Issues and constraints that contribute to traffic and transport sector problems in Kuwait include (1) Increasing demand for transport of people and goods associated with limited infrastructure capacity, and inefficient public transport services, (2) need for better transport-land use planning, (3) need for a reliable information system and monitoring regime, to fully understand causes, create effective countermeasures and assess effectiveness of performance, (4) need for better traffic management, and travel demand system, (5) increasing vehicles, population, congestion, accidents, and lack of safety - conscious road design and black spot procedures, and (5) need for institutional reform and human resources development.
