Background

The “Enhancing Greater Metro Manila’s Institutional Capacities for Effective Disaster/Climate Risk Management towards Sustainable Development” (known as GMMA READY Project) is funded by AusAid through UNDP and with OCD NDRRMC as implementing agency aimed at reducing the Greater Metro Manila Area’s vulnerability to natural hazards and increase its resilience by enhancing the institutional capacities of the concerned local government units, relevant national government agencies, academic institutions and civil society organizations to manage disaster and climate change risks in these areas. The rationale of this initiative and focus is the need to address the high vulnerability to natural disasters considered inherent in the Greater Metro Manila due to the geographical location of these areas and the fact that GMMA has a highly dense and fast-growing population; and thus, associated problems related to unsafe settlements and infrastructure are projected to increase if not addressed properly. The Philippines is one of the countries with the highest vulnerability to hydromet-related natural hazards. Moreover, with the projected rate of increasing climate change, the risk of meteorological disasters is also expected to increase.

The numerous disastrous events in the GMMA in recent decades have raised the concern and the need to build the adaptive capacities of local communities increase the resilience of vulnerable sectors and natural ecosystems to climate change, and optimize mitigation opportunities towards sustainable development. Technological innovations have made possible systematic identification, assessment and mapping of climate-related and other natural hazards and risks, and integration and mainstreaming of CCA and DRR activities in the planning and implementation of both medium- and long-term development projects.

The V&A assessment TOR has the following as objectives:

  • To identify and assess vulnerabilities to impacts of climate change of the communities and selected sectors (e.g., socioeconomic and health) in prioritized cities in the GMMA (Pasig, Marikina and San Juan);
  • To identify and prioritized what climate change adaptation measures will reduce these vulnerabilities and contribute to climate-resilient cities/municipalities;
  • To develop the capacities of the pilot LGUs and other relevant agencies in conducting V&A assessments

Duties and Responsibilities

  • Determine vulnerability and risks of the health sector, including its resources and infrastructure vis-a-vis the impacts of past, present, and future climate change in the cities of Marikina, Pasig, and San Juan;
  • Identify and characterize current and future adaptation measures;
  • Develop a system of prioritizing the adaptation strategies through an integrated adaptation assessment;
  • Develop a menu of adaptation (and mitigation) measures for the health sector outlining constraints, barriers, and opportunities;
  • Provide the V&A reports and outputs of the 3 cities; and
  • Develop capacities of implementing partners (health officials and staff of the 3 cities and communities) in terms of climate-smart planning, implementation and monitoring and evaluation (specifically, the use of V&A tools/methodologies throuh a training/mentoring workshop.
