Background
Under the overall leadership and guidance of the United Nations Country Team (UNCT), the Operations Management Team (OMT) endeavors to facilitate the implementation of Delivering as One (DaO) by harmonizing operational policies of UN bodies, agencies, funds and programmes in Ethiopia.. To facilitate this work, a needs assessment survey was conducted to identify requirements for knowledge management among UNCT and its working groups. Based on the findings of this exercise, and in accordance with the OMT Annual Work Plan, a common knowledge management platform for the UNCT will be created through the work of the OMT ICT Working Group. The system will simplify procedures and lower transaction costs by improving inter-agency communications. It is foreseen as a platform for information, file and knowledge sharing, which should contribute to UNCT’s capacity to implement and support development and humanitarian initiatives in Ethiopia. The system is intended to facilitate the collection, collation and reporting of progress and achievements to support evidence-based decision making and management. By integrating the organizational, functional and operational information, the system is expected to support UNCT’s evidence-based decision making and knowledge sharing capabilities.
Duties and Responsibilities
The detailed responsibilities of the Consultant are as follows:
- The Consultant will work with the RCO, OMT Working Group on ICT and UN Communications Group (UNCG) to determine UNCT’s knowledge management (KM) needs, and design the platform accordingly; identify a scalable, resilient and secure open source KM platform; customize the KM platform according to UNCT’s needs while ensuring all security and accessibility by the users;
- The intranet will be hosted on UNDP’s servers. The Consultant is responsible for communicating with UNDP to ensure that the platform is compatible with UNDP’s server and security specifications. Accordingly, the Consultant will ensure that it is completely functional and secure before launching the KM platform;
- The Consultant will ensure the KM platform is accessible from the internet securely by authorized UN staff designated by the UNCT/OMT;
- The Consultant will ensure the security of KM platform contents at all times.
- The web interface of platform will be designed in a user- and printer-friendly manner that reflects the organizational identity of the UN.

Required Skills and Experience
- Master’s degree or equivalent in computer science, knowledge management or related field.
- 8 years of experience in the areas of information science, knowledge management, system analyses and design or related;
- Proven experience in production of viable knowledge management platforms and if possible, strategies. If experience involves working with multiple agencies, it is desirable;
- Expertise in project management;
- Expertise in knowledge management and relevant web-based software;
- Expertise in security of web enabled/based applications and collaborative software;
- Expertise in managing the design, development and implementation of web applications;
- Expertise in web design, programming and server/database management;
- Knowledge and experience of use of IT systems in knowledge management.
- Fluency in spoken and written English.
