Background

The United Nations Development Programme (UNDP) Myanmar has embarked on a new Country Programme Action Plan (CPAP, 2013-105) in partnership with the Government of Myanmar, and under the United Nations Assistance Framework (UNSF, 2012-2015). The CPAP comprises 3 pillars, namely:  Pillar 1 – Local Governance; Pillar 2 – Climate Change, Environment, Energy and Disaster Risk Reduction; and Pillar 3 – Democratic Governance and Development Effectiveness.  The Local Governance pillar comprises 5 outputs, namely: output 1 – strengthened institutional capacity of local government; output 2 – strengthened institutional capacity of civil society organizations and strengthened capacity of local media institutions; output 4 – strengthened institutional capacity of micro-finance service-providers; and output 5 – improved livelihoods and social cohesion.

Output 2 will complement the overall pillar program by strengthening the capacities of Community Based Organizations (CBOs), Civil Society Organizations (CSOs) and Media Actors through engagement in partnerships to help contribute to the effectiveness of local development interventions and overall strengthening of social accountability. Concrete activities aim to strengthen engagement capacities of civil society to contribute to local development planning and decision making processes, including; i) interacting with relevant partners and assist in establishing a forum for CBOs/CSOs to engage collectively with Government counterparts, ii) facilitate better access to relevant information that supports CBOs/CSO interaction with government partners for public discussion and decision making processes through piloting of township community learning/ dialogue centers; iii) As an extension of CBO engagement, contribute to women empowerment and gender parity through capacity development of Federated Self-reliant Groups (FSRGs); iv) Contribute to peace building efforts in pilot states at the local levels by engaging with ethnic media groups to design the implementation of pilot community media and conflict sensitive reporting in partnership with UNESCO and other key actors. Overall the Output 2 work programme is in its initial phase and aims to develop scalable models of engagement and support that can later replicated in other locations throughout Myanmar.

Under the direct supervision of the Civil Society and Media Specialist and overall guidance of the Pillar 1 Team Leader, the Programme Analyst is jointly responsible for the management of UNDP’s programme within the thematic/sectoral areas assigned, i.e. output 2 of pillar 1. The Programme Analyst analyzes political, social and economic trends, provides technical back-stopping and quality assurance to programme activities, supports formulation, management and evaluation of programme activities within his/her portfolio and facilitates knowledge management activities.

The Programme Analyst works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors; international, regional and local medias and civil society to ensure the success of UNDP’s programme implementation. It is also expected that the Programme Analyst position will eventually take over the Output 2 lead role from the Civil Society and Media Specialist as part of the overall strategy by UNDP to focus on capacity development and talent management of nationally recruited staff.

Duties and Responsibilities

Summary of Key Functions:
  • Implementation of programme strategies under the Civil Society and Media Programme;
  • Management of the CO programme under Pillar 1, Output 2;
  • Creation of strategic partnerships and implementation of the resource mobilization strategy;
  • Provision of top quality policy advice services to the Government and  facilitation of knowledge building and management.
Ensures Implementation of  Programme Strategies under the Civil Society and Media Programme Focusing on Achievement of the Following Results:
  • Supports analysis and research of the political, social and economic situation in the country, specifically and prepares substantive inputs to advocate programme activities within his/her portfolio to internal and external clients and partners;
  • Provides inputs to the development of proposals, concepts, strategies and annual workplans in the respective areas and building on UNDP’s comparative advantages and experiences, particularly in relation to integrating and civil society and media to improved local governance outcomes;
  • Actively engages in the implementation of programme strategies and annual workplans within his/her portfolio, and ensures that annual targets are duly met;
  • Provides analysis and inputs in the implementation of approved programme strategies and highlights areas of improvement for future refinement and improvement.
Ensures Effective Management of the CO Programme within Programme Activities in the area of Civil Society Engagement and Media Development, Focusing on Quality Control and Achievement of Following Outcomes:
  • Effective results-based monitoring of the programme, including application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results and introduction of performance indicators/ success criteria, cost recovery, targets and milestones;
  • Prudent financial management including support to planning, budgeting, implementing and monitoring of programmes and programmatic interventions in the subject area, tracking use of financial resources in accordance with UNDP rules and regulations;
  • Enhanced quality of project proposals through inputs in the design and formulation of CO programme within the area of civil society and media engagement, and translation of UNDP’s priorities into local interventions;
  • Coordinated delivery of programme objectives through constructive engagement of implementing partners in government, civil society and media;
  • Initiation of a project, presentation of the project to Programme Appraisal Committee (PAC) entering project into Atlas ( in small offices), finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst can perform functions of Manager Level 1 in Atlas for POs and vouchers approval, participates in recruitment processes for projects;
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in relevant audit exercises including following up on audit recommendations;
  • Enhanced reporting through aggregation of reports on activities, outputs and outcomes, and contribute to the timely and high-quality preparation and submission of reports, including donor reports;
  • Assists in supervising CSO Associates in Area Offices and ensuring that area level workplans are prepared and implemented in accordance with the overall workplan for Output 2.
Ensures Creation of Strategic Partnerships and Implementation of the Resource Mobilization Strategy in Cooperation with Local Governance Pillar team, Focusing on Achievement of the Following Results:
  • Assists in developing partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities;
  • Liaise with stakeholders and partners in the Civil Society Organizations and Media at both local (Sub-National) and National Levels with a view to improving coordination and cohesion and avoid duplication;
  • Analysis and research of information on the field of Civil Society and Media, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
Ensures Provision of Top Quality Advisory Services and  Facilitation of Knowledge Building and Management Focusing on Achievement of the Following Results:
  • Identifies sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to civil society engagement and media;
  • Supports development of policies and institutions that will address issues, problems and needs in collaboration with the Government and other strategic partners;
  • Contributes to knowledge networks and communities of practice;
  • Organizes trainings for internal and external clients on enhancing engagement of civil society and media.

Required Skills and Experience

Education:
  • Masters Degree or equivalent in Journalism, Political or Social Science, with a focus on community engagement and development at the local/sub-national levels;
  • Prince2 training and certification.
Experience:
  • 2 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects;
  • Experience in the use of computers and office software packages, experience in handling of web based management systems;
  • Specialized experience in working with local media and Civil Society Organizations (CSOs); gender, or peace building is desirable and will be an added advantage.
Language Requirements:
  • Fluency in the UN and national language of the duty station.
