Background

The Senior Project Assistant (Stipends) will work under the direct supervision of the Civilian Police Project Manager, the Area Manager and in close collaboration with the Project Assistant and members of the programme team to oversee the Somali Police Force stipend payment system. S/he will be responsible for reviewing documents, processing and rectifying payments, liaising with stipends partners in Somalia and maintain accountability and visibility of the stipends process. 
 
S/he will work in close collaboration with the operations, programme and project teams in the CO, UNDP HQs staff, Finance Staff in UN agencies and Government officials ensuring successful CO performance in stipends management.

Duties and Responsibilities

Summary of key functions:
  • Implementation of operational strategies, adapts processes and procedures in regards to stipends payments;
  • Effective management of the stipend police officers data base;
  • Effective Financial monitoring of stipend payments and effective financial management and project reporting;
  • Support management of stipends to national partners;
  • Facilitation of knowledge building and knowledge sharing.
Ensures implementation of operational strategies, adapts processes and procedures focusing on achievement of the following results:
  • Full compliance with UN/UNDP rules, regulations, and policies of financial activities, financial recording/reporting system;
  • Provide continuous analysis and monitoring of the financial situation, presentation of forecasts for future funding requests;
  • Routinely monitor financial exception reports for unusual activities, transactions, and investigates anomalies;
  • Establish and maintain financial management systems to ensure effective internal financial control and budget management;
  • Participate in the projects’ audit exercises.
Provides effective management of Stipends Police Database, focusing on the achievement of the following results:
  • Maintain and update the stipends police data base regularly by ensuring data entry, regular maintenance by making sure that all information has been entered properly;
  • Ensure easy stipends electronic database storage, organization and retrieval.
Provides effective financial monitoring of implementing partners for effective financial management and project reporting focusing on the achievement of the following results:
  • Review contracts with partners from point of view of UNDP compliance and financial compliance;
  • Prepare and monitor development of projects’ budgets;
  • Assist in overseeing large financial transactions with sub-recipients and other project partners;
  • Recommend strategies for the improvement of financial, management accounting and information systems within the unit and of the project partners and helps implementing solutions;
  • Provide financial management trainings, mentoring and coaching to UNDP Project Staff in Somalia and key governmental and NGO partners on the same.
Provides support to management of stipends to national partners focusing on the achievement of the following results:
  • Agree on stipends payroll with counterparts and other UN partners;
  • Develop stipend payment documents, processes and procedures for each payment;
  • Facilitate the transfer of funding to the Stipends Monitoring Committee;
  • Monitor the daily payment and release of funds;
  • Receive reports from the Stipends Monitoring Committee;
  • Assist CPP staff in conducting a verification of the stipends paid;
  • Provide regular updates to the Project Manager on the overall budgetary and expenditure situation.
Ensures facilitation of knowledge building and knowledge sharing in the projects focusing on achievement of the following results:
  • Organization of trainings for the project partners on stipend management in collaboration with the Project Associate and UNDP sub-offices;
  • Synthesis of lessons learnt and best practices in the payment of stipends;
  • Sound contributions to knowledge networks and communities of practice.
Impacts of Results:

The key results have an impact on the efficiency of the Civilian Police Project and Rule of Law and Security Programme. Works undertaken will increase the timely delivery of stipend payments, ensure they meet with UNDP Procedures and regulations and strengthen the capacity of the Projects as a whole. The incumbent’s own initiative is decisive in results of work and timely finalization.

Required Skills and Experience

Education:

  • Completion of secondary education, preferably with specialized certification in Accounting and Finance;
  • University Degree in Business or Public Administration, Economics, Political Sciences and Social Sciences would be desirable, but it is not a requirement.

Experience

  • 4 years of relevant experience in financial management;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems;
  • Knowledge of UNDP Financial Rules and Regulations, policies, and procedures including ATLAS is an advantage

Language Requirements:

  • Fluency in written and spoken English and Somali.
