Background
The Building Sector Energy Efficiency Project (BSEEP) has for its goal the reduction in the annual growth rate of GHG emissions from the Malaysia buildings sector. The project objective is the improvement of the energy utilization efficiency in Malaysian buildings, particularly those in the commercial and government sectors, by promoting the energy conserving design of new buildings and by improving the energy utilization efficiency in the operation of existing buildings. The realization of this objective will be facilitated through the removal of barriers to the uptake of building energy efficiency technologies, systems, and practices.This work is part of component 2 of BSEEP and is aimed at formulating documents that support the implementation of several activities that facilitate the development of favorable utility regulations that promote and support EE technology applications in buildings

Duties and Responsibilities
Scope of work:The primary job scope is assessing the utility regulations promoting and supporting energy efficiency building technology applications and to design energy efficiency system incentives in buildings.
The consultant(s) will be required to:
- Review existing utility tariffs in the building sector: Through desk studies, the consultant(s) will be required to analyse the existing electricity pricing structure and critically analyse if it promotes efficient use of energy and cogeneration.
- Review best practices to encourage energy efficiency tariffs and propose energy efficiency favourable tarrifs based on desk review and a Malaysian electricity pricing study for electricity used in buildings;
- A sensitivity analysis will also be required to determine the impact to electricity reseller revenue;
- The intention is to provide a greater appreciation of pricing issues on centralized and decentralized power generation;
- Public survey with at least 40 respondents from each of the five (5) main regions in the country. The regions can be divided to the northern, central, southern, Sabah and Sarawak;
- The respondents must comprise of a range of building relevant stakeholders such as building owners, developers and building practitioners on what they think is the reasonable or optimum price for typical fuels used in buildings;
- All surveys do not have to be carried out concurrently;
- Review usage patterns of gas in buildings;
- Review to explore if gas usage patterns are affected by pricing, construction cost and supply availability;
- The review should aim to determine the appropriate grid pricing for co generated electricity sales from buildings.
- The consultant will report to the National Project Manager and will work closely with the BSEEP project team based on the Environment and Energy division of the Public Works Department. The methodology includes data collection, desk research, interviews, meetings and workshops with relevant stakeholders, and discussions with Public Works Department, Ministry of Green Technology, Energy and Water, relevant agencies, State Governments and UNDP Malaysia.
The consultant is expected to produce:
- A report with a review of the existing utility electricity tariff pricing structure with an indepth analysis if the existing pricing structure promotes efficient use of electricity and cogeneration;
- A report with a review of the best practices (locally and internationally) and propose energy efficiency favourable tarrifs as well as revenue impact analysis for the building sector in Malaysia;
- The report shall be prepared based on a review of the Malaysian electricity pricing study for electricity used in buildings and is intended to provide greater appreciation of pricing issues on centralized and decentralized power generation;
- A report with the findings of the fuel pricing survey accompanied with the field data notes and survey forms and responses where applicable as per work scope above;
- A report with a review of usage patterns of gas in buildings to explore if gas usage patterns are affected by pricing, construction cost and supply availability;
- The report should also include an analysis of the appropriate grid pricing to encourage co-generation in buildings.
- The consultancy will take place from 1 September 2014 to 31 March 2015.
- The consultant will be responsible for the delivery, content, technical quality and accuracy of the reviews, surveys, studies and reports. All deliverables shall be submitted to UNDP Malaysia and BSEEP Project Management Unit at Environment and Energy division of the Public Works Department

Required Skills and Experience
- Bachelor’s degree or equivalent in any related field. Masters degree will have added advantage.
- Minimum 5 years of relevant professional experience, international experience will be an advantage;
- Experience in the energy efficiency sector in Malaysia and a clear understanding of current practices in the building industry in Malaysia would be an advantage;
- Knowledgeable in energy policies, regulation, energy pricing, energy economics and energy management procedures of Malaysia will be added advantage;
- Experienced in conducting surveys and market intelligence work.
- Proficient in English;
- Proficiency in Bahasa Malaysia will be an added advantage.
