Background

The Police Reform Programme (PRP) is a long-term and comprehensive capacity building initiative to improve human security in Bangladesh. PRP supports the transition from a colonial style police force to democratic policing by strengthening the Bangladesh Police’s ability to contribute to a safer and more secure environment based on respect for the rule of law, human rights and equitable access to justice. The Programme has a specific focus on the poor and disadvantaged, women and children, and delivering tangible results at the Thana (police station) level. PRP also recognizes the potential contribution that the police can make to national security and social and economic growth. While Phase-I of PRP (January 2005-September 2009) established the foundation for reform, Phase-II (October 2009-October 2014) will consolidate previous efforts by supporting the Bangladesh Police Strategic Plan and pursuing the following outcomes:

  • Strategic Direction and Organizational Reform;
  • Human Resource Management and Training;
  • Investigations, Operations and Prosecutions;
  • Crime Prevention and Community Policing;
  • Promoting Women’s Participation in Policing; and
  • Information, Communications and Technology.

The PRP Annual Work Plan (AWP) for 2014 includes “support the enhancement of the Bangladesh Police Internal Oversight (PIO) Department”. For this an international consultant will be hired to develop a five-day Training of Trainers (TOT) Course for PIO trainers and a five-day Police Internal Oversight Course for PIO agents and the delivery of courses will take place from June to September 2014. A PIO focal point officer will also be attached from Bangladesh Police Headquarters to the PRP. The national focal point officer will review the current status of PIO and conduct a Development Needs Assessment (DNA) of PIO Unit of the Bangladesh Police. The international consultant will validate the outcomes of DNA of the Police Internal Oversight Unit through at least two consultation workshops and develop the curriculum for a TOT Course on Police Internal Oversight, and with assistance from the national focal point, develop the curriculum for the Police Internal Oversight Course in English. S/he will deliver the TOT course on Police Internal Oversight as the lead facilitator. The PIO consultant will also organize and facilitate a seminar on oversight and complaint management.

PIO of Bangladesh Police is an intelligence gathering unit. The PIO operates with the mission ‘to cleanse police from corruption, inefficiency and acquired political intervention originated from corruption’.

Duties and Responsibilities

Objectives:

Under the overall guidance of the Project Manager and direct supervision of the Capacity Building Specialist of the Police Reform Programme, the consultant will render his/her services to:

  • Validate the national focal point officer’s findings from Development Needs Assessment (DNA) of Police Internal Oversight (PIO) Unit of Bangladesh Police;
  • Develop course curriculum and course materials of a five-day Training of Trainers (TOT) course on Police Internal Oversight in English;
  • Develop course curriculum and course materials for a five-day training course on Police Internal Oversight in English (with the assistance of a national focal point);
  • Deliver TOT course as the lead facilitator together with the national focal point; and
  • Organize and facilitate a seminar on oversight and complaint management.

Scope of work and expected outputs / deliverables:

The assignment will focus on the following areas and activitie with number of required working days:

  • Validate the national focal point officer’s findings from Development Needs Assessment (DNA) of PIO Unit of Bangladesh Police through at least two consultation workshops. Support the national focal point officer in finalizing a report summarizing the findings of the DNA. (5 days);
  • Develop the curriculum and course materials for a five-day course on Police Internal Oversight Course in English (with the assistance of a national focal point officer). (8 days);
  • Develop the curriculum and course materials for a five-day Training of Trainers (TOT) course. (5 days)
  • Deliver the TOT course as the lead facilitator. (5 days);
  • Organize and facilitate a seminar on oversight and complaint management. Prepare a seminar report. (2 days);
  • Prepare an End of Mission Report summarizing the outputs and outcomes of his/her activities with recommendations for future support to Bangladesh Police in the field of oversight. (5 days).

Supervision and Performance Evaluation:

  • The Capacity Building Specialist of PRP will review the deliverables of the consultant and certify payment if performance evaluation is found to be satisfactory.

Timeframe and deadlines:

  • The assignment is for 30 working days between 01 June 2014 and 30 September 2014 as per mutual agreement between UNDP and the selected candidate. The assignment will be completed as follows:

Reports: The consultant will deliver the following reports/documents-

  • Development Needs Assessment (DNA) report of PIO Unit of Bangladesh Police;
  • Course curriculum and course materials of a five-day Training of Trainers on Police Internal Oversight in English;
  • Course curriculum and course materials for a five-day training course on Police Internal Oversight in English;
  • A seminar report on oversight and complaint management;
  • Prepare an End of Mission Report summarizing the outputs and outcomes of his/her activities with recommendations for future support to Bangladesh Police in the field of oversight.

Deliverable-wise Progress Controls and Payment Installment:

60% of the contract amount for following deliverables:

  • Submission of Development Needs Assessment (DNA) report of PIO Unit of Bangladesh Police;
  • Satisfactory completion of course curriculum and course materials of Training of Trainers (TOT) on Police Internal Oversight in English;
  • Satisfactory delivery of the TOT course as the lead facilitator.

40% of the contract amount for the following deliverables:

  • Satisfactory completion of course curriculum and materials for a five-day training programme on Police Internal Oversight Course in English;
  • Satisfactory completion of a seminar on oversight and complaint management and submission of a report on the seminar outcome;
  • Submission and acceptance by the PRP of the End of Mission Report summarizing the outputs and outcomes of his/her activities with recommendations for future support to Bangladesh Police in the field of oversight.

Inputs: The PRP will provide to the consultant as follows -

  • Office space as required during the preparation of the training curriculum;
  • Lecture room with computer, multi-media projector, printer, fax, scanner, photocopy machine for the duration of the assignment;
  • Printed lecture materials and hand-outs;
  • Official transport as and when required for official duties.

Required Skills and Experience

Academic Qualifications:

  • A Master’s degree in Social or Behavioral Sciences or in an area related to Criminal Justice/Law. University education may be substituted by extensive substantive relevant experience.

Experience:

  • A minimum of 10 years of Experience in working with law enforcement agencies in the area of police intelligence or oversight. Experience in supervising Police Internal Oversight will be highly regarded;
  • A minimum of 5 years of experience in developing, facilitating and assessing training to police officers;
  • Demonstrated skills in developing and delivering high quality training programmes on oversight;
  • Experience of working with law enforcemnet agencies in South Asian region will be an added advantage.

Language requirements:

  • Fluency in written and spoken English is mandatory.

Evaluation of the Candidates:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis:

The candidates will be evaluated through Cumulative Analysis method. When using the weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for Financial Evaluation.

Technical Evaluation Criteria (Total 70 marks)

  • Experience in police intelligence or oversight. Experience in supervising Police Internal Oversight will be highly regarded (30 marks);
  • Experience in developing, facilitating and assessing high quality training programmes especially on oversight (30 marks);
  • Experience in working with law enforcement agencies in South Asia (10 marks).

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • μ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.
