Background

CleanStart is a UNCDF programme that supports low-income households and micro-entrepreneurs to jump-start their access to clean energy through microfinance. It encourages greater financing choices for poor people, supported by high-quality technologies and services, and enabling ecosystems for energy and financial service providers to achieve scale and impact. The programme directly contributes to the goals of recent global initiatives such as the Sustainable Energy for All Initiative by supporting at least 2.5 million people in Asia and Africa to move out of energy poverty by 2017 through the following:
  • Finance for Clean Energy to strengthen capabilities of 18 financial service providers to provide microfinance for clean energy;
  • Technical Assistance for Clean Energy to strengthen supply chains of energy solutions financed by partner financial service providers;
  • Global Knowledge and Learning to improve awareness and skills in the field of energy microfinance on a global scale; and
  • Advocacy and Partnerships to create an enabling policy and business environment to expand microfinance for clean energy.
Knowledge management and communication of programme results is a key component of the CleanStart Programme. Knowledge generated from the programme will support financial service providers and other stakeholders at all levels to gain confidence and learn from the results of CleanStart Programme and beyond, leading indirectly to scaling-up end-user financing globally. This is both practically and strategically important for the development of a market for end-user finance for clean energy systems and services, particularly given the embryonic stage of this market.

Duties and Responsibilities

Objectives of the Assignment:

The objective of this assignment is to support the UNCDF CleanStart Programme Team produce well-designed knowledge products and communications/marketing materials. The range of products is listed below. The designer will present information in a way that is accessible and memorable to general audience and practitioners alike, applying the latest techniques in graphic design, editing and printing/ publishing. The various products will contribute to building a brand identity for the CleanStart Programme.

Below is a description of two key knowledge products/events by the CleanStart Programme.

CleanStart Connections and Connect:

‘CleanStart Connect’ is an annual forum which engages with energy enterprises, financial institutions, policy makers, investors, and development partners with operations in Asia and Africa to find answers to how ecosystems can be co-created for energy businesses serving low-income consumers to reach scale and impact. ‘CleanStart Connections’ is an annually published magazine which profiles entrepreneurs, technology experts and policy makers who are on the front lines of offering viable energy solutions to low-income people. It also gives a voice to the people whose lives have been transformed as a result. It is also a platform for CleanStart to reflect and exchange ideas on frontier areas. Scope of Work:
 
The consultant will focus on the following scope of work:

Produce designs and layouts for various knowledge products produced by the CleanStart Programme

  • Knowledge products will include
  • publications such as the annual CleanStart Connections magazine, case studies, reports, country fact sheets;
  • video, animation;
  • presentations using interactive tools (e.g. Prezi);
  • infographics (e.g. maps, graphs)

Design and update branding and communications kit for the CleanStart programme

  • Suggest range of communications materials for effective promotion of the CleanStart Programme
  • Branding/communications materials will include
  • Logos/icons;
  • Brochures;
  • Templates for presentations, reports, letterheads, online newsletter shell;
  • Folders;
  • Banners;
  • USB card;
Design and update branding and events dressing for the CleanStart Connect annual forum and various stakeholder meetings.
  • Suggest branding and events dressing according to event theme;
  • Branding and events dressing will include, among others;
  • Logos;
  • Event flyer/brochure;
  • Event website banners;
  • Templates for letterheads, registration form, presentations;
  • Communications kit folder;
  • Signage – i.e. lecturn sign, directional signage; and
  • Banners.
Create web-based & interactive platforms for wide dissemination of CleanStart Programme knowledge products
  • Suggest web-based platforms that are suitable for the type of knowledge product, has wide outreach and user-friendly functions  ;
  • Design overall look and functions of the website/page for the CleanStart programme and knowledge products;
  • Assist CleanStart Programme partners in designing communications/marketing materials (e.g. energy/financial product marketing materials);
  • Develop and update branding guideline for the CleanStart Programme which will be used by the programme and its partners. 
The consultant will ensure the following in producing the various materials:
  • Ensure various materials have a cohesive but distinctive image according to purpose and content;
  • Suggest optimal formats (e.g. print, interactive books, webpage) and combinations of various multimedia elements (text, audio, still images, animation, video) for knowledge product type and target audience;
  • Identify various inputs needed to deliver final product, provide recommendations on experts through existing network and collaborate with various input providers (e.g. writers, photographers, video producers, software/webpage developers);
  • Apply the latest in design and communications techniques that will help to advance the CleanStart Programme knowledge and advocacy agenda with a wide audience;
  • Take stock of other initiatives that have similar or overlapping visions as the CleanStart Programme and suggest ways to make the CleanStart Programme brand distinctive but approachable;
  • Work closely with the UNCDF Communications Team to align with corporate branding/communications guidelines; and
  • Ensure formats are suitable for print and interactive/web-based versions.          

Deliverables:

  • Various knowledge products designed, as further described above;
  • Branding and communications kit for the programme;
  • Branding and events dressing for various CleanStart Programme meetings;
  • Web-based/interactive platforms;
  • Communications and marketing materials for the CleanStart Programme partners; and
  • Branding guideline for the programme.

Competencies

  • Strong theoretical and practical background in graphic design, including the use of design software such as Adobe In-Design and web design tools
  • Show a clear and mature style of design;
  • Working experience in development is an asset;
  • Familiarity with UNDP/UNCDF branding requirements an asset;
  • Ability to work independently in a timely manner;

Required Skills and Experience

Education:
  • University degree in graphic designing or proven professional work in design.
Experience:
  • At least 5 years of professional experience working as the graphic Designer, producing publications and multimedia materials;
  • Proven experience of graphic production from start to published/printed product with knowledge of printing/digital production processes and colour management.
Language:
  • Fluency in English is required.

Evaluation Criteria:

Technical Criteria weight: 70%

  • Experience related to services: 30%;
  • Portfolio Design: 40% and
  • Expertise & Availability: 30%.
  • Only candidates obtaining a minimum of 70% technical points would be considered for the Financial Evaluation.

Financial Criteria weight: 30

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
