Background

UN Women - is the United Nations Entity for Gender Equality and the Empowerment of Women  - established for promotion of progress in enforcement of women and girls rights and authorities all over the world. In Tajikistan UN WOMEN performs tasks, aimed at ensuring of application of gender priorities in the process of development and reduction of poverty, promotion of equal rights and women access to the economic resources, overcoming discrimination and violence against women, provision of the effective access of most vulnerable women’s groups to the services of social protection as well as to overcoming negative consequences of labor migration for the families of migrant-workers and most vulnerable poor families.

Starting from February 2014 UN Women jointly with the IOM and the WB under the financial assistance of the Government of the United Kingdom continues implementation of the Regional Migration Program aimed at contribution to decreasing  poverty level in the Central Asia through improvement of migrant-workers life conditions. The program is focused at protection of women’s rights and strengthening of social and economic opportunities of migrant-workers families, including men, women and members of their families. Within the  frames of the 1st phase of the program the gender expertise for development and implementation of state policy on regulation of labour migration was provided, including draft law on external labour migration, national strategy on labour migration of Tajikistan citizens abroad for the years 2011-2015, strategies and publications prepared with the assistance of IOM.

In frames of the second phase of the program (February 2014 – March 2015) UN Women in Tajikistan will continue to assist in introduction and application of gender approaches into migration processes, including the following specific areas.
With the overall aim to provide gender expertise and to assist in implementation of main activities of the Regional program UN Women plans to hire local expert on gender issues, who will assist in capacity building of the program partners on the national and local levels for effective implementation of the policy and delivery of services in the sphere of migration considering gender aspects.

Duties and Responsibilities

The Gender Expert will work under overall management of UN Women Multi Country Office Programme  Specialist (RMP Manager) and under the guidance of UN Women Portfolio Manager in Tajikistan to implement the following tasks and objectives:

  • Provision of advisory support to strengthen capacity of the programme partners to formulate and  implement  gender sensitive policy and services in labour migration sphere.

Total amount of trainings and sessions - 12 (some changes may be applied in relation to field trainings). Total amount of participants of the trainings – 234 persons.

Capacity and training needs assessment of the following partners:

Staff of Migration Services (MS) of the Ministry of Labour, Migration and Employment of the Republic of Tajikistan, including 11 members of MS Gender Group; MS legal counsels and Migrants’ Support Centers (MSC) in Dushanbe, established by IOM; representatives of executive authorities bodies al district level and members of Public Councils, established under MS at national and regional levels in  Dushanbe, Sughd and Khatlon provinces, GBAO.

Capacity and training needs assessment report of the program’s partners prepared and submitted to the UN Women.

Capacity building plans and training materials submitted to the UN Women by June 15, 2014. Expected amount of working days - 6.

Preparation and conduction of 3 sessions on gender aspects of labour migration, delivery of services to the labour migrants and members of their families within  the trainings conducted by IOM:

Staff of MS District Branch office, MSC, legal counsels of regional MS offices in Dushanbe, Khujand, Khorog, Kulyab, Kurgan-Tyube, Ayni, Tajikabad, Dangara, Rudaki, Kabodien, Isfara.  (total amount of participants – 40 persons). 

Report on results of the sessions for the indicated categories of the participants with recommendations on further capacity building submitted to the UN Women by September 20, 2014. Expected amount of working days - 12.

Conduction of 2 trainings for 11 members of MS Gender Group:
First training (2 days) – introductory, on  gender analyses of labour migration policy;

Second training (2 days) – advanced course on implementation of gender approaches into the policy and legislation in the sphere of effective regulation of labour migration (definition, implementation, monitoring and evaluation of gender sensitive policy in the sphere of labour migration in the context of national development). 

Reports on the results of trainings for members of MS Gender Group submitted to the UN Women by August 16, 2014 and September 25, 2014. Expected amount of working days - 8. 

Preparation of a training module through adaptation of the Migration Management Basis and UNIFEM/UN Women Gender Sensitive policy in migration sphere  and conduction of sessions on consideration of gender approaches in the processes of development, implementation and evaluation of labour migration policies to be introduced into the special training course “Migration and Development” of the Retraining Center of the Ministry of Labour, Migration through adaptation of Migration Management Basis and UNIFEM/UN Women Gender Sensitive policy  in the sphere of migration materials (including UN Women new training Guidelines "Gender on the Move: Working on the Migration-Development Nexus from a Gender Perspective).  Expected amount of working days - 5. 

Delivery of 4 sessions on consideration of gender approaches in the processes of development, implementation and evaluation of migration policies based on the approved “Migration and Development” training course for the members of Public Councils established under MS in  Khujand, Kurgan-Tyube, Khorog and Dushanbe. (amount of participants is 20 persons, 4 regions - 80 participants). Expected amount of working days - 10. 

Module and handouts submitted to the UN Women by July 2014. 

  • Provision of gender expertise for development of materials for IOM radio and TV informational campaigns aimed at potential labour migrants (with the assistance of the program it is planned to organize and conduct not less than 6 TV and Radio programs).

Development of gender sensitive informational materials for 6 TV and radio programs jointly with IOM consultants on the following theme:

  • Exclusion to the Russian Federation, reasons and consequences;
  • New changes in migration legislation of the Russian Federation;
  • New changes in migration legislation of the Republic of Kazakhstan;
  • Pre-departure preparation of migrants, necessary documents and labour migration departure procedures; 
  • Labour migration risks;
  • Services provided by the governmental and non- governmental organizations to migrants and members of their families in the Republic of Tajikistan and Republic of Kazakhstan.

