Background

Under the guidance and supervision of the RH Policy/Programme Specialist, the Maternal Health Programme Analyst supports the delivery of UNFPA’s programme in the Reproductive Health cluster in partnership with in-country implementers. Primary focus is placed on prevention of maternal mortality and promotion of family planning including Reproductive Health Commodity Security (RHCS). The MH Programme Analyst assesses relevant political, social and economic trends and provides inputs, formulate projects, and assist in joint programming initiatives including monitoring of the programme. S/he establishes and maintains collaborative relationships with counterparts in government, non-government, civil society and development partners, including multilateral and bilateral donor agencies. The incumbent focus on the following UNFPA 7th Country Programme priorities:
  • Carries out concerted evidence-based advocacy on the passage of the reproductive health law through the Supreme Court;
  • Assesses current maternal health policies and programmes and provides inputs for their revision/amendment to ensure maternal health and family planning programmes are well resourced and implemented;
  • Promotes and provides technical support to sexual and reproductive health service delivery aimed at women including in humanitarian situations;
  • Provides technical advice/best practices on reduction of maternal mortality and increasing access of women to family planning information and services;
  • Builds partnership and alliances government, development partners including NGOs for delivery of maternal health services;
  • Leverage resources from the government and development partners for prevention of maternal mortality and increasing access to family planning services.

Duties and Responsibilities

Thematic Area Leadership & Strategic Planning
  •  Provides inputs in formulating a strategic focus for UNFPA Office on maternal health with the special emphasis on family planning taking into account such strategies as creating supportive policy environment, strengthening partnerships with government and NGO networks and leveraging support from government and development partners;
  • Analyzes and interprets the political, social and economic environment relevant to reproductive health and identifies opportunities for UNFPA assistance and intervention;
  • Keeps abreast of new policy developments and strategies, analyzing policy papers, strategy documents, national plans and development frameworks on reproductive and maternal health, and prepares briefs and inputs for policy dialogue, technical assistance and development frameworks;
  • Helps create and document knowledge about current and emerging reproductive and maternal health trends and issues, by analyzing programmes, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies;
  • Participates in global and regional UNFPA discussions on maternal health, prevention of maternal mortality and increasing access of women to family planning commodities and services, policy advocacy and programming, to ensure that country office priorities are aligned with global or regional strategies (and vice versa).
Programme Quality Assurance and Technical Support
  • Serves as the lead technical resource in state-of-the-art maternal health and family planning programming through government and NGO partners, ensuring that programmes are aligned with globally accepted standards;
  • Provides technical support to ongoing maternal health programmes, in close coordination with the gender, population and development and humanitarian teams;
  • Advocates for and supports integration of maternal health programming with other thematic areas such as population and development, gender and humanitarian response;
  • Coordinates and liaise closely with UNFPA reproductive and maternal health staff at the regional and HQ levels.
Networking, Partnership & Advocacy
  • Assists advocacy and resource mobilization efforts of Country Office by preparing relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events;
  • Represents the Country Office in UN Joint Programmes, networks, meetings, forums and working groups on reproductive and maternal health;
  • Establishes and maintains active working relationships with key national partners working on maternal health such as Government, UN Agencies, NGOs/Civil Society Organizations, and Donors/Funders;
Monitoring and Evaluation
  • In coordination with the M&E Specialist, leads in the designing of results frameworks and indicators for maternal health and family planning;
  • Leads in the analysis of maternal health and family planning indicators and generates recommendations intended for continuous programme improvement;
  • Leads in the drafting of reports and documentation of good practices.

  • Assumes other tasks as deemed necessary by the RH Programme/Policy Specialist and/or the Country Representative.

Required Skills and Experience

Education:
  • Master's degree or equivalent in public health, medicine, sociology, social anthropology, health education, health economics, epidemiology, behavioral studies, communication and other related fields.
Experience:
  • A minimum of 4 (four) years of professional experience at the national or international level in implementing public health programs and projects;
  • Full computer literacy.
Languages:
  • Excellent interpersonal and communication skills including fluency in English.
