Background

Under the guidance and direct supervision of the Project Officer / Team Leader, the Alternative Dispute Resolution (ADR) Project Officer is responsible for the achievement of ADR results. Within agreed constraints in the detailed work plan, the ADR Project Officer is fully accountable for the delivery of project activities and the achievement of project outputs in her / his area.

Duties and Responsibilities

Summary of Key Functions:

  • Effective provision of specific support to project activities at the area level;
  • Objectives of the project guiding documents and annual work plans are reached at area level;
  • Effective and efficient management of financial resources at the area level;
  • Effective and efficient support of procurement and logistical services at the area level; ·   Facilitation of knowledge building and knowledge sharing on Social and Civic Development at the area level.

Effective provision of specific support to project activities at the area level focusing on the achievement of the following results:

  • In all areas, remains abreast of conceptual basis and technical advancements for programming, more specifically in the conceptual areas of alternative dispute resolution, formal and traditional justice mechanisms, monitoring and evaluation;
  • Actively contributes to the standardisation of justice mechanisms and promotion of the Community Dispute Resolution houses as a resource in support to the formal justice system and accessible by all community members;
  • Ensures that the ADR is compatible with the formal justice system;
  • Supports the MOJ-RAR strategic plan (Puntland 5 year Development Plan) and works in close collaboration with the ministry;
  • Supports the coordination of ADR actors and promotes their recognition at the community level;
  • Actively participates in the strategy meetings, giving expert level technical guidance where and when required;
  • Advises in the identification of the target communities for activities;
  • Supports the international and national consultants (where applicable) with technical and logistical guidance;
  • Oversees agreements with implementing partners and counterparts (MOJ-RAR) to ensure objectives are met;
  • Contributes to the development of agreements for the government and NGO counterparts in form of LoAs / MCGAs/Responsible Party Agreements;
  • Monitors activities of partners closely, feeding challenges back to Project management.

Ensures that Objectives of the project guiding documents and annual work plans are reached at area level focusing on the achievement of the following results:

  • Oversees activities of the Community Security Project and particularly the ADR initiative, ensuring objectives as stipulated in AWP are met, relationships are strategically managed with sensitivity;
  • Remains abreast of the Community Security and ADR trends and applied concepts, advising on the possible new opportunities for intervention and associated risks;
  • Ensures, in close consultation with Project Officer / Team Leader and Support Team, the effective application of RBM tools, elaboration of coherent work plans, regular donor progress and impact reports;
  • Monitors the project work plans, project effectiveness and achievement of results and provides inputs to the Strategic Results Framework and Results Oriented Annual Report.

Effective and efficient management of financial resources at the area level, focusing on the achievement of the following results:

  • In close consultation with the Project Officer / Team Leader advisory support of relevant Operations colleagues, contributes to the elaboration of budgets for all activities in the programme portfolio and the continuous monitoring of project work plans;
  • Ensures integrity of financial and administrative operations in the project through oversight of financial and budgetary aspects of the projects;
  • Ensures strict and consistent application of UNDP rules and regulations and ensures the implementation of clear accountability mechanisms throughout the project portfolio;
  • Participates in internal control mechanisms for adherence to UNDP rules and regulations in contracts, assets, and procurement.

Effective and efficient support of procurement and logistical services at the area level focusing on the achievement of the following results:

  • Liaises with all UNDP counterparts, government authorities, and other stakeholders regularly;
  • Ensures project compliance with corporate human resources policies and strategies;
  • Supports the drafting of TORs;
  • Ensures project compliance with corporate rules and regulations in the field and management of procurement processes and logistical services;
  • Ensures monitoring and evaluation of the projects, including regular field visits and support to the organization of Project Board and Outcome Board meetings and reports on project progress and constraints.

Effective knowledge building and management are ensured at the area level focusing on the achievement of the following results:

  • Contributes to the identification and synthesis of best practices and lessons learned from the Project for organizational sharing and learning;
  • Actively participates in the knowledge networks and takes advantage of best practices and lessons learned that are available at the zonal, national, regional and global levels;
  • Supports capacity-building of national counterparts;
  • Promotes a knowledge sharing and learning culture in the Country Office.

Impact of Results

The key results will have an impact on the overall success of the specific areas of cooperation under the UNDP country programme. In particular, the key results will have a direct impact on the effectiveness on the design, implementation and outcome of key project activities results under the specific Programme portfolio.

Required Skills and Experience

Education:
  • Master’s degree in Peace & Conflict Management, Law, International Studies or any other related field with 2 years of relevant work experience in Project Management;
  • A first level university degree in Peace & Conflict Management, Law, International Studies or any other related field; with a combination of 4 years of work experience may be accepted in lieu of the master’s degree.
Experience:
  • 4 years’ experience in similar position at the national or international level;
  • Proven experience in project administration and finance;
  • Technical expertise in community security, social cohesion, peace and/or conflict or other directly related fields;
  • Experience in inter-agency coordination of development or humanitarian assistance, and working with the United Nations, is desirable;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages;
  • Experience in working with public institutions and within the UN or INGOs an asset.
Language Requirement:
  • Fluency in written and spoken English and Somali.
