Background

Starting from 2013, UN Women, with the support of the European Union (EU), has been implementing the project “Innovative Action for Gender Equality in Georgia” (IAGE), the overall objective of which is to adopt and implement relevant policies and legislation to address specific healthcare, social, and economic needs of women from excluded groups in Georgia. The specific objective is to support women’s initiatives aimed at confidence building and social stability through addressing healthcare, social, and economic needs of ethnic minority, imprisoned, IDP and conflict affected women and women living in remote mountainous areas in Georgia.

The project is aimed at realizing three interrelated outputs/results:
  • Capacity of gender equality and women’s rights advocates increased to advocate for integration of issues of excluded groups of women and girls in relevant policies and legislation;
  • Willingness and capacity of state structures increased to incorporate issues of excluded groups of women and girls in relevant policies, legislation and services on national and local levels;
  • Partnerships among the government and women’s civil society groups as well as women’s people-to-people diplomacy initiatives increased for promotion of social stability and confidence building.
 The final beneficiaries’ of the IAGE are four groups of women and girls: 1) ethnic minority women, 2) imprisoned women, 3) women residing in isolated mountainous settings and 4) single, elderly and disabled women among the groups of IDP, and conflict affected women.
 
As part of the confidence building and people-to-people diplomacy initiative, IAGE project plans to conduct ‘Pen Marathon for Peace and Equality’ for young Georgian, Abkhaz and Ossetian writers (three from each location - nine in total), both women and men. The pen marathon participants will be taken to Istanbul, Turkey, where they will be trained on the issues of gender equality, impact of conflict on women, women’s role in peace-building, and script writing. Then they will be grouped in three teams, each consisting of Georgian, Abkhazian and Ossetian writers, to jointly write a script/trilogy on the issues discussed at the training. After going back to their communities, the writers will present the writing to the opinion leaders, youth groups and other representatives of civil society in their communities. The trilogy/script will then be published and opportunities explored for their staging.
 
Therefore, UN Women plans to hire International consultant to provide training to the participants on writing on conflicts, equality, impact of conflict on women and women’s role in peace-building and co-facilitate discussions and the process of script writing at the ‘Pen Marathon for Peace and Equality’

Duties and Responsibilities

The consultant will work under the direct supervision of the IAGE Programme Manager and will be responsible for the following:

  • Prepare detailed training agenda for the first day of the ‘Pen Marathon for Peace and Equality’ on the issues of writing on conflicts, equality, impact of conflict on women and women’s role in peace-building; 
  • Participate in the ‘Pen Marathon for Peace and Equality’ and:
  • Conduct one-day training on the issues of writing on conflicts, equality, impact of conflict on women and women’s role in peace-building;
  • Co-facilitate discussions and the process of script writing on the second, third and fourth days of the event.
 Key Deliverables and Timeframe:
  • Elaborated detailed training agenda of the first day of the event (3 working days) –by July 10, 2014;
  • Conducted one-day training on issues of writing on conflicts, equality, impact of conflict on women and women’s role in peace-building (1 working day) - by July 15, 2014;
  • Co-facilitated discussions and the process of script writing on the second, third and fourth days of the ‘Pen Marathon for Peace and Equality’ (3 working days) – by July 18, 2014.
The timeframe for the work of International Consultant is planned for 7 working days in July 2014.

Required Skills and Experience

Academic Qualification: 
  • Graduate Degree in journalism, linguistics or related fields.
Experience:
  • At least five years of experience of working on the issues involved in social justice, identity and equality;
  • Proven track record of working with community and grass-roots organisations;
  • Proven track record of leading and facilitating debates and conferences.
Language requirement:
  • Fluency in English.

Evaluation:

The candidates will be evaluated against the following technical and financial criteria:
Technical evaluation criteria (including minimum qualifications):
  • High education in journalism, linguistics or related fields (max 20 points);
  • Writer or journalist, specializing in social issues and the arts (max 70 points);
  • At least five years of experience of working on the issues involved in social justice, identity and equality (max 60 points);
  • Sound understanding and demonstrated knowledge of gender issues (max 60 points);
  • Proven track record of working with community and grass-roots organisations (max 60 points);
  • Proven track record of leading and facilitating debates and conferences (max 60 points);
  • Fluency in English (max 20 points).

Maximum total technical score amounts to 350 points. Only candidates who have passed over the mandatory criteria and have accumulated at least 245 points under the technical evaluation will qualify to the next round of the financial evaluation.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150.
  • S - score received on financial evaluation;
  • Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;
  • F - financial offer under the consideration.
Winning candidate:

The Winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management Arrangements:

The contractor will work under the direct supervision of the IAGE Project Manager.

Financial Arrangements:

Payment will be disbursed in two installments based on the deliverables.
