Background

The UN Programme in Uganda is supporting the Government of Uganda to address key development challenges based on the UN Development and Assistance Framework (UNDAF) and the five-year National Development Plan (NDP) in relation to HIV Prevention.  Upon the request of the Government, the UN has adopted a “Delivering as One” approach to enable all UN Agencies in Uganda to respond jointly and more effectively to the national development priorities. In an effort to Jointly Prevent HIV and AIDS in Uganda, the UN Joint support Program on HIV and AIDS was formed (JUPSA).  The development of the JUPSA is part of the UN’s continuous commitment to support the government of Uganda to fulfill its national and global obligations to combat HIV and AIDS.   This Joint Programme seeks to position the UN to be a strategic partner in acceleration of HIV prevention, care and treatment and social support to reach sustainable Universal Access.   JUPSA  operates within  three  major thematic  areas and this project contributes to;  Governance and human rights thematic area that focuses on national capacity to lead, plan, coordinate, implement, monitor and evaluate the national response strengthened by 2014;  Laws, policies and practices improved to support an effective HIV response by 2014.

UNDP’s Implementing Partners to this project include: Alliance of Mayors and Municipal Leaders against HIV/AIDS in Africa- AMICAALL, Uganda Network of AIDs Service Organisation (UNASO), Uganda Network of Law, Ethics and HIV/AIDS (UGANET) and Centre for Health, Human Rights and Development (CEHURD).

As this project operationally closes, there is need to document it’s achievements in form of a video of key success stories to provide evidence of the change that has  been brought to  the beneficiaries by the project.

Objective of the assignment:

The main objective of the assignment is to document the  key achievements/ success stories  of the project  in form of a video documentary to provide evidence of the change that it has  brought  to the beneficiaries. 

Duties and Responsibilities

Scope of work:

Under the direct supervision of the Team Leader Governance, with support from the chair of the JUPSA governance and human rights thematic working group, UNAIDS and UNDP Communications Unit.

The consultant will be required to:
  • Review the existing documentaries on HIV projects sponsored by UNDP;
  • Develop the documentary film’s overall concept;
  • Visit the project sites and interact with the local communities in selected districts where UNDP- supported  AIDS projects  were implemented;
  • Select interviewees for the film who will include, community beneficiaries ( both rural and urban categorized into men  and women), local government  officials(  including  national officers,  district officers, urban leaders and  sub county  officers)  Implementing partners ( AMICAAALL, UNASO, UGANET, CEHURD)and  UN agencies ( UNDP,UNAIDS, WHO,  ILO e.t.c);
  • Compose the documentary’s script and textual materials, which will be used in  filming.
  • Undertake appropriate video editing after filming;
  • Present a draft documentary to UNDP for comments before approval;
  • Produce a final 30 minute long documentary film in DVD as well as a 10 minute summary version;
  • Provide un-used footage for archiving/future usage (to be determined).
Deliverables and duration of the Work:
  • An inception report on the approach the consultant will use to manage the task; 2 days target date 4th July 2014.
  • resent the script for the documentary to UNDP before filming; 3 days, target date, 10th July 2014;
  • Present draft documentary at the end of the field mission and incorporation of comments; 15 days, target date, 4th August 2014;
  • Present a complete 20 and 10 minute documentary film, and hand over 2 master copies of each version to UNDP and two extra copies with the extra footage for future usage; 5 days, target date,  1th August 2014.

Working Arrangements:
Institutional Arrangement

  • With overall reporting to the Country Director UNDP, the consultant will work on day to day basis with the Program Analyst HIV, health and Development, supervised by the Team Leader Governance Unit (Govt);
  •  Reporting on progress towards realization of deliverables will  be on a regular  basis and as the need arises;   
  • The consultant will liaise, consult, interact, collaborate/meet with key stakeholders including ,Uganda AIDS C omission, Ministry of Health, Ministry of local government, Ministry of Gender, District local governments, selected CBO’s,  CSO’s and communities  of the selected districts and other stakeholders as may be deemed necessary
 UNDP will support the consultant in the following:
  • Access to all past reports and data relevant to the assignment;
  • Access to UNDP Office and its infrastructure;
  • Assistance to gain access to relevant stakeholders for consultations;
  • Assistance to contact project beneficiaries;
  • Transport for visits in the field.

Duration of the Work:

The assignment will be executed in a period of 20 working days but spread out in 3 months commencing immediately upon signature of contract. The consultant is expected to adhere to the specified dates due to the urgency to have the work done as the project is being wrapped up. 

Duty Station:

The duty station will be Kampala but he/she will be expected to travel to the field in selected districts in the 4 regions of Uganda.

Required Skills and Experience

Education:
  • Bachelor’s Degree in Communications, journalism, Social work,  Media or other related field.

Experience:

  • 5 years experience in producing development work related documentaries for mostly international organizations; and local organizations with the aim of reaching both local and international audiences (provide at least 5 of your most recent documentaries produced, clearly indicating the organizations for which they were made.
  • Experience in working with UN agencies or other reputable international organizations;
  • Demonstrated technical practical skills  / experience to ensure smooth and high quality production;
  • Knowledge on HIV programs  maybe an added advantage;
  • Knowledge on coverage of  community based  interventions.

Language Requirement:

  • Fluency in English is required.

Price Proposal:

The consultants/firm will be paid an “all-inclusive” lump sum amount that is considered fixed regardless of changes in the cost components.

Payment Modalities:

  • An Inception report  on  the approach the consultant will use to undertake the task; Present the script for the documentary to UNDP before filming; Present draft documentary at the end of the field mission and incorporation of comments; Produce an edited Video Recording of the scenarios captured, the footage and a summary report of the recorded stories 70%;
  • Present a complete 20 and 10 minute documentary film, and hand over 2 master copies of each version to UNDP and two extra copies with the extra footage for future usage 20%.

Evaluation Method and Criteria:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Highest Combined Score (based on the 70% technical offer and 30% price weight distribution) where the minimum passing score of technical proposal is 70%.

Evaluation Criteria:

Technical Proposal (Maximum 70 points):

  • Relevance of education – 5 points;
  • Language skills – 5 points;
  • Relevance of professional experience in conducting assignment of similar nature and scope - 45 points;
  • Interpretation of the assignment, methodology and work-plan – 15 points .

Financial Proposal (Maximum 30 points): To be computed as a ratio of the Proposal’s offer to the lowest price among the proposals received by UNDP.

  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP (see Annex II);
  • Updated Personal CV highlighting past experience in similar assignments and with 3 professional references with contact details (email and telephone);
  • Technical Proposal: suggested outline for technical proposal: The offerors interpretation of the assignment; Approach and methodology for undertaking the assignment;  Work-plan.    
  • Financial proposal (in template provided in Annex II) stating an all-inclusive fixed lumpsum fee for this assignment in Ugandan Shillings, supported by a breakdown of costs. Such total lump sum price must include professional fee, and costs necessary to conduct the assignment such as communication costs, etc. The consultant will be paid against the completion of specific, measurable deliverables as indentified in this TOR.
