Background

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.

In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.

In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

Brief Project Description:   

The United Nations Regional Centre for Peace and Disarmament in Asia and the Pacific (UNRCPD) assists countries in the region to achieve their peace, security, and disarmament goals, through provision of substantive support; coordination of activities at the subregional, regional and international levels; and information sharing on global and regional activities. The Centre is mandated to provide, on request, substantive support for initiatives and other acti¬vi¬ties, mutually agreed upon by the Member States of the Asia Pacific region, for the imple¬mentation of measures for peace and disarmament, and to coordinate the implementation of regional activities in Asia and the Pacific. (UN General Assembly resolution A/42/39D of November 30 1987)

UNRCPD works in close partnership with regional and sub-regional organisations, as well as with other United Nations entities and civil society organizations. The Centre focuses its activities in three main areas: providing capacity building and technical assistance, creating and participa¬ting in dialogue fora, and engaging in outreach and advocacy on disarmament issues. In addition, UNRCPD works to:
  • Assist States in strengthening their capacity to fully implement UN Security Council Resolution 1540;
  • Promote Peace and Disarmament Education to generate public awareness and support for global and regional disarmament efforts;
  • Support states in signing and ratification of the Arms Trade Treaty.

Organizational Context:   


UNRCPD is part of the United Nations Office for Disarmament Affairs (UNODA), which is based in New York as part of the UN Secretariat. UNRCPD works to implement global measures of peace and disarmament and to coordinate the implementation of national and regional activities in 43 countries of the Asia-Pacific region. The Centre normally has 10-15 employees.

Living Conditions:

The National UNV is expected to live in Kathmandu and be familiar with its weather and living conditions. S/he will be expected to make living arrangements by himself/herself.

Conditions of Service:

A 12 months contract; monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities in the amount of: 32,194 NPR; settling-in-grant (if applicable); life, health and permanent disability insurance; resettlement allowance for satisfactory service.

Duties and Responsibilities

The main function of the Administrative and Finance Support Assistant is to provide effective and efficient support to the financial and administrative tasks of UNRCPD, and thereby ensure the smooth operation of the office. He/she will, under the supervision of the Finance Associate, work in close collaboration with the Finance Associate and the Administrative Associate to form an effective Finance and Administration Team and undertake the following tasks:

Financial
  • Process payments to vendors’ invoices and monitor payments;
  • Assist in preparing financial allotment and replenishment requests;
  • Monitor accounts and reconcile disbursement;
  • Monitor, register and file UNRCPD contributions;
  • Preparing non-expendable office equipment report;
  • Acquisition/procurement of office equipment and supplies;
  • Maintain office filing system;
  • Maintain good working relationship with UNDP Operations Unit;
  • Serve as back up to the Finance Associate of the office;
  • Serve as the office's Finance staff when the Finance Associate is absent;
  • Perform other related financial duties, as required.
Administrative
  • Handle procurement of goods and services for office, incl. dealing with merchants;
  • Arrange the official travel for staff and participants in UNRCPD events;
  • Process documentation for UNRCPD, incl. visas, vehicle registration, insurance;
  • Assist with human resource matters, including selection and hiring processes;
  • Assist with the handling of incoming calls, visitors, emails and faxes;
  • Serve as back up to the Administrative Associate of the office;
  • Serve as the office's administrative staff when the Administrative Associate is absent;
  • Handle and organize various logistical tasks needed by the office, as needed;
  • Provide logistical, administrative and finance support for the office's planning and organization of workshops, seminars, international conferences and other event.
Furthermore, UN Volunteers are encouraged to:
  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications;
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.

Required Skills and Experience

Education:
  • Completion of higher secondary education, or desirably a university degree, in management and administration, much preferably with focus on finance or accounting.
Experience:
  • Minimum five years of work experience in finance, accounting, audit or related areas, preferably with the United Nations;
  • Professional experience in an administrative function highly desirable;
  • Experience in the usage of computers, including Excel, Word and other MS Office Package programmes.
Language Requirements:
  • Complete fluency in both written and spoken English and Nepali.
