Background

The Comprehensive Disaster Risk Management Programme (CDRMP) has been formulated as part of the Strategic Partnership Framework signed between the BCPR and UNDP, and in accordance with the Nepal Risk Reduction Consortium. The programme aims to strengthen the institutional and legislative aspects of DRM in Nepal, by building the capacities of Ministry of Home Affairs, other ministries, and local governments. The CDRMP will also establish strategic linkages between DRM and development sectors. The programme’s intervention in the area of climate risk management, community-based disaster risk management, and emergency preparedness and response will strengthen the overall system of disaster risk management in Nepal. It will integrate gender equality and women empowerment as well as social inclusion issues for sustainable DRM.  A knowledge management strategy will support all the programme interventions. In course of implementing the programme, UNDP would build partnerships with the government, NGOs, international agencies, and academic institutions and expand the institutional and knowledge base of disaster risk management in Nepal.

Duties and Responsibilities

Under the direct supervision of the CDRM Programme Manager (PM) and technical oversight of the DRM Advisor, the incumbent will ensure effective monitoring, evaluation, and knowledge  management support systems, with a strong focus on use of information for results-based programme management as well as advocacy and communications.  Work will be carried out in full coordination and consultation with UNDP communication and M&E teams.   Detailed scope of work includes:
 
Develop, adjust as necessary and ensure implementation of an M&E framework, system and rolling M&E Plan that serves to provide critical information to the management of CDRMP. (30%)
  • Work closely with the Programme Manager and CDRMP Team to generate strategic and results-focused annual and quarterly work plans with measurable results, indicators and targets;
  • Develop CDRMP M&E framework and rolling annual M&E Plan in consultation with the CDRMP Team and  UNDP M&E unit and ensure its implementation by the entire  programme team and implementing partners;
  • Coordinate and compile timely  reporting - both internal and external (to the Government and  donors) - following UNDP and programme requirements and established procedures;
  • Coordinate organization of Programme Board meetings and all aspects of development of progress reports and other documentation as required;
Lead and/or manage the implementation of selected priority evaluative exercises, including lesson learned exercises, evaluative case studies as well as more formal evaluations, as identified in the M&E Plan (30%).
  • Directly lead selected lessons learned exercises and evaluative case studies;
  • Design and manage implementation selected formal evaluation processes, ensuring processes and products in line with United National Evaluation Group standards;
  • Ensure the identification, mobilization and management of additional resources -- services and materials inputs -- needed to implement priority evaluative activities, ensuring their insertion in a timely and quality manner to achieve maximum results;
  • Facilitate stakeholder engagement in all evaluative exercises and formal evaluations to ensure buy-in to the processes and results, in line with the principles of utilization-focused evaluation.

Ensure that an integrated knowledge management and communications strategy for CDRMP is in place and is implemented with a clear results focus. (40%) 

  • With the engagement of CDRMP team members and UNDP Communication Teams, coordinate the development of an integrated KM and Communications strategy and related systems that balance attention to gathering and generating knowledge, processing knowledge and targeted dissemination to users, including Information, Education and Communications to community level;
  • Track and ensure implementation by the entire  programme team;Following from the strategy, manage the production of priority public communication/IEC materials including quality assurance of products and consistency with NRRC Communication Group guidance;
  • Working with CDRMP Team members, provide or engage support as needed to ensure that key technical products as well as good practices and lessons learned documentation are disseminated effectively to target audiences;
  • Following from the strategy, maintain CDRMP presence on the UNDP CO website as well as coordinate up-dates/contributions to NRRC websites and national DRM web platforms; 
  • Establish and maintain the necessary information management and sharing systems  to support the effective management of CDRMP;
  • Monitor effectiveness of priority communication and sensitization activities and update the strategy accordingly.
Impact of Results
 
The CDRM Programme supported with the implementation of an effective M&E framework and plan, communications strategy, information and knowledge management strategy and systems is critical to the relevance, effectiveness and efficiency and impact of the CDRMP.

  • Drafting of appropriate programme reports in collaboration with the  Unit Head & Programme Manager;
  • Close monitoring and reporting of the  impact of implementation of M&E framework, communications strategy and IMS;
  • Maintenance of productive working relationship with other communication groups and other key partners.

Required Skills and Experience

Education:

  • A Masters degree in social sciences, statistics, knowledge management or a related field.

Experience:

  • Minimum of five years experience in the area of development and ideally DRM programmes with national and international agencies;
  • Minimum three years of experience in  the field of M&E and/or knowledge management with multi stakeholder development projects  of national and international agencies, including specific assignments involving production of targeted communications products;
  • Demonstrated knowledge of global guidance and good practices in monitoring and evaluation and knowledge management.

Language requirement:

  • Demonstrated excellent English & Nepali communications skills
  • Excellent written and presentation skills.
