Background

The Government of Uganda launched a Peace Recovery and Development Plan (PRDP) which commenced implementation in July 2009 and is now in a second phase running until June 2015. The main objective of PRDP2 is to complete the post-conflict recovery process; to strengthen the foundation for development in Northern Uganda and to narrow the gap between Northern Uganda and the national average level of all socio-economic indicators.

In this context, and building on its previous engagements in Northern Uganda, UNDP continues support of PRDP2 through various projects including the Local Development and Social Cohesion in Northern Uganda Project that commenced in July 2013. The Local Development and Social Cohesion in Northern Uganda Project is aimed at contributing to social and economic stabilization through  four outputs namely; 1-Community justice, security and social cohesion increased for peaceful resolution of disputes, in particular as related to land and women’s issues; 2-Employment opportunities enhanced and economic recovery and reintegration initiatives developed targeting youth, crises-affected and vulnerable people; 3- Peaceful and sustainable mining in Northern Uganda; and 4- Capacities of local authorities and civil society strengthened in civic engagement, coordination, and planning  for economic recovery and peace consolidation.

Under the Local Development and Social Cohesion in Northern Uganda Project, Output 1 is intended to enhance public confidence in community justice and security services especially for women and the most vulnerable members of society through the support to Uganda Police Force community Policing Initiatives in Lango sub-region. Providing community policing training and facilitating community dialogues between the Uganda Police Force and target communities in Lango sub-region will translate into enhanced community security and improved access to justice and protection of human rights which in turn will positively impact on post conflict recovery, local development and social cohesion.

Duties and Responsibilities

Objective of the assignment: 

The main objective of the assignment is to support Government of Uganda efforts to integrate traditional police duties and functions into the lives and activities of the communities in post conflict Northern Uganda by supporting Uganda Police Force community policing efforts.

Specific objectives of the assignment are;
  • To conduct community policing Training of Trainers workshop for North Kyoga region to equip selected police officers with skills for improving community policing;
  • To facilitate development of community policing action plans and design of community dialogue sessions with communities to support and enhance community confidence in Uganda Police Force;
  • To facilitate the establishment of sustainable working structures for communities and police to collaborate in policing for effective, cost effective and timely responses to community security concerns;
  • Design a plan for monitoring and evaluating impact of the Community Policing ToT and community policing initiatives in the North Kyoga region;
  • Draw lessons from UNDP aided community policing ToT's conducted in Acholi and Karamoja and develop best practices for support to community policing initiatives in post conflict Northern Uganda.
Scope of Work

The assignment will focus on delivering community policing training of trainers and action planning workshops in North Kyoga region in Northern Uganda in partnership with the Uganda Police Force regional teams.

Specifically, the consultant will deliver on the following:
  • Review community policing ToT conducted in Acholi and Karamoja in March 2014 and extract key lessons and suggest  best practices for post conflict community policing initiatives;
  • Design a community policing training of trainers and action planning workshop for selected officers in  North Kyoga region drawing on lessons from a) above;
  • Facilitate a community policing training of trainers and action planning workshop for selected Uganda Police Force officers in North Kyoga region sub-region;
  • Design a Monitoring and Evaluation plan for assessing impact of the training of trainers and implementation of action plans on community security.
Expected Outputs and Deliverables
  • Brief Inception Report;
  • Training of Trainers Program and Materials developed;
  • Community Policing ToT workshop conducted and a Report of Workshop produced;
  • Brief analysis of best practices for post conflict community policing drawing on UNDP supported ToT's in Acholi and Karamoja;
  • Individual and consolidated Community Policing Plans;
  • Monitoring and Evaluation Plan for monitoring community policing action plans.
Institutional Arrangement
  • With overall reporting to the Country Director UNDP, he/she will work on day to day basis with the Programme Analyst for Access to Justice/Rule of Law/Human Rights and the Northern Uganda Programme Manager supervised by the Team Leader Crisis Prevention and Recovery Unit (CPR);
  • The consultant will report to UNDP on a regular  basis on the progress but this will be done in line with the set deliverables of the assignment; 
  • The consultant will liaise, interact, collaborate/meet with Justice Law and Order Sector (JLOS), Office of the Prime Minister, Uganda Police Force at National and Regional levels, District Local Governments, Development Partners, CSOs and  selected communities of Northern Uganda.
UNDP will support the consultant in the following:
  • Access to all past reports and data relevant to the assignment. These will include training reports, project progress reports, midterm and final evaluation reports, and programme documents;
  • Access to UNDP Office and its infrastructure;
  • Support and assistance to gain access to relevant stakeholders for consultations to the extent possible;
  • Transport for visits relevant to the assignment both within Kampala and in the field;
Duration of the Work

The assignment will be executed within a period of 15 working days commencing immediately upon signature of contract. The consultant is expected to adhere to the specified dates.

Duty Station


The duty station will be Lira, in Northern Uganda.

Required Skills and Experience

Education
  • An advanced University degree (Masters or equivalent) with qualifications in sociology, anthropology, political science, peace studies, law or other related field with proven work in the field of community security and community policing;
Experience
  • Five years working experience and knowledge of general development issues in conflict and post-conflict settings;
  • Prior experience facilitating trainings of a similar nature;
  • Prior work experience in and knowledge of or work experience in Northern Uganda or similar context will be an added advantage;
  • Conflict and post-conflict work experience especially involving Government, Local Government and Community systems and structures;
Language Requirements
  • Fluency in English;
  • Knowledge of Acholi will be an added advantage.
Price Proposal and Schedule of Payments

Payment to the individual consultant will be made in two installments upon satisfactory completion of the following deliverables:
  • 40% of the contract amount upon submission of and acceptance of inception report and Training Plan and Materials;
  • 60% of contract amount upon submission of and acceptance of ToT report, community policing plans, and Monitoring and Evaluation plan for community policing.
Evaluation Method and Criteria

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable; and
  • Highest Combined Score (based on the 70% technical offer and 30% price weight distribution) where the minimum passing score of technical proposal is 70%.
Evaluation Criteria:

Technical Proposal (Maximum 70 points):
  • Relevance of education – 5 points;
  • Language skills – 5 points;
  • Knowledge of Uganda ‘s development context including  Northern Uganda – 10 points;
  • Relevance of professional experience in conducting assignment of similar nature and scope specifically in the area of community policing - 45 points;
  • Knowledge of post conflict development context and experience working in Northern Uganda or similar context- 3 points;
  • Excellent analytical and writing skills with the capacity to process qualitative and quantitative information and produce clear and precise reports - 5 points;
  • Fluency in English - 2 points.
Financial Proposal (Maximum 30 points): To be computed as a ratio of the Proposal’s offer to the lowest price among the proposals received by UNDP.

Financial proposal (in template provided in Annex II) stating an all-inclusive fixed lumpsum fee for this assignment in Ugandan Shillings, supported by a breakdown of costs. Such total lump sum price must include professional fee, and costs necessary to conduct the assignment such as communication costs, etc. The consultant will be paid against the completion of specific, measurable deliverables as indentified in this TOR.
