Background

The Comprehensive Disaster Risk Management Programme (CDRMP) has been formulated as part of the Strategic Partnership Framework signed between the BCPR and UNDP, and in accordance with the Nepal Risk Reduction Consortium. The CDRMP aims to strengthen the institutional and legislative aspects of DRM in Nepal, by building the capacities of Ministry of Home Affairs, other ministries, and local governments. The CDRMP will also establish strategic linkages between DRM and development sectors. The CDRMP’s intervention in the area of climate risk management, community-based disaster risk management, and emergency preparedness and response will strengthen the overall system of disaster risk management in Nepal. It will integrate gender equality and women empowerment as well as social inclusion issues for sustainable DRM.  A knowledge management strategy will support all the CDRMP interventions. In course of implementing the CDRMP, UNDP would build partnerships with the government, NGOs, international agencies, and academic institutions and expand the institutional and knowledge base of disaster risk management in Nepal.

Duties and Responsibilities

Under the direct supervision of the CDRM Programme Manager (PM) and technical oversight of the DRM Advisor, the incumbent will ensure a well coordinated strategy for capacity development for key national and local level functions for Emergency Preparedness, Response and Early Recovery, initially with the support of an ER PO.  This corresponds to activities under the Emergency Preparedness and Response (EPR) and Early Recovery (ER) components of the CDRMP programme.  Detailed scope of work includes:

Ensure the negotiation, design and implementation of relevant, timely, effective and efficient interventions in capacity development for Emergency Preparedness, Response, and Early Recovery capacities and activities as appropriate. (60%)
  • Guided by the higher level CDRMP programme objectives and design, and in consultation with national government partners and other key stakeholders, define a relevant and prioritized UNDP contribution to capacity development for national and local Emergency Preparedness, Response and Recovery;
  • Provide direct technical capacity development support on EPR as needed.
  • Ensure full coordination with the temporary ER PO for full integration of ER in all EPR activities;
  • Ensure the identification, mobilization and management of all resources -- services and materials inputs -- needed to implement capacity development activities to ensure their insertion in a timely and quality manner to achieve maximum results;
  • Identify potential issues and problems related to EPR and ER and prepare recommendations and plans to address any anticipated challenges and obtain any support/ advice required for the management, planning and control of CDRMP;
  • Ensure synergy of EPR  and ER processes and outputs with other components of CDRMP and with relevant UNDP  supported programmes;
  • Ensure that gender equality and social inclusion considerations are integrated into capacity development inputs, drawing on the technical support of the GESI PO as needed;
  • Ensure that capacity development strategies support affordability, sustainability and scalability of results;
  • Ensure coordination and information sharing on EPR with wider the Nepal Risk Reduction Consortium stakeholders, under the relevant flagships, focusing primarily on Flagship 2 and linkages with other Flagships as appropriate;
  • Develop and maintain effective relations with national government stakeholders and wider NRRC stakeholders to advance buy-in and national ownership of relevant aspects of the CDRMP.

Contribute to knowledge generation and knowledge sharing. (15%)

  • Ensure that knowledge including good practices and lessons learned about capacity development for EPR and ER are  documented  and disseminated among national and international stakeholders on an ongoing basis;
  • Ensure that latest external knowledge and learning on EPR and ER are shared within the team and with national partners;
  • Contribute to relevant knowledge networks and communities of practice.

Carry out monitoring and evaluation, planning and reporting responsibilities related to EPR. (10%)

  • Contribute to strong results-based management of the programme including a strong results-focused AWP design, with measurable outputs, targets and indicators for EPR and ER; identification of strategic issues for review and evaluation and use of monitoring and evaluative data in management of the EPR and ER component;
  • Prepare inputs and regular updates to detail work plans,  action plans, calendar of events, M&E framework and plan, risk and issue logs;  
  • Contribute to  timely  reporting - both internal and external (to the Government and  donors) - following UNDP and CDRMP requirements and established procedures.

Ensure the coordination, management and monitoring of financial, administrative, procurement and logistical matters related to ERP and ER. (10%)

  • Ensure full compliance of operations with UNDP rules, regulations and policies and monitoring of achievement of results;
  • Ensure effective, transparent and accountable management of financial resources for EPR and ER, as per UNDP rules and regulations;
  • In close coordination with the Administrative and Finance team prepare accurate and reliable financial reports.

Additional tasks. (5%)

  • Support the PM in representing the team  in relevant Country Office meetings,  events and other activities as required;
  • Serve as OIC for the PM as and when needed.
Impact of Results

The effective management of the activities related to EPR and ER and delivery of CDRMP objectives in compliance with UNDP rules and procedures will impact efficient delivery of CDRMP results and outputs, fiscal and human resource management and administration.

Specific results include: 
  • The outputs related to EPR and ER are delivered and activities are implemented in a timely and politically sensitive manner;
  • Linkages, coherence, consistency, integrity and synergy are established with other activities of the CDRMP through team building;
  • Staff and team morale is maintained as per UN code of conduct.
  • All necessary reporting deadlines are met and M&E processes built into the CDRMP;
  • Constructive relationships are built and maintained with all internal and external actors that impact CDRMP delivery.
  • Knowledge products, that capture both best and failed practices are developed and disseminated;
  • The higher level results will contribute to strengthened national capacities for Emergency Preparedness and Response, as well as Early Recovery.

Required Skills and Experience

Education:

  • Master Degree in social science, DRM, CRM or any related fields.

Experience: 

  • At least seven  years of extensive practical experience in the field of multi-stakeholder development programmes with national and international agencies;
  • Including at least three years of solid experience on DRM/CRM in Nepal including specific work on Emergency Preparedness, Response and Early Recovery;
  • Demonstrated ability to develop and implement capacity development strategies for DRM;
  • Demonstrated knowledge of global guidance and good practices in Emergency Preparedness, Response and Early Recovery.

Language:

  • Fluency in English and Nepali are essential.

Other:

  • Ability to travel under harsh conditions within the country whenever required.
