Background

The Adapting National and Transboundary Water Resources Management in Swaziland to Manage the Expected Impacts of Climate Change Project implemented by the Ministry of Natural Resources and Energy (MNRE) under the Department of Water Affairs (DWA) seeks to hire a Technical Assistant to support the community interventions of the project.
The GEF and UNDP funded project is currently working with various communities in Swaziland on climate change adaptation projects in collaboration with the water and agriculture sectors to ensure resilience to climate change. The project aims to promote the implementation of national and trans-boundary integrated water resources management (IWRM) that is sustainable and equitable given expected climate change.

Objective:

The MNRE – DWA seeks the services of a Technical Assistant to assist in the timely and effective implementation of community projects of the Adapting National and Transboundary Water Resources Management in Swaziland to manage expected Climate Change Impacts Project.

Duties and Responsibilities

The Technical Assistant (TA) will be working under the full guidance of the Project Manager to assist in the implementation of the following tasks by:

  • Providing technical support to various communities’ during the implementation of the climate change adaptation activities under the project;
  • Assist in the procurement of essential services and equipment that may be required for field operations;
  • Preparing implementation proposals for community based project initiatives;
  • Facilitating and mobilize communities for training, workshops and meetings as well as follow-through actions;
  • Providing project oversight through monitoring visits to ensure projects are implemented according to designs and the risks are adequately managed;
  • Ensuring that project activities are implemented within the proposed budgets;
  • Prepare timely and accurate reports of all community initiatives implemented.

Functional Competencies:
  • Ability to work both independently and collaboratively as a member of a team to produce quality outputs in a timely manner;
  • Ability to communicate effectively on complex and technical information;
  • Knowledge and understanding of climate change subject is desirable;
  • Excellent writing and communication skills;
  • Must be willing to work or be based in rural communities;
  • Must be of matured and sober habits.

Required Skills and Experience

Education:

  • A Bachelors degree in Agriculture/Agronomy/ Land and Water Management/Water Resource;
  • Project management training/qualification will be an added advantage.
Experience:
  • Must have at least 3 years of working experience with communities;
  • Working experience with the NGO will be an asset;
  • Must have at least 3 years of full-time driving experience.

Language:

  • Proficiency in English Language and Siswati
