Background

The United Nations Development Programme (UNDP) is one of the 4 (four) Implementing Agencies (IA) designated by the Multilateral Fund (MLF) to implement the Montreal Protocol´s Ozone Depletion Substances (ODS) phase-out projects.
 
Under this International Treaty, the Article 5 countries committed to phase-out its ODS consumption.  Furthermore, the Parties to the Montreal Protocol agreed under the Decision XIX/6 on the “Adjustment to the Montreal Protocol with regard to Annex C, Group I substances (HCFCs)” to “accelerate the phase-out of production and consumption of the hydrochlorofluorcarbons (HCFCs)”, and the Article 5 (A5) countries have been requested by the ExCom to adopt a staged approach to the implementation of their HCFC Phase-out Management Plans (HPMP).
 
The HPMPs involve:
  • Assistance to determine related institutional, policy and legislation framework in line with strategies and action plans for compliance with the 1st Stage;
  • Implementation of investment projects in the Polyurethane (PU) Foams, air conditioning and refrigeration manufacturing sectors for technological and industrial reconversion of HCFC consumers (end-users);
  • Technical assistance and training to institutions and technicians on sound environmental practices for the servicing and maintenance of air conditioning and refrigeration systems;
  • Verification of compliance met by the investment projects and finalization of activities (Project Completion Reports).
This Term of Reference (TOR) identifies and specifies the scope of services required for the fulfillment of the above components related to the air conditioning and refrigeration manufacturing sectors, both the implementation of investment projects and the technical assistance and training, and, therefore, an Individual Contract in the context of the Framework Agreement (Long Term Agreement) will be established for the accomplishment of the duties.

Duties and Responsibilities

The Senior Expert will work with UNDP, under the direct coordination of the UNDP-MPU Director/Officer-in-Charge, and in close collaboration with the Regional Programme teams in the portfolio development at global and regional level, and will guide other MPU (International and National) Experts serving in the field.
 
Expected Tasks/Outputs
  • Give technical assistance in the design, implementation and evaluation of projects in the Refrigeration and Air Conditioning (RAC) manufacturing sectors aimed at achieving national commitments with the Montreal Protocol. Experience is specifically required in air-conditioning equipment manufacturing and in refrigeration equipment using HCFCs;
  • Support the analysis of ODS-based refrigerant alternatives and technical proposals for strengthening the national start-up and operation of refrigeration manufacturing facilities;
  • Provide assistance to the beneficiary enterprises in their engineering projects associated to the technology conversion to adapt their manufacturing operations to non-ODS technologies;
  • For those enterprises substituting ODS with flammable refrigerants, provide advice as to norms and standards related to the safety aspects at the level of the manufacturing facility and at the level of RAC products being manufactured when installed at the site of the end-users;
  • Develop specifications of equipment or other contractual agreements to achieve the objective stipulated in c) above, and support UNDP MPU and Country Offices (or the project’s beneficiaries, when required) in all phases of the project implementation that are required for the adoption of new ODS-free alternatives at the RAC manufacturing plants;
  • Maintain technical discussions with companies and equipment suppliers and other stakeholders;
  • Periodic follow up project implementation, under demand of the OIC and the regional programme coordinators, providing technical assessments, progress reports and recommendations to assure the achievement of the objectives described in the Project Documents (ProDocs);
  • Undertake final revision and evaluation of installed equipment and other related works associated, including safeguard issues and operational procedures;
  • Impart seminar, speeches and training on new alternatives/technologies to ODS in RAC manufacturing applications;
  • Assist in the Project Completion Reports of the projects and other reporting requirements related to the projects that are being implemented.

Duration

The Contract (LTA) will enter into effect upon signature by both parties, expected for 1 (one) year of duration and can be extended up to 2 (two) additional periods of 1 (one) year each. With a maximum of 205 days.

Fees

The consultant will receive payments based on an all-inclusive daily rate required for the achievement of the expected tasks listed above;

The short-listed candidates, based on their technical capabilities, will receive the standard format that they must fill out to submit their financial offer.

Travel

The selected consultant is expected to undertake travel as stated below in order to achieve the tasks identified in Item 2 above. Costs of ad hoc missions not foreseen shall be paid to the consultant based on UN Rules and Principles. 

For LAC Region: 

  • Mission 1: to Lima, Peru. (3 working days);
  • Mission 2: to Bogota, Colombia, (5 working days);
  • Mission 3: to Havana, Cuba, (3 working days).

For ASP Region: 

  • Mission4 : to Dhaka,Bangladesh ( 1 mission - 5 days);
  • Mission 5 : to New Delhi, India (2 missions- 10 days each);
  • Mission 6 : to Tehran, Iran (1 mission – 5 days);
  • Mission 7 : to Kualalampur, Malaysia (1 mission – 10 days).

For Arab States/AFR/CIS Regions:

  • Mission 8 : to Beiruit, Lebanon (1 mission – 4 days).

Required Skills and Experience

Education:
  • Engineering (or equivalent) degree in Mechanics/Industrial/Process Engineering or related field required, Masters or equivalent degree in related area is desirable;
Experience:
  • Working experience of at least 10 years with activities related to RAC equipment manufacturing; specifically required in air-conditioning equipment manufacturing;
  • Experience in research, development or product design in the RAC industry-related projects is desirable;
  • Working experience in RAC-manufacturing enterprises using HCFCs is desirable;
  • Profound knowledge of Montreal Protocol related issues and its associated Policies and Agreements is desirable;
  • Hands on experience in the use of flammable refrigerants is desirable;
  • Hands on experience in the use of HCFCs alternatives refrigerants, preferable with low GWP, is desirable;
  • Experience with product optimization and energy efficiency cross-cutting issues is desirable;
  • Experience in developing countries is an asset;
  • Experience with certification/audit at industrial manufacturing process is desirable.

Evaluation Criteria:
 
Best value for money approach will be used and candidates will be evaluated based on the combined weighted method combining their technical capabilities and financial offer (70:30) .
