Background

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.
In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

Brief project description: Oversight of operations unit

Host agency/host institute: UNFPA Togo

Organizational context:

The UNV will have to interact with sister UN agencies, various national counterparts, local and international NGO as UNFPA collaborates with them in the implementation of program activities.

UNFPA is a UN development agency promoting sexual and reproductive health for women and youth including family planning and prevention against HIV, gender equity and populations dynamics through availability of data for countries development planning.

Within UNFPA, the UNV will be in charge of oversight of operations unit which comprises Administration, Finance, Human Resources, ICT and Security management.

Type of assignment place:

Family duty station.

Duties and Responsibilities

Under the direct supervision of the Resident Representative, the UN Volunteer will undertake the following tasks:

  • Ensuring strategic direction of operations;
  • Effective management and accountability of programme resources;
  • Ensuring accountability for results among implementing partners and country office staff;
  • Ensure efficient and accurate management of office and programme financial resource, and oversight of the operations team;
  • Ensure leadership and representation of UNFPA in UN Reform activities and processes, including UNDP in common service activities
  • Improved On-Job performance by Country Office Staff, including orientation of operations staff
  • Support necessary and accurate flow of information between the Country Office and the RO/SRO/HQ.
  • Undertake any other assignments as may be required by the Representative

Furthermore, UN Volunteers are encouraged to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected output:

  • Expected results are included in the description of tasks;
  • A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Required Skills and Experience

Education

  • Master’s degree in business administration, public administration, finance, information technology, economics or related field. 

Expérience

  • Minimum 5 years professional experience preferably in administration, finance or office management in the public or private sector;
  • Thorough knowledge of the United Nations Staff Rules and Regulations as well as UNFPA Policies, Procedures, rules, regulations and guidelines for example relating to  human resource management, financial management, programme management, assets,  procurement etc.;
  • Proficiency in Atlas/ PeopleSoft/MyUnfpa, word processing and other computerized applications.

Language:

  • Fluency in oral and written French and English.

Living Conditions:

The recruited UNV will be based in Lomé (Family duty station) with possibility to travel around the country.

Conditions of Service:

A 08 months contract; monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to XOF 237 810; settling-in-grant (if applicable); life, health, and permanent disability insurance; return airfares (if applicable); resettlement allowance for satisfactory service.
