Background

UNDP’s Independent Evaluation Office (IEO) is carrying out an ‘Evaluation of the contribution of UNDP Human Development Reports (HDRs).’ The evaluation will assess the contribution of global and regional HDRs to public policy process, for the period 2004-2013. The evaluation will be presented to the Executive Board of UNDP in the second regular session of 2015, and provide strategic inputs for strengthening the contribution of the Global and Regional HDRs in informing public policy.

The objectives of the evaluation are therefore:
  • To assess the contribution of global HDRs to public debate;
  • To assess the contribution of regional HDRs to policy discourse and advocacy at the regional level and public policy process at the national level;
  • To assess the contribution of global and regional HDRs to UNDPs engagement in global and regional public discourse and advocacy and national public policy process;
  • To identify factors that explain the contribution of global and regional HDRs; and
  • To present key findings, conclusions and recommendations to inform management decisions.

As a component of this evaluation, the UNDP Independent Evaluation Office is seeking the services of a development and evaluation expert with subject matter expertise in the area of environment and climate change. The consultant will carry out the evaluation of the contribution of global and regional HDRs that cover themes related to environment and climate change (reports will be assigned by the Independent Evaluation Office). In doing so, the consultant will play a key role in generating an understanding of the role that the Global or Regional HDRs under inquiry have played in shaping public policy debates and policy processes in the arena of environment and climate change. The length of the assignment is between 20 to 35 days, depending on the scope of work. The consultant will work in close coordination with the Independent Evaluation Office.

Duties and Responsibilities

Scope of assignment

The consultant will carry out data collection and analysis to ascertain the extent to which select HDRs have informed policy-making and activities of various stakeholders and development actors. The assignment involves both working from the consultants’ home base and limited traveling. The scope of the assignment includes: (i) literature review pertaining to the assigned reports; (ii) data collection from key stakeholders and development actors such as academics, think tanks and thematic networks; and (iii) an analysis of evaluation evidence collected from different sources. A detailed case study protocol, including a guiding framework, will be shared with the consultant and adapted as necessary.

Timeframe

The data collection, analysis and written inputs by the consultant will take place during June-July 2014.

Competencies

  • Knowledge of international debates on human development;
  • Familiarity with UN /UNDP mandate and operations;
  • Strong written and verbal communication skills;
  • Ability to consolidate and analyse multiple sources of information to develop relevant findings;
  • Ability to conduct analysis of large multi-country data sets in short period.

Required Skills and Experience

Education
  • Masters’ degree in social science or a relevant field.
Experience
  • At least 10 years of international development experience;
  • Expertise in environment and/or climate change issues;
  • Extensive evaluation experience, having participated in complex evaluations of development programmes;
  • Development and evaluation experts based across programme regions of UNDP are encouraged to apply.
Language
  • Fluency in English.
