Background

The overall goal of the 7th Country Programme of Assistance to the Government of the Philippines (2012-2016) is to continue with improving the reproductive health status of the Filipino people. The 7th Country Programme of Assistance focuses on value-adding upstream policy work and catalytic support in reproductive health, population and development, and gender equality in selected geographic areas anchored on local needs, contexts, political commitment as well as the availability of relevant and strategic opportunities such as the conditional cash transfers for poverty reduction that reinforce UNFPA’s capacity to deliver integrated support on the ground. One of the outcomes of the 7th CP is specifically on gender
which stipulates that: the capacity of the Government should be strengthened to “ to protect, fulfill, and promote the rights of women and girls, especially the marginalized, as defined and guaranteed in the Magna Carta of Women”.

Under the overall supervision of the RH Policy/Programme Specialist and the immediate supervision of the Gender Policy Analyst, the Programme Analyst-Gender and Culture will provide technical support to the field level programme of assistance on gender-responsive, culturally sensitive, human rights based approach to programming. He/she will work in close
collaboration with the Field Programme Team and Area Programme Officers.

Duties and Responsibilities

Strategic technical support
  • Provide strategic technical and programmatic support to local government units (LGUs) to facilitate the development and implementation of local development plans and programs that are rights-based, gender-responsive and culturally sensitive;
  • Provide technical assistance to LGUs in the formulation and implementation of its Comprehensive Development Plans, Gender and Development Plans, Ancestral Domain Sustainable Development and Protection Plans (ADSDPP) wherein reproductive health, population and development, gender-based violence prevention and response, and women’s empowerment issues are addressed; and
  •  Provide technical assistance to non-governmental organizations (NGOs) on tailor-fitting advocacy campaigns and demand-generation activities based on the religious and cultural contexts in which they will be implemented.
Programme implementation and management
  • Support the Field Team in ensuring that a gender-responsive and culturally sensitive approach is being consistently applied in the programme design, implementation, monitoring and evaluation in selected indigenous and disadvantaged communities;
  • Review the annual work plans and quarterly work plan monitoring tools of LGU partners to ensure that gender, human rights and culture are integrated in reproductive health and population and development; and
  • Support the Gender Policy Analyst in ensuring that national priorities are informed by field experience and lessons learned and emerging good practices are elevated to the national level to inform programming, while rolling out national policies, quality assurance activities and guidelines to the field level.
Advocacy and technical representation
  • Represent UNFPA in various inter-agency meetings, workshops and fora to advance the ICPD agenda especially on reproductive rights, gender-based violence, women’s empowerment and gender equality;
  • Evidence and knowledge development and dissemination;
  • Assist in the documentation of good practices and related lessons learned especially on supporting community members’ increased access to reproductive health services; gender-based violence response and reintegration services and implementation of policies aimed at addressing sexual and reproductive health/rights; and
  • Perform other duties as may be assigned by the Country Representative.

Required Skills and Experience

Education:
  • Advanced degree in a field of study relevant to UNFPA’s mandate, such as sociology, anthropology, social sciences, women’s studies, public health, public administration, international relations, international development or other related field.
Experience:
  • At least five (5) years of relevant work experience in the area of development work, gender and development, social work, public health, public administration, gender equality and women’s empowerment preferably at the LGU/community level,
  • Experience in gender-responsive programming and culturally sensitive programming, essential;
  • Experience in working on gender-based violence prevention and response in both ‘normal’ andhumanitarian settings an advantage;
  • Experience in working with IP communities an advantage;
  • Gender and development (GAD) planning and budgeting understanding/experience an asset; and
Language:
  • Fluency in oral and written English is required.
