Background

UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women, operational since January 1 2011, works towards accelerating the United Nations’ goals on gender equality and the empowerment of women.

UN Women supports innovative and catalytic programmes, advocacy, and technical assistance related to women’s human rights in countries throughout the world as part of the overall UN development cooperation system.

The purpose of these terms of reference is to recruit an advocacy consultant with strong field experience to engage with community based organizations, civil society partnership, youth movements and relevant stakeholders in the peninsula of Sinai, specifically Saint Catherine to design capacity development program aiming to increase leadership of women and girls at the community levels through creative outlets.

The consultant will also work closely with UN Women Youth Programme, communications unit and volunteers to organize campaigns, knowledge production workshops, evidence-based visuals and material addressing the leadership of women and girls in the designated community.  

The Consultant, will work as part of the political empowerment team and Youth Programme  under the supervision of the Country Programme Manager.

Duties and Responsibilities

Summary of Key Functions:
  • Select and engage with civil society organizations, youth initiatives and different stakeholders in the process of developing and implementing advocacy campaigns  addressing the leadership and socio-economic status of women at the community level;
  • Raise awareness on the importance of the inclusion of women and girls in the decision making process in Egypt as active citizens and community change agents emphasizing on the model of Saint Catherine community through public advocacy material;
  • Establish direct linkages between young women and youth groups in Egyptian governorates and their peers in Saint Catherine through interactive learning environment and mutual sharing of knowledge;
  • Develop and conduct capacity development workshops to enable youth and women at the designated community to have access to income generation opportunities, liaise with national labor market in partnership with UN Women’s Economic Programme;
  • Establish direct networking with women and girls at the community level and develop photo and video documentation of the model to be available to press, social media and online platforms;
  • Develop and submit regular reporting to UN Women covering all phases of the intervention, community outreach, youth engagement and the success stories and lessons learned from the partnership addressing women leadership at the community level.
Deliverables:

The Consultant will be responsible to deliver the following:
  • A total of at least 3 interactive workshops and peer-to-peer activities conducted with women and girls at the community focusing on leadership and citizenship at the local level; 
  • Selection of a team of active youth advocates formed and selected from Cairo (approved by UN Women) to facilitate engagement with women and girls in Saint Catherine and collect evidence-based material on the socio-economic and societal status of women and girls at the community;
  • Production oto raise awareness and public discussion on the importance of the inclusion of women and girls in decision-making process, specifically at the local and marginalized levels;
  • Develop and launch one documentary film of the project experience to serve as an advocacy material and a process documentation of the project;
  • Develop and submit necessary reports of field visits, community based workshops and interactive discussions and any other related activity;
  • Provide UN Women with a final narrative report of all activities conducted.

Required Skills and Experience

Education:
  • A university degree in development, youth advocacy or related fields: art therapy for development, public policy and gender.
Experience:
  • 5 years of professional experience in women’s rights and gender equality, community outreach, advocacy and campaigning, process documentation.
Language requirements:
  • Fluency (written and verbal) in English and Arabic required.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis:

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Technical Criteria weight; 70%
Financial Criteria weight; 30%.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the Financial Evaluation.

Criteria Weight Technical: 70%
  • Criteria:   At least three years of relevant experience in process documentation (Weight: 30%. Maximum obtainable Points: 30);
  • Criteria: Relevant education in social science, including gender, law, political science etc. (Weight 5%; maximum obtainable points 5);
  • Criteria: Excellent written and spoken English and Arabic. (Weight 5%; maximum obtainable points 5);

Financial: Lowest financial proposal: 30%.

Contract will be awarded to the technically qualified consultant who obtains the highest combines score (financial and technical). The points for the Financial Proposal will be allocated as per the following formula:

(Lowest Bid Offered*)/(Bid of the Consultant) x 30
*"Lowest Bid Offered" refers to the lowest price offered by Offer or scoring at least 49 points in technical evaluation.
