Background

The 3-year UNDP project “Capacity Development for Managing Disaster Risks from Natural Hazards and Climate Change in the Philippines” (herein referred to as DRRM/CCA Policies Standardization Project) is in search of a qualified candidate for the post of Project Officer – Policy Analyst/ Researcher.

The DRRM/CCA Policies Standardization Project aims to contribute to building national resiliency by supporting capacity development, strengthening linkages and harmonization of policy and implementation frameworks, and promoting timely knowledge-based decision and actions. The Project will address urgent preparedness and crisis management issues as well as long term and strategic integration of disaster risk reduction, climate change adaptation and development management within the transformative framework of resiliency. The expected outputs of the Project are as follows: (1) development of the institutional capacities of key national government agencies to harmonize policy, strategy, and planning frameworks with gender equality perspective for managing disaster risks from natural hazards and climate change; (2) to put in place an organized and comprehensive disaster preparedness at national and local levels to reduce the disaster risks from natural hazards and climate change; and (3) to enhance the capacity of local government units to develop and apply locally-responsive and gender-sensitive measures to manage disaster risks from natural hazards and climate change, as reflected in their planning, programming, and implementation processes.

Under the DRRM/CCA Policies Standardization Project, a Project Officer – Policy Analyst/Researcher with a strong background in DRR/CCA management will be hired to coordinate and support project implementation.

Duties and Responsibilities

Under the overall direction and supervision of the Project Manager, the Project Officer – Trainer will perform the following functions:

Support to Project Implementation
  • Design and lead the assessment of capacity development needs of LGUs for effective local disaster risk and climate change management, the development of competencies of the same on DRR/CCA plans and programs integration, and the enhancement of competencies of key oversight and concerned NGAs to support functional capacities of LGUs on DRRM/CCA;
  • Lead the development and design to raise awareness of stakeholders on national standards for preparedness, and the elaboration of gender-related disaster/climate risks in target LGUs to inform the latter’s preparation of standards for preparedness to disaster/climate risks;
  • Lead the conduct of trainings under the Project and provide technical advice and guidance on the enhancement and harmonization of trainings;
  • Assist in the preparation of the Annual Work and Financial Plan (AWP) and support its implementation and monitoring;
  • Assist in the preparation of project technical/physical accomplishment and financial reports;
  • Provide advice to project partners to resolve implementing issues/concerns; and
  • Perform other functions related to the Project as may be assigned by the Project Manager from time to time.
Coordination and Liaison
  • Assist the Project Manager in coordinating with resource persons in the development and application of locally responsive disaster/climate change risk measures by LGUs, and in the capacity assessment and competency development for preparedness of key national and local government agencies and LGUs;
  • Lead the coordination in the conduct of DRRM/CCA capacity development training sessions for targeted NGAs and LGUs; and
  • Support the Project Manager in organizing consultations with relevant national and local government agencies and other institutions.
DRRM Advocacy
  • Assist in the generation and dissemination of knowledge products on DRRM/CCA; and
  • Help ensure the documentation of lessons learned from the implementation of the Project

  • Possess a comprehensive set of competencies on DRRM/CCA policy review and analysis, and conducting trainings for various stakeholders;
  • Proven skills in negotiations and leadership;

  • Good interpersonal skills; and
  • Well developed communication skills.

Required Skills and Experience

Education:
  • University degree in social sciences, social work and development, public administration or other relevant fields.
Experience:
  • At least three (3) years of professional experience in conducting DRRM/CCA trainings, module development, and project management;
  • Extensive trainings on DRRM, applied knowledge in gender-responsive policies, and familiarity with international standards.
Language requirements:
  • Fluency in the English and national language.
