The Philippines is one of the participating countries in a global Low Emission Capacity Building Programme focused on climate change capacity building for low emission development, primarily of the public sector. The global programme is supported by the UNDP with funding assistance from EU, Germany and Australia over a four-year period.
The Programme is being undertaken in the Philippines through the Low Emission Capacity Building Philippines Project (LECB PHL Project). It is executed by UNDP Philippine Country Office with the Climate Change Commission (CCC) as Implementing Partner. The project which commenced in 2012 is expected to run in a span of 2 years, i.e., until the end of December 2014.
The Project is focused on four key sectors, namely: agriculture, waste, industry and transport (AWIT). The expected outcomes of the project are as follows:

  • Robust national system for preparation of GHG emission inventories have been established at a national level;
  • Nationally Appropriate Mitigation Actions (NAMAs) and/or Low Emission Development Strategies (LEDS) sectoral road maps have been formulated within the context of national development priorities; and
  • Measurable, Reportable and Verifiable (MRV) systems have been designed to support implementation and evaluation of NAMAs and/or LEDS sectoral road maps.

The main output of the first project outcome is the establishment of a robust national system for the preparation of GHG emission inventories. The output indicators for this outcome include the establishment of the rules of procedures (e.g., for documentation, archiving, and spreadsheet management/data sharing), the development of a QA/QC and maintenance strategy, codification of key institutional linkages and collaboration arrangements, establishment of continuous data measurement and analysis system, and preparation of an GHG inventory improvement strategy.

Duties and Responsibilities

The Consultant shall undertake the following tasks:

  • Develop the Guidance Document (GD) that would institutionalize the NGHGIS especially the conduct of the national GHG inventory;
  • Establish and/or document the institutional structures and/or linkages implementation arrangements including the roles and responsibilities of agencies/institutions in the following national inventory activities: inventory planning; collecting activity data - activity data used in emission calculations and their sources (per sector) should be briefly described; implementing uncertainty assessment and quality assurance/quality control (QA/QC) activities; carrying out procedures for the verification of the inventory data at the national level; and archiving statistical basic data and data publication which are essential in order to carry out emission estimates;
  • Develop the framework for, and the establishment of/or the documentation of corresponding institutional structures and/or linkages implementation arrangements including the roles and responsibilities of agencies/institutions in the AWIT-FE sectors in the following GHG inventory activities: the Rules of Procedures (e.g., for documentation, archiving, and spreadsheet management/data sharing); and quality assurance/quality control (QA/QC) procedures and verification activities to be followed during the inventory compilation process which facilitate the inventory improvement;
  • Develop the GD by taking into consideration the UNFCCC requirements in the preparation of such document.
  • Recommend, if necessary, the establishment of national committees/working groups to facilitate the conduct of the national inventory;
  • Assist in the preparation/drafting of legal documents, e.g. Special/Administrative Orders, for relevant government agencies/institutions to effect the institutionalization of NGHGIS;
  • Create knowledge products for dissemination to stakeholders;
  • Assist in the conduct of fora and workshops to raise awareness and build capacity on the NGHGIS;
  • Serve as resource person for the presentation of the output.

Required Skills and Experience

Education:

  • Degree in agriculture, industrial engineering, energy engineering, environmental planning, environmental science, or related field;
  • Advance or graduate degrees are preferable.

Experience:

  • At least 5 years work experiences on environment, climate change, GHG inventory and/or projects related to the preparation of NC;
  • Strong familiarity with environmental laws and regulations, planning processes and regulations at the national, subnational and local levels; 
  • Familiarity with the GHG inventory process and NC preparation, UNFCCC rules and guidelines and/or international climate change negotiations and issues would be an advantage; and,
  • Strong communication skills, including demonstrated written and presentation skills and the capacity to relate to both internal and external constituencies of the project.
