Background

Under the guidance and direct supervision of the Project Manager and matrix management of Project Management Specialist, the Project Officer/Team Leader is responsible for achievement of project results in a particular geographic area. Within agreed constraints in the detailed work plan, the APM/Team Leader is fully accountable for the delivery of project activities and the achievement of project outputs in her / his area.

Duties and Responsibilities

Summary of key functions (at area level):
  • Objectives of the project guiding documents and annual work plans are reached at area level;
  • Effective and efficient management of financial resources at the area level;
  • Effective provision of specific support to project activities at the area level;
  • Effective and efficient support of resource mobilization and procurement and logistical services are effectively supported at the area level;
  • Facilitation of knowledge building and knowledge sharing in the practice area.

Ensures that objectives of the project guiding documents and annual work plans are reached at area level focusing on the achievement of the following results:

  • Oversees activities of the Community Security Project, ensuring objectives as stipulated in AWP are met, relationships are strategically managed with sensitivity;
  • Remains abreast of the Community Security trends and applied concepts, advising on the possible new opportunities for intervention and associated risks;
  • Ensures, in close consultation with Project Manager and Support Team, the effective application of RBM tools, elaboration of coherent work plans, regular donor progress and impact reports;
  • Monitors the project work plans, project effectiveness and achievement of results and provides inputs to the Strategic Results Framework and Results Oriented Annual Report;
  • Ensures the highest possible quality of delivery and ensures value for money;
  • Ensures efficiency of project team staff and contributes to the overall project management by delegating tasks at the sub-level ensuring efficient and effective delivery of activities;
  • Participates in all internal and external (coordination) meetings representing the project;
  • Improves/establishes communication and coordination mechanisms and procedures amongst the various stakeholders;
  • Supports the enhancement and update of a web-based database to serve as monitoring and reporting tool.
  • Manages and monitors identified project risks and updates the status of these risks;
  • Ensures the promotion and application of the UNDP drivers of development effectiveness (promotes national ownership and the development of national capacities);
  • Fosters policies and partnerships and promotes gender equality for enhanced programmatic results, and other development standards as per UNDP’s corporate multi-year strategy;
  • Ensures that all programming is founded on Rights Based approach and that project resources are used in a balanced way and are “conflict sensitive”, ensures adherence to the Do-No-Harm principle and any joint UN operating principles in Somalia relevant to the programme area;
  • Ensures the integration of cross-cutting issues, such as gender, HIV/AIDS, peace building, human rights and ICT, into the design, implementation, and monitoring and evaluation of programme/projects;
  • Keeps the Project and Programme Manager abreast of emerging project issues.

Ensures effective and efficient management of financial resources at the area level, focusing on the achievement of the following results:

  • In close consultation with Project Manager and the Partnership and Planning Unit, and advisory support of relevant Operations colleagues, contributes to the elaboration of budgets for all activities in the programme portfolio and the continuous monitoring of project work plans;
  • Ensures integrity of financial and administrative operations in the project through oversight of financial and budgetary aspects of the projects;
  • Ensures strict and consistent application of UNDP rules and regulations and ensures the implementation of clear accountability mechanisms throughout the project portfolio;
  • Participates in internal control mechanisms for adherence to UNDP rules and regulations in contracts, assets, procurement and recruitment.

Ensures effective provision of specific support to project activities at the area level focusing on the achievement of the following results:

  • Ensures day-to-day management of project activities in a defined area within a geographic zone;
  • Ensures that the project produces the results specified in the project document and the annual work plan to the required standard of quality and within specified constraints of time and cost within his area;
  • Reports to project manager on the achievement of project outputs within the defined geographic area;
  • Support programming by suggesting activities in her/his area for the annual project work plan;
  • Facilitates knowledge building and knowledge sharing;
  • In all areas, the team leader must remain abreast of conceptual basis for programming, more specifically in the conceptual areas of community security, restorative justice, collective and individual trauma healing and social reconciliation, social and economic rehabilitation and reintegration;
  • Actively participates in the strategy meetings, giving expert level technical guidance where and when required,
  • Advises in the identification of the target communities for activities;
  • Supports the international and national consultants (where applicable) with technical and logistical guidance;
  • Oversees agreements with implementing partners and counterparts to ensure objectives are met;
  • Supports the development of agreements for the government and NGO counterparts in forms of LoAs / MCGAs / Responsible Party Agreements;
  • Monitors activities of partners closely, feeding challenges back to Project management.

Ensures effective and efficient support of Resource mobilization and procurement and logistical services are effectively supported at the area level focusing on the achievement of the following results:

  • Advocates for UNDP with government counterparts, donor community, and the UN;
  • Liaises with all UNDP counterparts, government authorities, UNSAS and other stakeholders regularly. Ensures project compliance with corporate human resources policies and strategies;
  • Supports the drafting of TORs;
  • Ensures project compliance with corporate rules and regulations in the field and management of procurement processes and logistical services;
  • Ensures monitoring and evaluation of the projects, including regular field visits and support to the organization of Project Board and Outcome Board meetings and reports on project progress and constraints;
  • Coordinates and cooperate with initiatives of other sections of the UNDP country office.

Facilitation of knowledge building and knowledge sharing in the practice area focusing on the achievement of the following results:

  • Contributes to the identification and synthesis of best practices and lessons learned from the Project for organizational sharing and learning;
  • Actively participates in the knowledge networks and takes advantage of best practices and lessons learned that are available at the zonal, national, regional and global levels;
  • Supports capacity-building of national counterparts;
  • Promotes a knowledge sharing and learning culture in the Country Office. 

Impact of Results:

The key results will have an impact on the overall success of the specific areas of cooperation under the UNDP country programme. In particular, the key results will have a direct impact on the effectiveness on the design, implementation and outcome of key project activities results under the specific Programme portfolio.

Required Skills and Experience

Education:
  • Master’s degree in Peace & Conflict Studies, Economics, Business or Public Administration, Political or Social Science, Law, International Studies, Development Studies or any other related field with 3 years of relevant work experience in Project Management;
  • A first level university degree in Peace & Conflict Studies, Economics, Business or Public Administration, Political or Social Science, Law, International Studies, Development Studies or any other related field with; a combination of 5 years of experience in Project Management may be accepted in lieu of the master’s degree.

Experience:

  • 3 years of relevant experience at the national or international level in Project Management;
  • Technical expertise in Community Security, Social Cohesion, Peace & Conflict Management and/or other directly related fields;
  • Proven track record of successfully assuming responsibilities of similar size and complexity;
  • Experience in the use of computers and office software packages and handling of web based management systems,
  • Experience in inter-agency coordination of Development or Humanitarian Assistance an asset;
  • Work experience within the UN or NGOs an asset,
  • Sound knowledge in administration and finance an asset.

Language Requirement:

  • Fluency in written and spoken English and Somali.
