Background

The public safety and the protection of environment are essential conditions for the current development of the society. Safety in emergency situations means a condition of protection of people, society and the environment from extreme harmful effects of technological, natural and environmental factors. Prospects for the socio-economic development of the Republic of Kazakhstan are largely dependent on the level of safety of its population and territories.

These facts require to search for new solutions in protection of population and territories from emergency situations, predict future threats, risks and hazards, develop methods of forecasting and warning. In order to take measures to reduce risks and mitigate effects of emergency situations on the territory of Kazakhstan, it is necessary to study international experience for development of major risks and levels of threats, analyze preparedness to emergency response, and develop proposals for enhancing capacity of disaster risk management. Currently, there is an urgent need to strengthen analytical and forecasting capacity of relevant government authorities, R&D organizations of the Republic of Kazakhstan, as well as non-governmental organizations involved in risk assessment in the field of prevention and response to natural and man-made emergency situations based on study and adaptation of international experience in these fields.

The National Situation Analysis (NSA) of natural and man-made emergencies will allow establishing a framework for developing the Risk Assessment Methodology, the National system of planning and management decisions based on a thorough analysis of the risks of emergencies. Development of such integrated measures should be accompanied with training programmes for the staff of MES of RK on major directions: conducting quantity and quality analysis, modeling consequences and measures on mitigation of the damage caused by various emergencies. In this regard, there is a need to engage an international consultant on development of methodological NSA, with relevant qualification and practical experience in the field of methodology of forecasting and modeling of situations and also in conducting an expert valuation of strategic management decisions.

The guidelines will be based on «Guidelines for assessment and mapping of risks to ensure preparedness to disasters» (Brussels, 21.12.2010 SEC(2010) 1626 final), developed by the European Commission in 2010, the State Standard of the Republic of Kazakhstan on risk assessment STRK ISO 31000-2010 and long term experience of Kazakhstan in prevention and response to natural and man-made emergency situations.

Duties and Responsibilities

  • Development of guidelines for adaptation of the international experience (at least 3 countries) on risk management methods taking into account specific emergency risks in Kazakhstan;
  • Conducting sessions at the training workshop on modeling scenario and emergency risk assessment for the staff of the central office, territorial subdivisions and subordinate organizations of MES of RK in August 2014;
  • Preparation of guidelines for development of a coordination mechanism of risk assessment for disasters and man-made emergencies based on examples of the risk management centres in Singapore and Japan, federal and regional risk management centres in Russia, taking into account specific risk profiles in Kazakhstan.

Required Skills and Experience

Education:

  • Minimum of Bachelor degree in public administration, risk management and risk assessment;
  • Master degree is desirable.

Work Experience:

  • 5 years of experience in development of methodological, regulatory and R&D documentation in national and international projects on public administration in the field of emergency response, risk management and risk assessment;
  • Experience in development of methodological support to the situation analysis in disaster risk assessment will be considered an advantage;
  • 5 years of experience in implementation of international projects on public administration in the field of emergency response, disaster risk management and risk assessment;
  • 5 years of experience in conducting training workshops and seminars for emergency response organizations on public administration in emergency response, risk management and risk assessment.
Language:
  • Knowledge of Russian will be considered as an advantage.
