Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Under the overall guidance and direction of the supervisor, the Programme Analyst provide programme support to the effective management of UN Women programmes in the MCO by contributing in the programme design, formulation, implementation and evaluation.  S/he supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. She/he works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

Description of Key Functions:

Programme Development and Management:
  • Women country office programme planning;
  • Participates in the design and formulation of programme initiatives in the UN Women MCO program areas translating UN Women’s priorities into local interventions and ensuring substantive rigor in the design and application of proven successful approaches;
  • Facilitates the collaborative relationships with other UN agencies, experts, government counterparts ensuring timely and efficient delivery of inputs related to assigned portfolio;
  • Work closely with Ending Violence against Women and Girls (EVAW) portfolio manager to set priorities and determine the strategic direction for the MCO’s EVAW program, develop a consolidated and coherent strategic framework on EVAW programming, advocacy and coordination and support EVAW program implementation in MCO Countries;
  • Provides support to the Fund for Gender Equality (FGE) projects managed by MCO;
  • Supports the effective application of RBM tools and monitoring achievement of results and manage programme/projects appraisal and evaluation according to results-based management requirements and ensures that monitoring; reporting and evaluation systems are in place for all activities, including the United Nations Trust Fund (UNTF) and FGE.
Inter-Agency Coordination Support: 
  • Provides programme support to the UN Women Representative on inter-agency coordination related activities (Gender Theme Group, Development Partners Forum on GBV, RATESA and other forums;
  • Provides inputs for the country level Comprehensive Country Assessment (CCA)/UNDAF/SCF processes and similar exercises related to the RC system by ensuring that gender concerns are clearly reflected;
  • Contribute to CCA/ UNDAF/SCF/DaO processes and other documents by collecting substantive inputs form the MCO Programmes/Unit and analyzing and researching the political, social and economic situation in the region;
  • Helps puts together analytical and regular progress reports on UN Women´s program experiences in support of UN women inter-agency coordination role.
Strategic Partnerships Building and Resource Mobilization Support
  • Supports strategic partnerships and resource mobilization efforts by researching relevant documentation, assist the preparation of draft proposals for donors;
  • Participate in donor meetings and public information events in consultation with the supervisor.
  • Maintains information and databases on donors and developing database of project profiles for presentation to donors;
  • Ensure good partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.;
  • Researches information on donors and drafts briefs on possible areas of cooperation;
  • Follows up on resource on mobilization activities for fund raising for new projects in coordination with the UN Women Representative.

Advocacy Support and Facilitation of Knowledge Building and Management: 

  • Under the guidance of the supervisor, supports the establishment of advocacy networks at national level;
  • Supports relevant, high-impact advocacy activities and campaigns with key partners;
  • Collects knowledge on current and emerging trends by gathering relevant information on programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices;
  • Contributes to knowledge networks and communities of practice.

Required Skills and Experience

Education:
  • Master’s Degree (or equivalent) in Economics, Gender and human rights related disciplines, Social Sciences or related field.

Experience:

  • 1-2 years of progressively responsible experience at the national or international level with development projects preferably including some experience in design, monitoring and evaluation of development projects would be  desirable;
  • Knowledge of gender and human rights issues desirable.

Language:

  • Fluency in English is required.
  • Working knowledge of another UN official language is an asset.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
