Background

UNDP Sudan works towards supporting the country to accomplish substantive progress in the area of poverty reduction adopting a comprehensive approach to the reduction of human and income poverty, in line with the Millennium Development Goals. UNDP Poverty Reduction & MDGs Unit recognizes that achieving the Millennium Development Goals depends on vibrant economic growth, driven by the government and supplemented by the private enterprises to create jobs and provide goods and services for the poor.

To this end, ‘Creation of job opportunities for youth in Sudan through labor intensive work opportunities’ aims to create rapid employment opportunities for unemployed unskilled and semi-skilled workers through labor intensive infrastructure development, and linkage of these young workers to longer term employment and livelihood opportunities. The project will rapidly generate demand for youth labor using local resource and labor intensive approaches to contribute to a modern infrastructure and utilities for rural and urban populations. The project will support two types of labor intensive works: road works and waste management.

The project’s expected outputs are:

  •  Labour based Coordination Unit established within MOHRDL, functional and operational;
  •  Capacities for unskilled young workers are developed through labour based and business development methods.

Duties and Responsibilities

Scope of work, responsibilities and description for the proposed analytical work

General:

The International Technical Advisor will work under the overall guidance of UNDP Head of Poverty Reduction and MDGs Unit and under direct supervision of the National Project Manager. The Advisor will provide managerial, technical and administrative advice and assistance to the Project Manager and the staff of the Labor-Based Coordination Unit (LBCU) under the Ministry of Human Resources Development & Labour. The Advisor will also spend a considerable amount of working time liaising with training centers, contractors, and other national and international stakeholders of relevance to be identified during the course of the project. 

Specific:

  • Advise on the preparation of a work plan and detailed budget of the project components.
  • Advise on the LBCU staffing and human resource development, such as training needs assessments, development of job descriptions, etc. ;
  • Advise on development of guidelines, procedures and templates for the management and running of the LBCU;
  • Develop the capacity within the LBCU including advisory missions related to practical implementation and training aspects of ongoing and potential activities, to plan, implement and monitor projects using labor intensive or labor-based methods;
  • Assist in monitoring the work of the project and LBCU staff in the area of coordination of project activities and quality assurance;
  • Lead the preparation of guidelines, technical notes, training material and information sheets on managerial, technical and administrative aspects of the practical implementation of labor intensive works;
  • Advise on development and adaptation of standard documentation, guidelines and procedures related to the implementation of labor-based works including technical design standards, work methods, organization, contract documents, bill of quantities, tendering documents, procedures for contract award, etc.;
  • Advise on developing capacity within public and private sectors to plan, execute, and monitor infrastructure works applying local resource based implementation strategies;
  • Advise on monitoring, evaluation and appraisal of labor-based project implementation;
  • Advise on systems, procedures and regulations with a view to optimizing the prospects of expanding the medium and long term application of labor-based technology and involvement of domestic small-scale contractors for infrastructure and waste management and recycling works;
  • Assist in liaising with the other government agencies which have similar ongoing projects, particularly in the area related to the development of appropriate administrational and financial procedures, with the purpose to facilitate the integration of the project activities into the administrative system and procedures of government agencies;
  • Assist in liaising with other donor agencies and projects for potential scale up and roll out of the project;
  • Work closely with the Project Manager in preparation of Bi-annual and Annual Project reports.

Deliverables:

  • Establish detailed organizational and administrative framework of the LBCU such as staffing, human resource development, training needs assessments tool, development of job descriptions, etc. in which the project will be implemented;
  • Develop guideline document for the LBCU that include procedures and templates on managerial, technical and administrative aspects for the management and running of the LBCU;
  • Develop a Capacity development manual and plan for the LBCU including training modules and identified training centers;
  • Develop an operational guideline document includes information sheets, technical design standards, work methods, organization, contract documents, tendering documents, procedures for contract award, etc.;
  • Establish effective liaison and coordination mechanism with other government agencies as well as with the other donor agencies and projects;
  • Produce quarterly progress reports;
  • Produce assessment report.

Required Skills and Experience

Academic Qualifications:

  • Master’s degree in Civil Engineering, Public or Business Administration or other relevant academic degree

 Years of experience:

  • Not less than 15 years of experience in labour infrastructure works management, applying labour-based work technology and small-scale contracting in developing countries;
  • A proven ability to analyze detailed managerial, organizational, administrative and policy issues affecting the use of local resources with particular reference to labor-based work methods and local contracting and to provide appropriate advice to those responsible for planning and implementation of such construction and maintenance projects;
  • A proven managerial capability in the context of collaboration with governments of developing countries, with representatives of donor agencies, and with teams composed of consultants, experts and local collaborators of different and cultural background.
Language Requirements:
  • Fluency in spoken and written English.

Documents to be included when submitting the proposal:

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  • Personal CV including past experience in similar projects and at least 3 references
  • Financial proposal

Financial Proposals:

Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in instalments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Travel:

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. UNDP does not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. At this stage, 3 international travel trips to Sudan/duty station is envisaged, which may change subject to ground realities later. However, for the purpose of financial, please use 3 trips.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed

Evaluation:

Based on the criterion mentioned requirements for experience and qualification  above, the CVs will be shortlisted. Interview will be conducted for the shortlisted candidates. 

Cumulative analysis

The received offers will be evaluated using the cumulative analysis method. First proposals will be assessed against the technical qualification (70 % of total cumulative score of 100). At the second stage, price proposals of technically qualified Offerors will be compared and evaluated (30% of the cumulative score of 100). Offeror whose price proposal is lowest among all qualified ones will obtain 30 points, rest of the qualified proposal will be prorated using the following formula:

Points in Financial Proposal = Lowest Bid/Bid under consideration X 30

Only candidates obtaining a minimum of 70 point would be considered for the Financial Evaluation

Award Criteria

he contact will be awarded to the individual whose offer has been evaluated and determined as:

  • Technically responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  • Technical Selection Criteria will be done through interview with weight of 70%.
  • Financial Selection Criteria weight is 30%.
