Background

In 2013, the repercussion of Syrian refugees’ influx has expanded to most of Lebanese. Signs of conflict between the Lebanese and the Syrian communities have become clear in many regions, varying based on the region’s social and economic context.
 
Citizens and municipalities are left alone to deal with its implications, with no guidance or capacity to differentiate between the political and humanitarian aspect. The municipalities are thus suffering from the overload and are facing many challenges when it comes to managing the situation on the local level whether at the managerial level, the communication level (between them the central government and the international organizations and other parties involved in the response to the Syrian crisis) or the conflict one.
 
Since 2009, UNDP has been working closely with municipal council members and mukhtars from all six governorates to support community-based peacebuilding. And with the actual Syrian crisis increasing and the pressure on the Lebanese society growing, the UNDP Peace Building in Lebanon project launched an initiative for improving social cohesion/interaction in Lebanese areas impacted by the Syrian crisis, due to the high flow of refugees. In Wadi Khaled, the project built the capacities of the local authorities and local actors in crisis management including administrative and financial management, conflict resolution, mediation, conflict prevention, communication skills, fundraising and proposal writing.

Therefore, and based on the needs expressed by local actors in other areas, and specifically in Beirut Suburbs, UNDP will conduct similar capacity building programs for the following municipalities:

Forn al Choubbak, Al Ghobayreh, Al Chiyah, Bourj Al Barajneh, Haret Hreik, Al Mrayjeh. It is hoped that by the end of the training a social cohesion strategy/communication mechanism between them and the stakeholders involved in the response to the Syrian crisis would be established (the refugees, central government and related ministries; the international community, the national partners).
 
Under the guidance and supervision of the Project Manager, the trainer will deliver training sessions for representatives of each municipality (up to four) in Beirut Suburbs on crisis management related skills. He/she will work in close collaboration with project staff and project partners, and will maintain close communication over operational issues as well as strategic opportunities arising from project implementation.

Duties and Responsibilities

Under supervision of the Project Manager and the Local Peace Building Coordinator, the trainer will undertake the following tasks:
  • Finalize the training methodology and content (suggested working days 1);
  • Undertake a conflict analysis for the 6 targeted municipalities of the impact on the Syrian crisis on the area (suggested working days 12);
  • Deliver a report about the conflict analysis undertaken (suggested working days 2);
  • Deliver 2 training cycles on (suggested working days 12 days);
  • Project cycle management, community conflict sensitive needs assessment and community strategic planning;
  • Conflict resolution skills, communication skills, mediation skills;
  • Agree with the representatives of the different municipalities on the best social cohesion strategy/communication mechanism through facilitated discussions (suggested working days 5);
  • Deliver a report about the training and the process (suggested working days 2).

Required Skills and Experience

Education:

  • University Degree in social science, sociology, political science and peace building, or any other related field. MA is a plus.

Experience:

  • A minimum of 7 years of relevant experience in providing trainings on peace building, crisis management, project cycle management;
  • A minimum of 5 years of relevant experience in conducting conflict analysis;
  • Experience working with local public institutions.

Language:

  • Excellent command of Arabic and good command of English.
