Background

After parliamentary elections of October 2012, a new Government has been formed in Georgia, which has declared ambitious plans with regard to enhancing decentralization and strengthening regional governance. To address the regional and local development goals and objectives, UNDP has designed a new project, which is being implemented with funding from ADA and SDC. The Ministry of Regional Development and Infrastructure (MRDI) is the implementing partner of the project.

The project activities are centered on three interrelated priorities:

  • The project places an emphasis on developing the policy formulation and implementation capacities of MRDI and other national stakeholders;
  • The project pays particular attention to a close cooperation with the regional and local authorities for intensifying their efforts for development. For this purpose, selected regional administrations and LSGs will be supported in strategic development planning and in implementing selected actions from their respective regional/municipal development plans. In the framework of the project, the Regional Development Strategies of Kvemo Kartli, Racha-Lechkhumi-Kvemo Svaneti, Samegrelo-Zemo Svaneti and Guria regions have been designed and approved. In 2014, it is planned to develop the Action Plans to the Strategies. Besides, after local elections of June 2014, around 20 municipalities will be assisted in drafting their Municipal Development Strategies;
  • The project supports creation of an effective, nation-wide training system for regional administrations and local authorities to strengthen their planning, budgeting, management and service delivery capacities. The regional governors’ administrations and LSGs will benefit from a wide range of quality trainings, as well as practical assistance to be used in the regional and local development processes. In 2014, the project has planned to conduct 55 training events on 11 topics for the staff of MRDI, regional administrations and local self-governments.

The project requires additional resources to ensure effective arrangement and monitoring of different events (trainings, workshops, seminars, etc) related to its capacity development and strategic planning activities.

Duties and Responsibilities

Under direct supervision of the Project Manager and overall guidance of the Project Experts/Coordinators the incumbent shall be responsible to ensure effective arrangement and monitoring of different events (trainings, workshops, seminars, etc) related to the capacity development and strategic planning activities of the project.

The incumbent shall carry out the following tasks and responsibilities:

  • Provide logistical support for the arrangement of the events (trainings, workshops, seminars, etc) related to the capacity development and strategic planning activities of the project;
  • Monitor compliance of the training sessions with the formal requirements agreed between UNDP and the training provider; report to the Project Manager on the monitoring results;
  • Monitor compliance of the strategic planning process (drafting of the Action Plans to the Regional Development Strategies and Municipal Development Plans) with the formal requirements stipulated by the strategic planning methodology agreed between UNDP and its contractors; report to the Project Manager on the monitoring results;
  • Provide data collection and processing on all relevant events;
  • Perform other duties related to the objective of the assignment upon request of the Project Manager.

Evaluation Criteria:

Individual consultants will be evaluated based on the cumulative analysis methodology:

Candidates who do not meet Minimum Qualification Criteria will be automatically rejected, while the rest will form up the long list. The candidates who obtain minimum 35 points as a result of the desk review will be invited for an interview. Applicants, who obtain minimum of 14 points (70% of the maximum obtainable 20 points) at the interview, will be requested to provide financial proposal. Final decision will be reached by a cumulative score, adding up desk review, interview and financial scores.

Deliverables

Logistics and Monitoring Consultant shall produce the following deliverables:

  • Reports on compliance of the training sessions with the formal requirements agreed between UNDP and the training provider;
  • Reports on compliance of the strategic planning events with the formal requirements stipulated by the strategic planning methodology agreed between UNDP and its contractors;
  • Reports reflecting the statistical information about the capacity development and strategic planning events.

The reports shall be drafted in accordance with the guideline/templates provided by the Project Manager.

Required Skills and Experience

Education:
  • Master’s degree or equivalent in Public Administration, Political Science, Social Science or related field (minimum qualification requirement - 10 points).

Experience:

  • At least 3 years of working experience in providing assistance in logistics and monitoring (minimum qualification requirement - 15 points);
  • At least 1 year of relevant working experience in providing assistance in logistics and monitoring in the field of regional and local development (minimum qualification requirement - 10 points);
  • Working experience with UNDP or other international development institution is a strong asset (5 points);
  • Thorough understanding of the project goals and objectives;
  • Good understanding of the regional and local development/capacity development context and challenges in Georgia.;

Language:

  • Fluency in Georgian (minimum qualification requirement - 5 points);
  • Fluency in English (minimum qualification requirement - 5 points).
