Background

In order to improve climate change governance and meet the challenges that Lebanon will face as a result of climate change, there is a need to mainstream climate change concepts into national and sectoral development plans and to coordinate on-going climate change initiatives that are scattered. The project at hand presents a comprehensive coordination mechanism involving strategic planning, and close and effective communication with national, regional and international partners, as well as the recommendation of financial mechanisms needed at the national level.
 
The project involves the provision of capacity building and information dissemination to governmental focal points in order to promote public sector capacity and capability to tackle climate change issues in their sectoral plans and policies. In this scope, we aim to deliver a training workshop on Cost-Benefit Analysis (CBA) and Cost-Effectiveness Analysis (CEA) techniques with exemplary case studies in energy and/or the environment, which has been identified as a need based on consultations with focal points.
 
CBA and CEA are policy assessment methods that quantify the value of policy consequences in monetary terms to all members of society. CBA assesses and prioritizes policy alternatives that generate benefits or costs, while CEA evaluates policy on the basis of costs relative to some measure of policy or program effectiveness. It is vital to the focal points of the Climate Change Coordination Unit (CCCU) to learn the basic steps of conducting these tools and how to incorporate the elements of CBA and CEA analysis into policy work.
 
To achieve this, the proposed training aims to engage focal points from ministries, governmental institutions, research insitutes and universitites in learning/strengthening the elements of these policy/project decision tools by utilizing their experiences and needs.

Duties and Responsibilities

The outcomes of the training mentioned below shall be covered during 2-day sessions. The trainer shall be responsible for carrying out all the necessary background research, data collection and preparation to deliver the below training outcomes. The UNDP/Climate Change team will assist in providing the trainer with a background on the Lebanese institutional context in climate change and the potential audience.
 
Task 1: Preparation of background documentation (home-based)
  • Preparation of agenda and presentation/sessions to be submitted to the project team for validation;
  • Preparation of an evaluation sheet (questions) on the effectiveness/usefulness/completeness of the training sessions to be administered by the end of the training to collect the views of the participants to be submitted to the project team for validation.
Task 2: Training (on location – in Beirut, Lebanon)
 
Day 1 (full day)
 
Session 1: Basic terms and principles in finance including an introduction on discount rates and the use of Net Present Value (NPV);
Session 2: Introduction to CBA and CEA
  • Aims;
  • Methodologies;
  • Caveats;
  • Examples.

Session 3: An exemplary case study.

Day 2 (full day)
 
Session 4: Types of risks inherent in public policy implementation;
Session 5: Derisking as a way of improving the cost effectiveness of policies with examples from developed and developing countries;
Session 6: An exemplary case study;
Session 7: Clinique (Q&A and discussion of CBA/CEA techniques of projects or proposed   policies in Lebanon).
Task 3: Final comprehensive workshop report including the results of the evaluation
 
To be submitted to the project team for validation.

Required Skills and Experience

Education:

  • Advanced university degree in environmental economics, economics, or energy engineering.

Experience:

  • Relevant experience of not less than 7 years in cost analysis and derisking climate and renewable energy investments;
  • Previous experience with UNDP highly desirable.

Language Requirements:

  • Fluent communication skills including proficiency in the English language.
