Background

The Comprehensive Disaster Risk Management Programme (CDRMP) has been formulated as part of the Strategic Partnership Framework signed between the BCPR and UNDP, and in accordance with the Nepal Risk Reduction Consortium. The programme aims to strengthen the institutional and legislative aspects of DRM in Nepal, by building the capacities of Ministry of Home Affairs, other ministries, and local governments. The CDRMP will also establish strategic linkages between DRM and development sectors. The programme’s intervention in the area of climate risk management, community-based disaster risk management, and emergency preparedness and response will strengthen the overall system of disaster risk management in Nepal. It will integrate gender equality and women empowerment as well as social inclusion issues for sustainable DRM.  A knowledge management strategy will support all the programme interventions. In course of implementing the programme, UNDP would build partnerships with the government, NGOs, international agencies, and academic institutions and expand the institutional and knowledge base of disaster risk management in Nepal.

Duties and Responsibilities

Under the direct supervision of the CDRM Programme Manager (PM) and technical oversight of the DRM Advisor, and  in close collaboration with the EPR and ER senior project officer, the incumbent will ensure UNDP inputs to national and local level capacity development for Early Recovery.   This will correspond to activities and outputs related to the Early Recovery (ER) component of CDRMP. Detailed scope of work includes:

Contribute to the negotiation and design of and ensure implementation of relevant, timely, effective and efficient interventions in capacity development for ER at a national and local level while ensuring linkages to work of the EPR and ER SPO. (60%)

  • Provide technical inputs to the dialogue with government partners and other key stakeholders and the eventual design of a relevant and prioritized UNDP contribution to capacity development for national and local Early Recovery as integrated to Emergency Preparedness and Response;
  • Provide direct technical capacity development support to national and local government partners on ER and Recovery;
  • Advocate with sister UN agencies and other key stakeholders to integrate ER in their capacity development for national and local Emergency Preparedness and Response, in line with IASC commitments.
  • Ensure the identification, mobilization and management of all resources -- services and materials inputs -- needed to implement capacity development activities to ensure their insertion in a timely and quality manner to achieve maximum results;
  • Identify potential issues and problems related to ER as well as recommendations and plans to address anticipated challenges and  obtain any support/ advice required for the management, planning and control of CDRMP;
  • Ensure that capacity development strategies support affordability, sustainability and scalability of results;
  • Ensure that gender equality and social inclusion considerations are integrated into capacity development inputs, drawing on the technical support of the GESI PO as needed.  
  • Ensure synergy and  integration  of  outputs  with those of other CDRMP components and relevant UNDP  supported programmes;
  • Ensure coordination and information sharing on ER with wider the Nepal Risk Reduction Consortium stakeholders, under the relevant flagships, focusing primarily on Flagship 2 and linkages with other Flagships as appropriate; (last responsibility of old JD)
  • Develop and maintain effective relations with national government stakeholders and wider NRRC stakeholders to advance buy-in and national ownership of relevant aspects of the CDRMP.

Contribute to knowledge generation and knowledge sharing. (15%)

  • Ensure that knowledge including good practices and lessons learned about ER are  documented  and disseminated among national and international stakeholders on an ongoing basis;
  • Ensure that latest external knowledge and learning on ER are shared with national and international stakeholders in such a way as to contribute to programme results;
  • Contribute to relevant knowledge networks and communities of practice.

Carry out monitoring and evaluation, planning and reporting responsibilities related to ER activities. (10%)

  • Prepare inputs and regular updates to detail work plans,  action plans, calendar of events, M&E framework and plan, risk and issue logs in consultation with the implementing partners and stakeholders of  the ER  issues;
  • Contribute to timely  reporting - both internal and external (to the Government and  donors) following UNDP and CDRMP requirements and established procedures.

Ensure the coordination, management and monitoring of financial, administrative, procurement and logistical matters for project activities related to ER (10%)

  • Ensure full compliance of operations with UNDP rules, regulations and policies and monitoring of achievement of results related to ER;
  • Ensure effective, transparent and accountable management of financial resources of ER related activities as per UNDP rules and regulations;
  • In close coordination with the Administrative and Finance team prepare accurate and reliable financial reports.

Additional tasks (5%)

  • Support the PM in representing the team  in relevant Country Office meetings,  events and other activities as required;
  • Carry out additional related tasks to support the good implementation as per the request of the PM.

Impact of Results


Provision of technical support and effective and integrated management of the activities related to ER will ensure delivery of CDRMP objectives contributing to the establishment of national capacities to ensure effective early recovery measures in the course of emergency response.

Required Skills and Experience

Education:

  • Completion of Masters Degree in DRM or any related fields.

Experience:

  • At least five years of extensive practical experience in the field of multi-stakeholder development programmes with national and international agencies;
  • Including at least three years of solid experiences on emergency response integrating strong elements of ER;
  • Demonstrated ability to develop strategies for ER;
  • Demonstrated knowledge of global guidance and good practices in ER.

Language requirements:

  • Fluency in English and Nepali is essential.