Resume on information campaign submitted to UN Women by October 25, 2014. Expected amount of working days - 6.   

Submission of the brief report on the results of the services delivered in the frames of ToR.

Brief report on implementation of tasks in accordance with the ToR and all attachments  submitted to UN Women by  November 15, 2014. Expected amount of working days - 1.   

Total working days - 48

Duration:

It is expected that the expert will start his/her activity in 15 May 2014 and the final report will be provided no later than November 15, 2014.
Dates of submission of documents, as well as dates of trainings maybe changed upon request from the MS of the Ministry of Labour, Migration and Employment of the Republic of Tajikistan.

Payment:

Payment for the services provided will be made upon achievement of expected results and submission of agreed package of documents and reports, approved by UN Women/ Tajikistan Portfolio Manager and UN Women Multi Country Office for CA countries Program Specialist.

Trips: All travel and DSA costs, required for implementation of planned tasks should be included into financial proposal, including travels:

  • 2 days trips to conduct sessions on gender aspects of labour migration, delivery of services to the labour migrants and members of their families – one trip to Khujand, one trip to Kurgan-Tyube and one trip to Kulyab;
  • 3 trips (each – 2 days) to delivery sessions on consideration of gender approaches in the processes of development, implementation and evaluation of migration policies -  one trip to Khujand, one trip to Kurgan-Tyube and one trip to Khorog.

Management and results approval 

Organizational issues:

Local Gender Expert will work under overall management of UN Women Multi Country Office for Central Asia Program Specialist (RMP Manager) and under the guidance of UN Women/Tajikistan Portfolio Manager.

Inputs:

UN Women in Tajikistan will provide local expert with all available data and necessary information to implement tasks, assist in conducting meetings, if necessary.

Competencies

Functional competencies:

  • Good understanding of labour migration problems in gender context, provisions and standards of gender sensitive labour migration, women’s rights and gender equality;
  • Strong writing and presentation skills;
  • Knowledge of Convention on Elimination of all Forms of Discrimination Against Women (CEDAW), Beijing Platform for Action, Millennium Development Goals, international standards on  labour migration issues, employment and social protection;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Highest standards of integrity, discretion and loyalty.

Required Skills and Experience

Academic Qualifications:

  • Academic degree in the sphere of social and economic sciences.

Work experience:

  • 5 years of analytical work experience in the sphere of social and economic development with the focus on  gender equality and promotion of women’s rights and opportunities in the context of labour migration;
  • 5 years experience in development and conducting workshops and trainings on gender issues;
  • 5 years of experience on cooperation with the governmental, non-governmental and expert organizations on the issues of migration, employment and social protection.

Language Requirements:

  • Excellent knowledge of Russian. Knowledge of Tajik/English would be an asset.

Financial Proposal

Each candidate should submit consolidate financial proposal (“consolidate financial proposal” including overall candidate’s requirements needed to be undertaken to perform tasks, including all fees connected with submission of results and travel costs). Travel costs, required for implementation of planned tasks should be included into financial proposal. More specifically:

  • 2 days trips  to conduct sessions on gender aspects of labour migration, delivery of services to the labour migrants and members of their families – one 2-days trip  to Khujand, one trip  to Kurgan-Tyube and one trip to Kulyab;
  • 3 trips (each – 2 days) to delivery sessions on consideration of gender approaches in the processes of development, implementation and evaluation of migration policies -  one trip to Khujand, one trip to Kurgan-Tyube and one trip to Khorog.

Evaluation

The candidates will be evaluated in two stages: technical and financial evaluation.
The candidates must possess the minimum qualification criteria to be eligible for technical evaluation.

Technical Evaluation Criteria:

  • Academic degree in the sphere of social and economic sciences  - 20 pts;
  • 5 years of analytical work experience in the sphere of social and economic development with the focus on  gender equality and promotion of women’s rights and opportunities in the context of labour migration - 25 pts;
  • 5 years’ experience in development and conducting workshops and trainings on gender issues - 25 pts;
  • 5 years of experience on cooperation with the governmental, non-governmental and expert organizations on the issues of migration, employment and social protection - 25 pts;
  • Good understanding of labour migration problems in gender context, provisions and standards of gender sensitive labour migration, women’s rights and gender equality - 20;
  • Strong writing and presentation skills - 15 pts;
  • Knowledge of Convention on Elimination of all Forms of Discrimination Against Women (CEDAW), Beijing Platform for Action, Millennium Development Goals, international standards on the issues of labour migration, employment and social protection - 20 pts;
  • Excellent knowledge of Russian - 20 pts;
  • Knowledge of Tajik/English would be an asset - 10 pts.

Total maximum obtainable for technical evaluation (70%) - 180.

Only candidates who have passed over the mandatory criteria and have accumulated at least 126 points under technical evaluation will qualify to the next round of financial evaluation.

Financial Evaluation:
Evaluation of submitted financial offers will be done based on the following formula: B = T + Clow/C x 77, where

T – is the total technical score awarded to the evaluated proposal (only to those proposals that pass 70% of technical evaluation);
C – is the price of the evaluated proposal; and
Clow – is the lowest of all evaluated proposal prices among responsive proposals.
77 – is the maximum financial points obtainable.

Winning candidate:

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + inancial scoring).

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
