
  • Advanced university degree in social sciences, social work and development, public administration or other relevant fields.
Experience:
  • At least 5 years of progressively responsible professional experience in DRRM programs, project management and development work;
  • Extensive trainings on DRRM and familiarity with international standards. Ground exposure in development and implementation of gender responsive DRRM policies, programmes and structures, with specific focus on DRRM governance issues is an advantage;
