Background

One of Treasury's key objectives in 2014 is to implement the centralized competitive bids for local currency purchases. The success factors for this implementation with anticipated improvement of pricing transparency, better Country Office (CO) cash planning and balance management, and potential FX conversion savings, depend on, among others, the development and testing of the new workflow process utilizing the SharePoint technology platform, the rollout Webinar training, and CO onboarding technical support. 

Another Treasury key objective is to sustain the gains from its implementation of Cash Arrangements guidance for Country Office operations. This involves developing SOPs to document standardized monitoring and year-end procedures, develop country offices self-monitoring tools utilizing SharePoint technology platform, and rollout Webinar training for country offices to use the new tool to manage the risk associated with Cash Arrangement and improving accounting data quality.

In addition to preparing Standard Operating Procedures (SOPs) for monitoring Cash Arrangements, Treasury is also preparing SOPs for other treasury accounting functions. These SOPs will need to be tested to ensure they are comprehensive and easy to follow.

The assignment is to a) coordinate the development of SharePoint input screen, b) conduct user testing ensuring information flow as intended, c) develop SOPs for Cash Arrangements monitoring, d) train staff on Cash Arrangements monitoring using developed SOPs, e) ongoing monitoring exception transactions in Cash Arrangements GL accounts, f) provide guidance to COs for corrections, g) manage June 30 semi-annual financial closure for Cash Arrangements GL accounts, h) validate other Treasury SOPs in Atlas to ensure completeness and accuracy.

Duties and Responsibilities

Reporting to Chief, Treasury Accounting and dotted line to Manager, CO Cash Management, the consultant is responsible for:

  • Coordinate the development of SharePoint input screen for the FX project and conduct the user testing to ensure efficient and accurate information flows from CO to Treasury as intended;
  • Finalize SOP for Cash Arrangements monitoring and train staff as may be required;
  • Monitor exception transactions in Cash Arrangements GL accounts and provide guidance to COs for corrections; escalate recurring problems for management attention;
  • Manage June 30th semi-annual financial close for Cash Arrangements GL accounts;
  • Assist in the validation and testing of other Treasury Functions SOPs to ensure completeness and accuracy of documentation.
Expected output(s):
  • Delivery the tested SharePoint Input Screen and data upload for the FX project;
  • Complete the SOP for Cash Arrangements and provide training to staff as may be required;
  • Monitor the Cash Arrangement accounts and/or provide backup support as needed;
  • Complete the closure of GL Account 16007 for the remaining COs;
  • Clear revaluation differences for liquidated project advances as of June 30th.

Required Skills and Experience

Education:

  • Advanced university degree in Accounting, Finance, Business/Public Administration, Management, or any other related discipline.

Experience:

  • Minimum 5 to 7 years relevant working experience; prior working in Finance, Accounting or Treasury a plus;
  • Prior working experience with UNDP and good understanding of UNDP business processes will be an added advantage;
  • Familiar with ERP systems (preferrably PeopleSoft).
Language:
  • Fluent in English.
