Background

Plan, direct and control the formulation and implementation of all projects of the Country Program in the Sexual Reproductive Health area. Contribute to the positioning of UNFPA on a national level with the accomplishment of the Program objectives.

Duties and Responsibilities

1. Elaborate and formulate corresponding topics to Sexual and Reproductive Health as part of the Dominican Republic Office Annual Report, with emphasis on maternal health, pregnancy prevention, family planning and HIV.

2. Guarantee topics of the Sexual and Reproductive Health and HIV are included in UNFPA objectives and strategies, as in UNDAFs.

3. Fulfill all work plans and budgets, and make sure there is a general effective management for all the projects in the Sexual and Reproductive Health Program, including HIV.

4. Collaborate with the establishment and maintenance of good cooperation levels with government entities, implementing partners, other UN agencies, ONG, and other entities related to the projects for the Sexual and Reproductive Health Program.

5. Provide technical assistance to national counterparts in the formulation of policies and research to generate evidence on the issues of the Sexual and Reproductive Health Program.

6. Review and analyze the national political situation and the topics deliberating, to identify issues relevant to UNFPA that could contribute to the positioning of the agency.

7. Contribute to the application of UNFPA policies and procedures in the Sexual and Reproductive Health Program projects; identify and suggest actions to strengthen implementation.

8. Develop Communications and advocacy related actions on Sexual and Reproductive Health Issues, with counterparts, policy makers, civil society organizations and the general public.

9. Make visits and monitor visits made by the personnel under his/her supervision in order to observe and supervise that the project activities are being done as planned and according to the use of approved resources.

Strategic

1. Define and propose projects that could be included in the Sexual and Reproductive Health and HIV programs. Prepare the Annual Work Plan (AWP) for those areas.

2. Coordinate and implement the work plans for the different projects related with the Sexual and Reproductive Health and HIV programs.

3. Ensure the achievement of all objectives as planned, and look after the effective use of all financial resources of the projects within the Sexual and Reproductive Health and HIV programs.

4. Contribute to incorporation of UNFPA processes the best practices on a strategic, technical and operational level on Sexual and Reproductive Health topics.

5. Examine the national political situation and the topics that are deliberating at the moment in order to identify issues that might be of interest for Sexual and Reproductive Health projects.

6. Develop all Sexual and Reproductive Health Program aspects that are inputs for the Country Office Annual Report (COAR), and other reports requested by the regional office.

7. Keep communication with other agencies members on a national and regional level (such as National Pregnancy Prevention Committee DAIA, FIGO, among others), for strategic, policies and procedures discussions on the different projects within the Sexual and Reproductive Health Program and other UNFPA topics.

8. Develop Communications and advocacy related actions on Sexual and Reproductive Health Issues, with counterparts, policy makers, civil society organizations and the general public.

Operational

9. Supervise that all Sexual and Reproductive Health Program projects are being done according to the established work plan, timeline, content, proper use of funds and expected results.

10. Identify deviations, risks, and other aspects that could affect the objectives on the Sexual and Reproductive Health projects, with the purpose of suggesting corrective actions. Negotiate the implementation of these actions with the Assistance Representative if needed.

11. Administrate on an effective manner the assigned resources for the Sexual and Reproductive Health Program, through the proper allocation and implementation of the country ceiling assigned, elaboration of required reports and their contributions to the achievement of the objectives. Supervise the execution through the ATLAS system.

12. Together with the Gender and Youth Programme Officer, give a direct follow-up on teenagers and young adults programs and associations with sexual education, teen pregnancy prevention and other related topics.

13. Keep the Assistance Representative and other UNFPA members updated on changes, deviations, closures and other aspects of the projects on the Sexual Reproductive Health Program.

14. Develop the follow-up and implementation processes of the International Population and Development Conference, in coordination with national counterparts in government entities and civil society.

15. Document periodically reports on the relevant activities developed as part of the Sexual and Reproductive Health Program, and perform analysis to be presented and discussed with the Auxiliary Representative and other UNFPA members.

16. Visit entities, centers, and other places where projects of the Sexual and Reproductive Health Program are taking place, with the purposes of monitoring and controlling everything is being done according plan and meeting all of UNFPAs policies and guidelines.

17. Interview and manage the hiring of consultants and technical advisers required according the projects of the Sexual Reproductive Health Program. Supervise the execution of the work for which they were hired.

18. Develop actions for resource mobilization to support the work being done on Sexual Reproductive Health

19. Participate in roundtables, interagency groups, task forces, among others.

20. Perform other duties related to issues relevant to UNFPA assigned by the immediate supervisor.

Administrative

21. Contribute with revisions and audits made at the agencies, answering the observations within the Sexual and Reproductive Health.

22. Supervise and offer administrative and managing support to the teams involved in the projects of the Sexual and Reproductive Health Program, and to the roles responsible for the financial management.

23. Revise and approved all planned disbursements as part of the projects on the Sexual Reproductive Health Program, making sure they are made according the established policies and procedures and with all the corresponding support.

24. Participate alongside UNFPAs Assistance Representative on events and activities mainly of political character organized by UNFPA or others where they are invited. Can assists to these events as UNFPA representative in the absence of the Assistance Representative and/or by direct instructions.

25. Perform other administrative duties required for the Country Office.

26. Direct the work team towards an effective performance of all personnel and the fulfillment of the established objectives, satisfying all of UNFPAs strategic policies, procedures and guidelines.

27. Manage the training required for the staff under its supervision, making sure everyone is properly trained and updated in accordance with UNFPSs objectives.

Competencies

• Deep technical knowledge on thematic area issues. • Knowledge of UNFPA program themes (mainly Sexual and Reproductive Health). • Deep Knowledge on strategic planning. • Advance knowledge on budget management and project administration. • Knowledge and ability in the use of computer programs (Microsoft Office, Power Point). • Communication, negotiation and supervision skills. • Experience and knowledge in advocacy with Government and civil society decision makers. • Knowledge and ability in the use resource mobilization tools. • Reports and projects writing skills. • Ability to analyze discernment or discriminate information and planning. • Communications, personnel supervision and negotiation skills.

Required Skills and Experience

• Professional on Health related areas. • Post Graduate or Masters Degree. • Minimum of Five (5) years of experience. • Advanced knowledge of English.
