Background

Communities Development Program (CP) is a multi-year initiative, which is built on previous activities initiated by UNDP in 1996. The program supports the implementation of development strategies in Tajikistan and the UN Assistance Framework to implement economic initiatives, address the issues of access to water and local governance at the community level. CP has regional offices in Sughd and Khatlon regions and Rasht valley. The Programme’s Strategy is to support the Government of Tajikistan to promote wider participation of communities in the process of local development planning, as well as in the management and implementation of local development projects. In this context, currently the UNDP CP in collaboration with the Ministry of Economic Development and Trade of the Republic of Tajikistan (MEDT) is implementing an initiative to enhance the effectiveness of aid coordination and monitoring of the NDS/LSIS. This initiative is aimed at developing the capacity of MEDT and other relevant ministries and agencies in the implementation and monitoring of the NDS/LSIS, strengthening the planning process and ensuring linkages between the national, regional and district levels of public administration.

Duties and Responsibilities

Under direct supervision of the Project Coordinator and responsible person from MEDT, the Consultant shall perform the following tasks:

Phase I

  • Consultant will evaluate and analyze the introduction of an updated LSIS monitoring and reporting system in MEDT, its linkage with DDP;
  • Based on the analysis, the Consultant will develop recommendations and specific action plan to revise and improve the concept of monitoring and reporting system in accordance with the requirements of MEDT and UNDP;
  • Consultant will improve the reporting process of ministries and departments in MEDT; Consultant will develop institutional and standard operating procedures for monitoring and reporting;
  • Consultant will have consultations with the MEDT and the selected partner on automation of monitoring process of LSIS implementation;
Phase II
  • Provides direct advisory and methodological support to the specialists of ministries and agencies responsible for LSIS implementation monitoring on reports preparation, procedure for completing the forms and tables, linkage of monitoring process with LSIS indicators and measures;
  • Provides consulting and methodological support for regional specialists responsible for monitoring and reporting, completing the reporting forms and tables, as well as linkages with DDP and LSIS;
  • Provides consulting and methodological support to key specialists in MEDT on overall coordination of the process and practical application of new monitoring and reporting system of LSIS for 2013-2015;
  • Contributes to the process of capacity building for MEDT staff and project employees on the implementation of monitoring and reporting system of strategic development programs;
  • Provides assistance in the preparation of regular MEDT comprehensive reports on LSIS implementation.

Required Skills and Experience

Education:
  • PhD, master degree (equivalent) in economics, management and other areas related to the development.
Experience:
  •  Experience in developing countries, preference is given to the CIS countries;
  • Good knowledge in the area of management functions and processes, including: planning, introduction and use of the results of monitoring and evaluation process;
  • At least 10 years’ experience in the development area, including not less than 5 years of experience in various projects and programmes, and also special knowledge in the area of effective management and M&E;
  • Knowledge and work experience with international organization, particularly with United Nations agencies, knowledge of their procedures and practices on M&E and project management is welcomed.

Language:

  • Excellent writing and oral skills of communication in Russian and English languages.
